COA says Leni did not use OVP funds wisely

Fact Check: Leni Robredo’s 2016 COA audit

The Maharlika TV Fact-Checking Team looked into the COA audits for the Office of the Vice President (OVP) and checked if her funds were used wisely.

What’s the real score on Leni Robredo’s usage of funds?

Rating: Funds not used wisely!

Leni Robredo’s camp expressed multiple times that despite the “lack of funds,” she was still able to manage. What ‘little’ she managed shall always reflect on numbers.

We pulled up the 2016 Executive Summary of the COA for the Office of the Vice President. In the report, Leni Robredo DID NOT USE HER FUNDS TO BENEFIT MORE FILIPINOS.

Fact number 1:

There is no receipt of what she has done in 2016.

Under Operational Highlights, it stated:

“The OVP did not submit Accomplishment Report for CY 2016.”

Fact number 2:

Robredo used more than her allowable budget on travel expenses.

As per the restated 2016, All Funds report, Robredo’s total travel expenses reached P13, 205, 305.51.

Under the Observations and Recommendations, number three (3) stated:

“Some officials and employees who went on official travel claimed meal expenses totaling P103,844.00 in addition to the allowed daily travel allowance of P800.00 without the requisite certification from the Head of Agency that the expenses were absolutely necessary in the performance of their assignment, contrary to EO No. 298 dated March 23, 2004.

We recommended that Management instruct the: (a) Chief Accountant to process and allow only the payments for travel expenses that are within the allowable rates. In cases of utmost exigency, reimbursement of actual travel expenses should be supported with certification from the Agency Head stating that the expenses were absolutely necessary for the performance of assigned tasks during the travel; and (b) officers and employees who incurred traveling expenses in excess of the allowable rates to submit the requisite certification as to the absolute necessity of incurring expenses in excess of the authorized rates.”

Fact number 3:

Robredo did not use 40.58 percent of her Financial Assistance Subsidy for the benefit of more poor Filipinos.

Under the Observations and Recommendations, number five stated:

“The evaluation of the VPSSP resulted in the following observations:

a. Of the P219,963,000.00 appropriations for financial assistance/subsidy for CY 2016, OVP expended only P130,693,992.76 or 59.42 percent, with the balance representing undelivered services that could have benefited more indigents/underprivileged Filipinos.

b. The processing of requests for medical and burial assistance took 1 to 77 days for financial assistance paid through petty cash and 2 to 93 days for financial assistance paid through direct payment to the bank account of the requester/claimant, thereby adversely affecting the quality of the program’s service delivery.

c. Approved medical assistance in the amount of P2,265,559.58 were returned by the bank, P1,047,202.32 of which were not resolved as of December 31, 2016, and thus were not released to the requesters/claimants due to problems encountered in the implementation of the direct payment scheme.”

Summary:
