CEBU CITY – As if imagining to be a separate republic, the Cebu provincial government led by Governor Gwendolyn Garcia is eyeing to restore the use of the English language as a medium of instruction and bring back the subject of Good Manners and Right Conduct (GMRC) in public schools virtually preempting any move by Vice President and Education Secretary Sara Duterte.

Department of Education (DepEd) spokesman Michael Poa earlier said VPSD is inclined to restore English and Filipino from learner’s mother tongue but the move is still subject to further discussions with experts.

Garcia has ordered the Provincial School Board (PSB) to study the possibility of mandating public schools to use English as the medium of instruction and teaching the GMRC subject in Kindergarten all the way to Senior High School.

The feisty governor justified that the use of English can improve the competency of public school students.

Provincial Board Member Raymund Calderon was tapped by PSB to lead a technical working group which will be composed of officials from the Department of Education, school officials from the provincial and city school divisions, members of the League of Municipalities of the Philippines-Cebu chapter and private sector representatives.

The PSB also aims to revive the GMRC subject as they lamented that school children nowadays are more exposed to social media and have learned bad manners through videos and online video games. (ai/mtvn)
