MANILA — The National Bureau of Investigation (NBI) today (Thursday, 16 Sept. 2021) announced the arrest of four (4) individuals by operatives of NBI-Environmental Crime Division (NBI-EnCD) Pampanga for disposing poultry farm animal wastes directly into a water body.
NBI Officer-In-Charge (OIC) Director Eric B. Distor identified the arrested Subjects as ASISCLO SIMBAJON, CECILIO NOLI ALMIRANTE, LORELIE SUMAMPONG, and ROSEWIN LUGTU.
OIC Director Distor said that NBI-EnCD conducted law enforcement operation for violation of Section 48 (6) of RA 9003 and Article 91 (b)(5) of PD 1067 following the joint inspection of the DENR-EMB III, DENR-ELEPS and NBI-EnCD in the municipalities of Sto. Tomas and Minalin, Pampanga last July 14, 2021.
The operation was in relation to the poultry farms which accordingly disposed of its animal waste directly into a water body without segregation, collection, and proper disposal.
Consequently, during floods, the water body mixed with animal waste and excrement that eventually spills through to Ilug Balen and Masoloso River, Pampanga.
The supervisor or overall caretaker of ACMD Farm, CTS Poultry Farm, VISDA Poultry Farm, and ISARUIZ Poultry Farm was also apprehended that led to the arrest of four caretakers.
Criminal cases for violation of Section 48 (6) of RA 9003 and Article 91 (b)(5) of PD 1067 were filed against the owners of the poultry farms namely BERNIE LUGTU of ISARUIZ Poultry Farm, MANOLITO VISDA of VISDA Poultry Farm, LUNA SHIELA CORTES of CTS Poultry Farm, and JESUSA HINAGPIS of ACMD Farm.
The arrested individuals were presented for inquest proceedings before the Office of the Provincial Prosecutor, Pampanga.
