MP3 Alliance presidentiable Manny Pacquiao reiterates warning vs fraudsters in text scams

MANILA — Following the Senate’s approval of the proposed measure requiring the registration of subscriber identification module (SIM) cards as a means of protection for the public against cybercrimes, MP3 Alliance presidential aspirant and incumbent senator Emmanuel ‘Manny’ Pacquiao once again warned the citizenry about fraudsters who may take advantage of the upcoming elections to victimize unwary individuals by namedropping politicians in text scams.

On Thursday, December 16, senators gave their unanimous approval to Senate Bill (SB) 2395, or the proposed SIM Card Registration Act, which seeks to eradicate criminal activities aided by mobile phone, internet, or other electronic communication devices, such as terrorism, text scams, unsolicited indecent or obscene messages, bank fraud, and disinformation.

According to the Senate committee on public services chairperson Mary Grace Poe-Llamanzares, “the measure will establish another layer of security protection for Filipinos which will hopefully deter criminals from perpetrating their wicked plans.

“It is high time that we beef up our own infrastructures to address these threats to security,” the lady senator pointed out.

In expressing agreement, Pacquiao stressed that in noting the fast development of communication technology that has given way to unscrupulous individuals to take advantage of the unwary when they use online services through their phones and gadget, there has risen a serious need to deter the proliferation of SIM card, internet or electronic communication-aided crimes.

“This bill will mandate public telecommunication entities (PTEs) to require the registration of SIM cards as a prerequisite to their sale and activation, and sa ilalim ng batas na ito, ang mga subscriber ay kailangang personal na mag-submit sa mga PTE ng registration form na naglalaman ng kanilang buong pangalan, date of birth at address,” the celebrated boxing icon enthused while citing how his name and foundation had once been used in a number of dishonest schemes to dupe people.

Pacquiao, who is now aiming for the country’s highest position, added that with the enactment of the law on SIM registration, people need to follow the rule set by it, even if it would entail additional effort before they can make use of the subscriber identification module.

“Kailangan sundin ito dahil batas na at para din naman sa proteksyon ng lahat laban sa mga cyber crime,” he stressed.

Under SB 2395, subscribers must present a valid government ID or similar documents that will verify their identity even as minors are required to be accompanied by their parents or guardian during the purchase and registration of SIM cards. Sellers could refuse the sale of SIM cards if buyers fail to comply with the requirements. (ai/mtvn)
