MALATE, Maynila, — Muling nanawagan kahapon sa isang media forum si Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago na bigyan ng pagkakataon ang isinusulong na kanyang opisina na Trusted Operator Program-Container Registry and Monitoring System (TOP-CRMS) sa mga daungan.
Aniya, ito’y upang maipakita ang kahusayan ng nasabing sistema dahil mapapakinabangan ito ng lahat ng stakeholders kaugnay ng sinisingil na mga unregulated charges sa mga logistical cost tulad ng container deposit at nawawaglit na mga container sa mga pantalan.

Malate, Maynila, nilinaw ni Santiago na sa ngayon ay nasa “limbo” ang
TOP-CRMS dahil na rin sa mga reklamo laban dito na umano’y wala namang
tunay na batayan subalit nagbunsod ng pagkabalam ng implementasyon ng
sistema sa kabila na ang layunin ng pamahalaan dito ay para mapaigi at
mapaganda ang operasyon sa mga pantalan ng bansa.
“Amidst the complaints, the government has to come in and address what
is being complained of. . . The government’s purpose is to make sure
that everything is fair. We try to make sure that the playing field is
fair . . . That’s why we need to introduce regulations,” pagdidiin ng
opisyal.
Sa ilalim ng TOP-CRMS, tanging ang container deposit insurance at
monitoring fee na nagkakahalaga ng P980 at P3,408 empty container
handling service fee ang kinakailangang bayaran ng mga importer kung
ihahambing sa napakalaking P30,000 container deposit sa kasalukuyang
sistemang pinaiiral.
“That is why we are working on ways to lower the incremental cost of
transacting in the logistics chain and we are doing that, in our
belief that the more we make the operations efficient, the more that
we make it transparent, the more that we shorten the transaction
process, our fellowmen will spend less,” wika pa ni Santiago.
Sa hiwalay na panayam, nagpahayag ng positibong komento rito ang
Confederation of Truckers Association of the Philippines (CTAP)
president Mary Zapata ukol sa pagpapatupad ng TOP-CRMS.
“If that really happens that there will be relief in the operation,
there will be a reduction in costs. What we are saying is that this
is against the ease of doing business, if we can enter the port
faster, we can exit quickly, we can quickly return, we can do another
trip, I think that’s when we can refute what is said to be a hindrance
to the ease of doing business,” ayon pa kay Zapata.
Sinabi pa ni GM Santiago na two-way communication ang nararapat na
solusyon para maipaliwanag ng maayos ang magiging pakinabang ng
TOP-CRMS sa publiko lalo na kung gagawin ito sa pamamagitan ng
digitalisasyon.
“We are continually doing dialogues with stakeholders and I believe
it’s a matter of continuing dialogue . . . there were plenty of inputs
and changes since the operational guidelines came from
the inputs of the stakeholders,” saad pa niya.
