The government’s implementation of Executive Order No. 32 has led to a surge in ICT permit applications, reflecting the success of a streamlined procedure for infrastructure builds.

Launched with the intent to eliminate red tape and digitize the permitting process, EO No. 32 has dramatically simplified the regulatory landscape for telcos, facilitating an unprecedented increase in the construction of critical digital infrastructure.

Following issuance of the order in July 2023, the government has logged 26,000 permits for the construction of ICT infrastructure, accelerating efforts to improve connectivity nationwide, said Anti-Red Tape Authority (ARTA) Secretary Ernesto V. Perez. This rapid progress has led to improved internet accessibility and speed across the nation.

During his address at Globe’s recent R.I.S.E. 3.0 event, Perez said EO No. 32 reflects the government’s deep commitment to enhancing national connectivity and digital services, a cornerstone in its strategy to drive economic growth and improve quality of life for Filipinos across the country.

The initiative’s streamlining and digitization efforts have significantly boosted government revenues and drastically cut down permit acquisition time for businesses, fostering a healthier business environment. It is also helpful in combating corruption, steering the Philippines toward a governance model marked by efficiency, transparency, and accountability, aligned with global best practices.

“Evidence shows that if you streamline and digitize processes, you will not only encourage people to abide by the rules and regulations, but it will also result in much revenue collection for the country,” Perez shared.

Local Government Units (LGUs) have been at the forefront of adopting these changes, with some now processing business permits in as fast as 20 minutes, a testament to the initiative’s success in cutting down bureaucratic inefficiencies.

The reform has also paved the way for extending digital services to underserved areas to ensure that remote regions are not left behind in the digital transformation journey.
