Developer defies City Hall, Barangay chief ‘connivance’ hit

LAPULAPU CITY, Cebu — Several residents here have assailed the seeming arrogance of a realty developer for defying an order from the Office of the City Attorney which has given instruction to dismantle its guardhouse on a barangay road and a perimeter fence built at the entrance of the Alterra Residences in Barangay Punta Engaño without a permit from the Office of the Building Official (OBO).

At the same time, the concerned residents wondered aloud why the barangay chief did not act when it is within his authority to demolish the “illegal” guardhouse on the barangay road.

Documents obtained by Maharlika TV showed that on October 13, 2021, Atty. James Allan C. Sayson, OIC of the Office of the City Attorney, wrote the management of Alterra Residences informing them that the guardhouse and perimeter fence were constructed without a permit from the Office of the Building Official (OBO).

The Alterra Residences is being developed by the Sta. Lucia Realty & Development Inc. (SLRDI).

On October 20, Sayson issued a second letter for demolition of the guardhouse but SLRDI general manager Gerardo Quintos reportedly received it on October 22.

Speaking for the affected residents, Potenciana D. Daitol told Maharlika TV that Punta Engaño Barangay Captain Crisanto B. Estardo only shrugged off the residents’ complaints and ignored the letters of the City Attorney.

“Wa koy mahimo (I cannot do anything),” Daitol quoted Estardo as saying.

Estardo could not be reached for comment as of this posting on Monday, 13 December 2021.
