MANILA – Due to a simple misunderstanding, an allegedly drunk Manila Police District officer has on Friday fatally shot an elevator installer while critically injuring another.

The MPD Homicide Section identified the suspect as P/Cpl. Alvin Santos who is assigned at the MPD-Sta Cruz Station-PS3 while the victim was identified as one Joseph Marga y Caballegan (32), resident of Block 6, JP Rizal St. Brgy 106, Tondo, Manila.

Caballegan was declared dead on arrival at TMC even as the injured victim in Mark Lester Quiñones y Protacio (28), who is also a resident of the same area, is now undergoing treatment at TMC.

According to police report, the two victims were on their way home silently walking when they encountered the suspect who was allegedly reeking with liquor after a drinking spree in their area.

The suspect allegedly accosted the victims, asked them where they live but obviously unsatisfied with their answer, the suspect pulled out his service pistol and immediately fired at the victims.

Bystanders intervened and wrestled the suspect but he was able to free himself up and fled on foot leaving behind his service pistol.

The wife of the slain victim who personally witnessed the incident as they only live nearby, sought the help of Manila Mayor Isko Moreno.

The mayor dispatched a team from MPD-SMaRT who then accompanied the family of the victim to the MPD-Homicide section for investigation.

It was learned from P/Major Rosallino Ibay Jr., SMaRT chief for operations that the suspect voluntarily surrendered to P/Capt. Henry Navarro, MPD-HQ Chief around 1 p.m. Friday, 20 November 2020. (AI/MTVN)
