Good governance can end armed conflict in Mindanao — VP Sara

DAVAO CITY — Vice President and Education Secretary Sara Z. Duterte reiterated that only good governance can end the armed conflict in Mindanao.

Duterte stated this during the Annual Kusog Mindanaw Conference 2022 on Friday where she was invited as a guest speaker to the gathering of peace advocates, former combatants, government officials, private organizations, grassroots representatives, and civil society groups and international organizations supportive of the Mindanao Agenda.

“In my experience in politics, I have realized that the antidote to war is good governance. And good governance breeds public trust,” Duterte said.

“When people see government officials working with integrity, professionalism, and dedication to public service — they no longer see a sense in causes that espouse violence,” she added.

Duterte commended Kusog Mindanaw and its partners for providing the country and the international community with a platform to look at Mindanao from the perspective of the Mindanaoans, highlighting the struggle for recognition of the Moro and Lumad rights over their lands and territories, the longing for peace and the end of wars, or the dream of experiencing meaningful development and progress.

She even identified two kinds of government officials when it comes to addressing the insurgency problems. The first ones are called the “Peace Doves” who are supportive of ending wars and coming up with a peaceful solution. The other ones are the “War Hawks” who are the complete opposite of the “Peace Doves.”

Duterte also gave credit to the administrations of two late presidents who were able to sign a peace agreement with former Islamic separatists particularly, former president Fidel V, Ramos who signed a peace pact with Moro National Liberation Front (MNLF) in 1996 and former president Benigno Aquino III who signed a peace agreement with the Moro Islamic Liberation Front (MILF).

“We have been told that there’s a time for everything. I believe it’s ‘peace harvest season’ for us now in Mindanao,” Duterte further said.

She added, “the seeds of peace that you have planted all these years, the seeds of peace watered by the blood of Filipino martyrs who fought against each other, the seeds of peace nurtured by your sacrifices and bravery and that undying fire I see in your eyes — they have grown and their flowers now in bloom.”

“The Mindanao Agenda is a Philippine Agenda. How we sustain that, requires unified action and our collective voice. And only through that we will be able to keep the flowers of peace in Mindanao forever in bloom,” she said. (AI/MTVN)
