Let us look at the 1899 Philippine Movement analysis and prescription.

DIAGNOSIS: The formal structures of what is supposed to be a republican democracy have been captured and subverted by an elite Oligarchy that makes sure that they will have continues control of the levers of power.

To this effect they have subjected the process of elections to regulatory capture as seen in elections manipulated by COMELEC/SMARTMATIC syndicates.

The endgame is to make sure that the elite Oligarchy will have control of the most lucrative economic opportunities with the use of their controlled public power for their private gain.

These Oligarchs dominate land ownership and development through a combination of residual feudal practices and the monopoly of access to credit expansions through banking cartels and complicit government financial technocrats.

These National Oligarchs are also allied with exogenous interest in a cartelized partnership with these foreigners to exploit the natural resources of the country in arrangements that are often times inimical to the national interest.

They also use factotums and revolving door professionals who straddle careers in the public and private sector to promote Oligarchic rent seeking contracts in government projects.

The existing party systems with the exception of the COMMUNIST PARTY and the MNLF and MILF armed groups are all tribal factions that are aggrupations presenting themselves to OLIGARCHS as the most efficient and smart group to be their sponsored partners to win the elections and become their enthustiastic collaborator in the common agenda of raiding the nation’s coffers. So, the Philippine economic oyster is exploited through the control of Oligarch funded and sponsored candidates who get to power through retail and/or systematic wholesale commercial politics as well as through manual and automated cheating through the election saboteurs that are now embedded in the ‘Constitutionally’ protected COMELEC under the defacto 1987 Constitution.

PRESCRIPTION : Break the cycle and radically re-organize the government through the dehibernation of the 1899 Philippine Constitution. (details of these are in other posts. Atty Melchor Magdamo) that has been ratified by the blood, sweat, and tears of our founding fathers.

PLAN of IMPLEMENTATION and ACTION:

Ask the sitting President – Mayor Rodrigo Roa Duterte to issue a proclamation reverting the country to the writ of the 1899 Philippine Constitution thereby destroying the Constitutional protections of the election saboteurs embedded in COMELEC. This also goes for their collaborators in the SC/PET and other electoral redress institutions that have effectively frustrated the exercise of true electoral sovereignty of Filipinos.

Widen the stake holders of the natural and man-made wealth of the land through market-informed equity ownership re-structuring, and equal opportunity access to monetary and liquidity credit expansions thereby creating a level playing field for all Filipinos. This would promote a merit oriented achieving society where there is equal opportunity for all to partake of opportunites for wealth creation in the country.

Is this wishful thinking? I do not think so – but the nay sayers will foster this defeatist attitude. These will also be the defenders of the ramparts of privilege so that they can continue to monopolize economic opportunity and the growth in wealth of the country.

Note: The existing Philippine Army whose 121 years of existence is rooted in its founding days as the Katipunan has sworn allegiance to the 1899 Philippine Constitution in the past. it can do so again together with the rest of the nation.

Dehibernating the 1899 Philippine Constitution

Robert F. Posadas J.D. and Atty. Melchor Magdamo lead the 1899 Philippine Constitution Movement.

The goal is to dehibernate the 1899 Constitution in a peaceful manner so that President Duterte inherits the Revolutionary Powers of the President under that 1899 Constitution and institute the necessary reset button so that reforms and ‘tunay na pagbabago’ can be implemented as promised in the 2016 Presidential campaign.

In this manner while sweeping powers will be exercised by President Duterte no dictatorship is instituted as some ignorant Senators claim since the President will be constrained by the 1899 Constitution.

The Liberties of the people will still be protected under a Constitutional order following the higher precepts of CONSTITUTIONALISM. In fact, our founding fathers promulgated the 1899 Constitution to curtail the Dictatorship of Emilio Aguinaldo who thereafter served as the President under that Constitution.

The process proposed is peaceful through ANCHOR which is explained in excerpted comments authored by Atty. Magdamo.

Robert Posadas heads the Secretariat: ROBERTO FELICIANO POSADAS last living grandson of Dr.Antonio Feliciano, one of the Signers/Framers of the Malolos Constitution, 1899.

He has set up several future ZOOM meetings where he and Atty. Magdamo will publicly discuss ANCHOR and the merits of dehibernating the 1899 Constitution which is legally our de jure Constitution since it was never abrogated by the Filipino people.

Trace the history of Barangay Assembly. It was formerly known as Citizen Assembly which traces its roots to a 1960 law known as Barrio Charter Act. Barangays have been in the 7000 islands (that became *Philippines”) long before the existence of any legalistic constitution in any of the 7000 islands.

Citizen Assemblies were the vehicles that transformed the 1935 American-imposed constitution to the 1973 Marcos constitution.

The laws and principles governing Citizen Assemblies are still valid and in force today under Local Government Code Section 398 (b).

That means we can do today via Barangay Assemblies what Marcos did in 1973 via Citizen Assemblies.

That means barangay assemblies are the keys to AncHoR (Ancestral Honor Recognition) via dehibernation of the 1899 Original Constitution under which Duterte and/or RevGov proponents achieve instant system change towards a transition structure which is parliamentary with hybrid evolving federalism form of government.

If Martin Diño is willing to raise a little bit his level of intelligence he can be the key to system change since he is Usec for barangays. He can conduct a scientific survey (perhaps use Survey ng Bayan) and inexpensive blockchain technology to register barangay assembly participants and ascertain their consensus. That is a much faster and more legal way to compel Duterte and corner him into accepting the overwhelming will of the people. In the process, dehibernation of the 1899 Original Constitution will be the structure to achieve fast transition into progress.

The next national barangay assembly day is on the second Sunday of October which is October 11.

My comments: Then we can prepare to make initial efforts to convince a majority of the Barangays to ratify a resolution asking the President for a Presidential proclamation dehibernating the 1899 Philippine Constitution. If such a majority cannot be achieved this October, the campaign should continue towards March 2021 when the next series of Barangay Assemblies would be held.

This is all in line with President Duterte’s wish that discussion of variants of REVGOV should not be done sub-rosa and should include the Military as well. The 1899 Movement is now getting in touch with the Military Brass to present the merits of the restoration of the Philippine Army’s oath of allegiance to the Original Katipunan Constitution which is the 1899 Philippine Constitution.

ANOTHER WAY TOWARDS A REVGOV!

Legally, the Barangay Assemblies can adopt a New Constitution or dehibernate our de jure 1899 Philippine Constitution which was never abrogated by the Filipino people.

The League of Municipalities which demanded a change in the Constitution lately can be an important player here. These mayors could organize the barangays and dehibernate the 1899 Philippine Constitution and then amend it to keep it abreast with the current situation.

This is a most practical way and the mayors have the logistics to do it.
