3K+ informal settlers of QC now legit owners of lands where they live

MANILA — More than 3,000 informal settler families (ISFs) in Quezon City are now proud, legit owners of the address where they have lived for so many years as the city government formally acquired the properties from various landowners for them.

Some beneficiaries of these parcels of houses and lots are informal settlers from Barangays Baesa, Old Balara, Bagong Silangan, and Payatas.

Mayor Joy Belmonte led the Deed of Sale signing ceremonies with the corporate owners of the lands which include Prosperity Industrial Corporation, Elizabeth Elsie G. Ng et.al, Tofemi Realty Corporation, and Manila Remnant Company Inc.

The city has successfully purchased the 24,285 square meters of land in Baesa; 5,000 sqm lot in Old Balara; 90,675 sqm in Bagong Silangan; and 19,476 sqm lot in Payatas.

“Ito ang simula ng pagsasakatuparan ng matagal niyo nang pinapangarap. Kami ang bibili ng lupa, ba-budgetan ng lungsod, para matuldukan na ang taun-taon niyong paghihintay [This is the start of realizing your long-time dream. We will buy the lots, the City will provide the budget for that, so we can put an end to your years of waiting],” Mayor Joy Belmonte said.

According to the City’s Housing, Community Development and Resettlement Department (HCDRD), a total of 3,478 families will benefit from the program; 2,000 in Baesa, 1,127 in Bagong Silangan; 301 in Payatas; and 50 in Old Balara.

The acquired lots will then be awarded to the residents through a Direct Sale Program. Under the scheme, the city government will buy the property from the landowner. The beneficiaries will then secure their individual title after payment of their respective lots to the city government.

“Noon, ang mga lupa ay nabibili lang sa pamamagitan ng Community Mortgage Program o CMP na napakahaba ng proseso, lalong tumatagal ang pagbili ng lupa kasi maraming kasaling ahensya. Ngayon, sa Direct Purchase Program (DPP), ang lungsod na mismo ang mamamagitan at makikipag-ugnayan sa private land owners para mapasainyo na ang lote sa mabilis na proseso at murang halaga [Before, ISFs can buy the lots to the owner through CMP that has a long process because so many agencies are involved. Now, under the DPP, the city itself will be the one to negotiate and coordinate with the land owners so you can have the lands faster and at a reasonable price],” Mayor Belmonte explained.

Based on the report of HCDRD, the properties’ zonal value in four barangays ranges from P9,000 to P18,000 per square meter. However, the beneficiaries from Payatas, Bagong Silangan, and Baesa will only have to pay P3,000 per sqm, and P5,000 per sqm in Old Balara.

The land acquisitions were also made possible through City Resolution 8721-2021 introduced by Councilor Marivic Co-Pilar; City Resolution 8699-2021 authored by Councilor Franz Pumaren; and City Resolutions 8689-2021 and 8690-2021 of Councilor Mikey Belmonte.

“Layunin ng ating lungsod na mabigyan ng abot-kaya, at disenteng tirahan ang bawat QCitizen sa loob ng Quezon City [Our City aims to provide cheap but decent housing to each QCitizen inside Quezon City]. Adequate housing is a basic human right. It is the obligation of the city to find ways to provide secure shelter for our ISF families,” Belmonte added.

The Quezon City government aims to provide permanent housing and security of land tenure to 17,000 indigent and informal settler families by 2022. (ai/mtvn)
