PASIG CITY — The Office of the Vice President Sara Duterte (OVP) assured the Pilipino people that their more than P2 billion proposed 2023 budget will be used and allocated accordingly.

OVP spokesperson Atty. Reynold Munsayac defended on Thursday (September 1) the confidential expenses and good governance funds under its 2023 budget proposal saying that its bigger budget request is due to the OVP’s existing and soon-to-be-executed projects and programs.

Its P2.2-billion good governance fund was earmarked for public assistance, such as basic social services, medical and burial assistance, the “Libreng Sakay” project, and livelihood programs.

On the other hand, the P500-million “confidential expenses” will be used for programs related to peace and order, and national security, Munsayac added.

“The confidential fund was requested and will be utilized using the parameters set by the DBM (Department of Budget and Management) and the COA (Commission on Audit) in their joint circular,” he further explained.

He also made it clear that the position and mandate of the Vice President allow her to utilize those kinds of funds regarding peace and order and national security, especially [since] we have livelihood projects that will be implemented in conflict areas.

Munsayac said the OVP would be transparent in handling the funds.

The OVP spokesperson also confirmed that the OVP heightens its social and medical services.

“The OVP has already processed 5,645 applications for medical and burial assistance amounting to P73,178,564.12 as of 26 August 2022. The amount P36,251,883.74 was already released to 3,089 recipients,” Munsayac said.

“The Libreng Sakay Program has already benefited a total of 32,905 passengers from August 3 to 25. As expected, the two buses using the EDSA route served the most passengers, totaling to 7,407 for just a period of seven days from August 19 to 25,” the spokesperson added. (ai/mtvn)
