MANILA — The Anti-Red Tape Authority (ARTA) filed three (3) cases today Wednesday against officials of the Renewable Energy Management Bureau (REMB) of the Department of Energy and the Local Government Unit (LGU) of Angeles City in Pampanga for violating various sections of R.A. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
Acccompanied by ARTA lawyers, ARTA Director General Jeremiah Belgica personally filed the cases at the Office of the Ombudsman and at the Civil Service Commission.
“Patuloy po ang ating pagsasampa ng mga kaso laban sa mga lumalabag sa ating batas. Lalo na po ngayong panahon ng pandemya, maling mali po na pinapahirapan natin ang ating mga kababayan sa pag-asikaso ng kanilang mga papeles. Binabantaan ko po ang iba pang mga ahensiya, ayusin niyo po ang mga serbisyo niyo kung ayaw niyong kasuhan namin kayo,” Belgica said.
The first complaint filed by ARTA to the Office of the Ombudsman cites the Angeles City, Pampanga LGU’s “violation of Section 21 (d), (e), (g), and (h) of R.A. 11032”for failure to give the requesting party a written notice on the disapproval of an application, failure to render government services within the prescribed processing time without due cause, failure or refusal to issue official receipts, and fixing.
City Engineer Donato Dizon and Former Administrative Aide IV Rowena Tiamzon were named.
The second complaint was against REMB Director Mylene C. Capongcol for violation of Section 21 (d) and (e) of the EODB.
ARTA also filed charges against other officials in the same bureau, Atty. Marissa Cerezo, Fortunato Sibayon, Ronald Angeles, and Clarita de Jesus, at the Civil Service Commission for the same violations.
ARTA conducted clarificatory hearings with the complainant and the concerned agencies to validate the violations.
“Ang panawagan po natin sa ating mga kababayan, mag-reklamo po kayo. Kailangan magtulungan po tayo upang sugpuin ang maling nakagawian sa gobyerno, Marami pa po maitatamang serbisyo kung tutulungan niyo kami,” Belgica stressed.
