OLONGAPO CITY — “Para sa bayan,” thus quipped Bureau of Customs – Port of Subic Deputy Collector for Assessment Andrew Malcolm S. Calixihan as the BOC-POS has once again demonstrated its exceptional capability by exceeding its collection target before the month of May ends.
Led by Atty. Ricardo Uy Morales II, CESE, as of 21 May 2024, the Port of Subic has successfully collected P4.171 billion, surpassing the monthly goal of P4.094 billion.
Customs Operations Officer V Jose Rommel “JR” A. Abac noted that this accomplishment represents a surplus of P77 million or an increase of 1.88% over the target.
“This success highlights the unwavering commitment and efficiency of the Port of Subic team in driving revenue collection and supporting national economic goals,” Calixihan also said.
With eight working days remaining in May, he added that the Port of Subic continues to strive for even greater achievements.
“The team is dedicated to further enhancing revenue collection efforts and contributing positively to national development,” Calixihan further said.
For his part, Morales II said: “This notable performance is a testament to the Bureau of Customs-Port of Subic’s adherence to the 5-point priority program of Commissioner Bienvenido Y. Rubio, which focuses on meeting and exceeding revenue targets. The Port’s success significantly bolsters national revenue.”

MANILA — For three consecutive months, the Bureau of Customs under the proactive leadership of BOC Commissioner Bienvenido Y. Rubio has exceeded its monthly target collection, and last month it collected P75.429 billion, surpassing its target of P72.910 billion by 3.45%.
Maharlika NuMedia learned that March’s collection performance brought the year-to-date BOC’s revenues to P219.385 billion, 4.03% higher than the goal of P210.896 billion for the January to March 2024 period.
“The revenue collected by our agency serves as a lifeline for our government coffers, funding crucial national projects such as infrastructure development, education, healthcare, and disaster preparedness,” Rubio said.
“Every peso collected is a testament to our commitment to serving the Filipino people and building a brighter future for our nation,” Rubio added.
In a statement on Wednesday (3 April 2024), the BOC said its first three months of collection year-on-year grew by 2.60% or P5.557 billion from P213.829 billion revenues recorded in the same period in 2023.
The BOC further said its fiscal performance during the period was attributed to its higher assessment rate or enhanced system for determining the customs value of imported goods.
However, some Customs brokers told Maharlika NuMedia that the “high duties and taxes” have adversely affected their business.
“Walang gustong magpaparating kung ganyan na mataas ang duties and taxes. Palugi ang negosyo,” complained the Customs brokers who requested anonymity for fear of reprisal.
The BOC said intensified post-clearance audit also resulted in ensuring compliance with customs laws and collection of rightful duties and taxes from importers.

FOR HITTING THE ₱2.3 BILLION OCTOBER 2023 TARGET and posting a P60.237 million surplus, Special Deputy Collector Dr. Siegfred “Yeye” L. Manaois, together with the men and women of the Paircargo Assessment Composite Office, received on Monday a commendation “in recognition of their exceptional dedication and commendable performance.”
No less than the Bureau of Customs-Port of Ninyo Aquino International Airport (BOC – NAIA) District Collector Atty. Maria Yasmin M. Obillos-Mapa handed the certificate of commendation to Manaois and his staff at the NAIA Customshouse in Pasay City.
Customs insiders acknowledged Manaois’ “incredible feat” as they noted that collection districts have been encountering difficulties in hitting their respective collection targets.
For his part, Manaois thanked the men and women of the Paircargo Assessment Composite Office for their dedication and teamwork that enabled them to hit and even surpass the assigned collection target.
Meanwhile, despite the complaints of some Customs brokers against what they call “impractically high duties and taxes,” the Bureau of Customs (BOC) overall still exceeded its target collection for October 2023, with nearly P80 billion in total revenues.
Preliminary data showed that BOC collections reached P78.616 billion in October, posting a 1.4 percent increase or PhP1.084 billion above its collection target for the month.
