IGUIG, Cagayan — The Department of Agriculture Regional Field Office 2 (DA-RFO2) and the Philippine Center for Postharvest Development and Mechanization (PhilMech) distributed P129.5 million worth of Agri machinery to 112 Farmer Cooperatives and Association (FCAs) during a turn-over ceremony held at the Southern Cagayan Research Center (SCRC) in Minanga, Iguig, Cagayan on Thursday, November 4, 2021.
Narciso Edillo, DA-RFO2 Director said that the bulk of distribution was increased because it was accompanied by types of machinery purchased under 2019 and 2020 Rice Competitiveness Enhancement Fund (RCEF) excess funds.

“The RCEF is a result of the Rice Tariffication Law enforced in 2019. These pieces of machinery that will be distributed to cooperatives will lessen the production cost of farmers in land preparation and post-harvest activities,” he stated.

RA 11203, otherwise known as the Rice Tariffication Law (RTL), was enforced in February 2019 amid heavy criticisms.

Edillo added that after more than four decades of battles to reform the rice sector, the RTL ended NFA’s monopoly, removed quantitative restrictions on rice imports, and replaced them with a 35 percent import tariff.

“The RCEF mechanization program ensures that farming tools are environmentally sound, economically affordable, adaptable to local conditions, and beneficial for farmers.”

The DA distributed four-wheel drive tractors, combine harvesters, seeders, walk behind transplanters and floating tillers, multi-stage rice mills, de-stoners, and recirculating dryers. (ai/mtvn)
