MANILA — Senator JV Ejercito has introduced a bill aiming to offer free menstrual products to female students and women.
“It is time that we advocate for the normalization of menstrual health and hygiene needs among menstruators in our country. We need to prioritize the health of our girls and women by making menstrual products available free of charge to public school students and ensuring their availability in public health centers,” stated Ejercito.
The proposed measure mandates the Department of Education (DepEd) to distribute free menstruation products to female students. Additionally, it requires the Department of Health (DOH) to stock these products at every Barangay Health Center, ensuring accessibility for those unable to afford them.
Senator Ejercito emphasized that the lack of open discussions on menstrual health has led to discrimination and stigma, causing some young Filipinos to miss school due to both shame and financial constraints.
“Globally, cultural practices and taboos surrounding menstruation have significantly impacted the lives of girls and women, reinforcing gender inequality and exclusion,” he remarked.
Earlier, the World Health Organization (WHO) called for menstrual health to be recognized, framed, and addressed as a health and human rights issue rather than a hygiene concern.
