CITY OF SAN FERNANDO, Pampanga – The Philippine Statistics Authority (PSA) started Tuesday the Step 2 registration process for the Philippine Identification System (PhilSys) in this capital city.
After launching its preregistration for the national identification (ID) card on Oct. 12 last year, the City Civil Registry Office mounted a registration center at Vista Mall here anew for the second step of the list up.
Step 2 involves the validation and biometric capture of the registrants’ fingerprints, iris scan, and photographs.
City Civil Registrar Rimando Umali said on Wednesday that they are targeting to complete the list-up of about 78,000 preregistered Fernandinos so that by the end of the year, they could start another batch for mass preregistration.
“Sa lahat po ng hindi pa na preregistered, hintayin lang po nating matapos ang Step 2 registration ng mga naunang nakapag preregister. Maybe by the end of the year, dun magsisimula at hintayin lang natin kung ano ang magiging proseso kasi parang ibabawal na ang face-to-face preregistration baka sakali po mag-come up ang PSA ng online application (For all those who have not pre-registered yet, let’s just wait for the completion of Step 2 registration of those who have previously preregistered. Maybe by the end of the year, it will start and let’s just wait for what the process will be because it seems that face-to-face pre-registration will be prohibited just in case the PSA comes up with the online application,” Umali said in an official social media post.
The local government unit will be putting up another registration center at Robinsons Starmills Pampanga to cater to more Fernandinos. The center will be open from Monday to Friday, 8 a.m. to 6 p.m.
Meanwhile, Herman J. Vital, supervising statistical specialist of the PSA Pampanga Provincial Office, discouraged Fernandinos from going to the registration center if they have no appointment slip.
“Sa mga wala pong appointment slip and text from PSA, huwag na po tayong sumugod dito sa registration center. Yun lamang pong mga nakapag preregister, may appointment slip, at may text from PSA ang ie-entertain namin at makakapag proceed sa Step 2 or sa registration proper. Hindi rin po pwede ang mga below 18 and above 60 in compliance with the IATF guidelines for health protocols (For those who do not have an appointment slip and text from PSA, do not go here to the registration center. We will entertain only those who have preregistered, have an appointment slip, and a text from PSA and can proceed to step 2 or registration proper. Those below 18 and above 60 are also not allowed to comply with the IATF guidelines for health protocols),” Vital said.
He asked the Fernandinos not to worry as there is still enough time for the registration.
“Hindi po kami aalis dito hangga’t hindi nare-rehistro ang buong siyudad ng San Fernando (We will not leave until the entire city of San Fernando is registered),” he added.
After the Step 2 registration, PSA will forward the data to the central database of the Bangko Sentral ng Pilipinas that is responsible for the printing of ID cards. The IDs will be delivered by a courier service to the residences of the registrants.
PSA is aiming to register at least 1.5 million Pampanga residents before the year ends.
President Rodrigo Duterte signed Republic Act 11055 (the Philippine Identification System Act) in August 2018.
The new system seeks to create a single official identification card for all citizens that integrates and interconnects various government-issued IDs.
The national ID, which contains the holder’s personal information and biometric data, aims to simplify public and private transactions and to make social services more accessible to Filipinos. (PNA)
