Partido Reporma’s Eleazar marks importance of NTF-ELCAC’s Barangay Development Program

MANILA — Stressing the importance of maintaining peace and order throughout the country as part of the government’s efforts to recover from the effects of the pandemic on the economy, senatorial candidate Guillermo Lorenzo Eleazar marked the advances achieved by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in securing the country from violence and terror attacks.

In doing so, the retired 26th chief of the Philippine National Police (PNP) likewise welcomed the clarification made by Vice President Maria Leonor ‘Leni’ Robredo on her position regarding the NTF-ELCAC, which had drawn criticism from a number of sectors opposed to the spread of the communist insurgency in the countryside.

“Gaya ng sinabi ng ating bise presidente, maganda ang proyekto at layunin ng NTF-ELCAC. Nagkaroon lang ng hindi magandang pagtingin dito dahil sa mga opinyong nabitawan ng ilang natin mga opisyal at gayun na rin ng mga kritiko ng ating pamahalaan na alam naman nating marahil ay nadala lamang ng kanilang emosyon,” Eleazar opined.

He added that in issuing the clarification, VP Robredo must have been enlightened in the significance of the NTF-ELCAC in the country’s collective goal of ending the communist insurgency, which was shown when she subsequently threw her support to the anti-communist task force during her visit to the Armed Forces of the Philippines (AFP) headquarters in Camp Aguinaldo in Quezon City.

“Robredo’s show of support to NTF-ELCAC in front of military generals was in contrast to her previous position where she called for the abolition of the task force–a move that I immediately thumbed down critically as a miscalculation of the real situation,” Eleazar pointed out.

As a former PNP chief, the Partido Reporma senatorial bet disclosed that he personally saw the importance of the NTF-ELCAC in implementing the Barangay Development Program in areas that were once terrorized by the Communist Party of the Philippines (CPP) and its armed wing New People’s Army (NPA) in order to initiate programs geared at developing countryside communities.

“I have been rejecting calls for the abolition of the NTF-ELCAC since I believe the Barangay Development Program is instrumental in ending the country’s five-decade-old problem on communist insurgency,” he explained to describe the program’s mandate of helping communities freed from the influence of the CPP-NPA by giving a socio-economic development package worth PhP20 million.

“Instead of abolishing it, we should promote transparency by improving the monitoring of their projects and accounting of every single centavo spent for all the programs and projects under the NTF-ELCAC,” he said.

In ending, Eleazar proposed for the active involvement of everyone in both processes of identification and implementation of projects that would suit the needs of the different communities and beneficiaries of the NTF-ELCAC’s flagship program. (ai/mtvn)
