MANILA — Saying that the fatal shooting of a mother and son by an off-duty policeman in Tarlac are symptoms of lapses in country’s law enforcement system, Marikina City Congresswoman Stella Luz Alabastro-Quimbo on Tuesday as he filed a resolution to investigate the tragic incident.
“Congress must act now to determine what reforms are needed to ensure that PNP personnel are of sound body and mind in the performance of their duties. Congress must also assess whether it is time to prohibit policemen from carrying guns while off-duty, as how it is in other countries,” Quimbo said.
Netizens were shocked and outraged upon seeing the video of Police Senior Master Sergeant Jonel Nuezca shooting at close range Sonya Gregorio, 52, and her son Frank, 25, on Sunday, December 20.
Even President Rodrigo Duterte on Monday night, December 21, admitted being shocked when he watched the viral video of the killing of a mother and son by a police officer in Paniqui, Tarlac.
He described Nuezca as “may sakit sa utak” (crazy) and the incident as “too brutal.”
Quimbo pointed out that it is time to look into the PNP’s current standards for evaluating the tactical knowledge and mental fitness of all its uniformed personnel.
“We cannot afford to lose more lives because of impunity in the system, or the policies which lend to unpreparedness or abuse by law enforcement officials, including the use of firearms while off duty. One death is one too many,” Quimbo stressed.
Nuezca is now detained and facing two counts of murder cases.
Justice Secretary Menardo Guevarra has assured that the Department of Justice (DOJ) will ensure justice will be served.
Meanwhile, Philippine National Police Internal Affairs Service (PNP-IAS) chief Inspector General Alfegar Triambulo also vowed to resolve in 30 days the administrative case of Nuezca amid the public furor. (AI/MTVN)
