The City of Manila council passed an ordinance on Friday (10 November 2023) banning commuters from riding the jeepney at the end of the vehicle while holding onto handrails.
“Hindi magandang tingnan lalo na sa highly-urbanized city…’yun po talaga ang aming concern, ‘yung safety and security of the passengers. Especially, the students,” Isidro said.
Under the ordinance, it is strictly prohibited for passengers to hang onto tricycles, jeepneys, and similar vehicles that exceed the seating capacity.
For the ordinance to be effective, Manila Mayor Honey Lacuna’s signature is needed and should be published in two newspapers of local circulation. Once signed, it will take effect 15 days after publication.
Drivers, conductors, and passengers who violate the ordinance will be fined P500 for the first offense; while ₱lP1,500 for the second violation; and P3,000 for the third offense, and possibly imprisonment for not more than one month.
City Ordinance 9003 or “Bawal Sabit on Public Utility Vehicles,” was filed by Manila First District Councilor Martin “Marjun” Isidro Jr. on November 9, 2023, and it was immediately approved by the Council of Manila.
