MANILA — Noting the urgent action made by the Police Regional Office 5 (PRO 5) in responding to the unfortunate incident that resulted in the critical injury of a non-commissioned officer at the hands of a senior police official, just retired Philippine National Police (PNP) chief and Partido Reporma senatorial aspirant Guillermo Eleazar took the occasion as a signal to underscore the importance of maintaining the PNP’s Internal Cleansing Program (ICP) and instituting more reforms and innovations to the police service.
“It is in these times that we realize how important it is to continue our efforts to instill discipline in the ranks of our national police and to professionalize the whole police organization so we can avoid serious problems like what had happened to Master Sergeant Ricky Brabante and mold a better PNP in the years to come that we can be proud of and is always ready to serve and protect,” Eleazar pointed out to echo what he had started in the Quezon City Police District as a motto of being “Proud to be QCPD.”
Immediately after the incident of Brabante’s mauling went viral in social media and newly installed PNP chief Lieutenant General Dionardo Carlos ordered for a thorough investigation, PRO 5 director Brigadier Gen. Jonnel Estomo directed the Aviation Security Group director to relieve the victim’s attacker, Colonel Dulandan Dulnoan Dinamling Jr., who was the commanding officer of the PNP’s Aviation Security Unit 5 (Aviation 5).
“Lubos ang pagkalungkot ng buong hanay ng PNP Bicol sa insidente ng pananakit ng isang ranking officer laban sa isa sa mga tauhan ng Regional Mobile Force Battalion (RMFB 5) sa pagdiriwang ng kaarawan sa Camp Ola nitong Nobyembre 12, 2021,” Estomo enthused with shock and sadness over the unfortunate incident that happened after the celebration of the birthday of RMFB 5 group director Col. Clarence Gomeyac and caused the loss of sight of Brabante’s right eye.
“Kaugnay nito, maging ang battalion commander ng RMFB ay na relieve din sa kanyang posisyon. Samantala, si PMSG Brabante naman ay kasalukuyang nagpapagaling mula sa kakatapos lamang na operasyon. Kinailangan tanggalin ang kanyang kanang mata upang maiwasan ang maaring maging komplikasyon nito,” he said.
The PRO 5 chief added that he has left it to Brabante to decide if he will press criminal charges against Dinamling but still, the PNP will be filing administrative cases against the suspect.
Estomo likewise promised to the victim the full support of his command and the PNP even as the PRO 5 footed the hospital bills incurred by the master sergeant for his treatment and recovery.
Meanwhile, Gen. Carlos has already organized ‘Special Investigation Task Group (SITG) Brabante’ to lead in the investigation of the incident that led to Brabante’s unfortunate situation.
“Hindi pahihintulutan ng pamunuan ng PNP Bicol ang pananamtala sa pagamit ng posisyon at pagamit ng dahas sa hanay nito. Mananatiling pantay at patas ang pagdinig sa usaping ito. Makakaasa ang lahat sa maagap at agarang pag-aksyon upang maresolba ang isyu,” the PNP chief stressed in conclusion. (mtvn)
