Gordon submits to Sotto 6 warrants of arrests vs Michael Yang, 5 Pharmally officials for not showing at Senate probe

MANILA – Senator Richard Gordon on Tuesday approved the issuance of
warrant of arrests against Michael Yang, and five (5) other officials of
the Pharmally Pharmaceutical Corporation, after they failed to appear
before the Senate Blue Ribbon Committee investigation of alleged
overpricing of medical supplies bought by the government last year.

In a motion, Blue Ribbon committee members approved the citation of
contempt against Yang and 5 others and ordered the issuance of
warrants of arrest and immediately forwarded to Senate President
Vicente Sotto III for final approval.

Gordon said that the committee attempted to serve a subpoena to Yang
twice but to no avail.

“So the motion to cite in contempt… has already been approved. There
were no objections and as directed…The process should start to make
sure that a warrant of arrest is issued and that the [Office of the
Sergeant-At-Arms] be asked to formally serve it to all law enforcement
authorities and they be made aware that there is such a warrant of
arrest issued by the Senate of the Republic of the Philippines, part
of the co-equal branch of the government,” Gordon said.

The committee is currently investigating the anomalies and misused of
COVID funds transferred by the Department of Health to Procurement
Service of the Department of Budget and Management (DBM) for
overpriced personal protective equipment (PPEs), face masks and
shield in 2020.

It was revealed in an earlier inquiry that Pharmally bagged the biggest
chunk in the procurement contract worth over P8.6 billion in 2020
despite being only several months old and having just P625,000 in
paid-up capital.

After the issuance of a warrant against Yang, Senator Francis
Pangilinan then moved that warrants of arrest be issued to officials
of Pharmally, who skipped the hearing even after they have already
been summoned twice, which was approved by Gordon.

The blue ribbon also issued arrest warrants against:
Mr. Mohit Dargani
Ms. Twinkle Dargani
Mr. Justine Garado
Mr. Linconn Ong
Ms. Krizle Grace Mago

During the hearing, only Huang Tzu Yan, chairman and president of
Pharmally, and the firm’s accountant, Iluminada Sebial were present.
