MANILA — The Quezon City local government has declared a Pertussis outbreak as cases continue to rise in the city.

Quezon City Mayor Joy Belmonte assured constituents that they are addressing the matter to prevent the further spread of the disease.

“There is no need to panic. We are making this announcement to ensure everyone is prepared and remains vigilant,” Belmonte said.

“Our declaration ensures that we are on top of the situation, and we will do whatever it takes to curb the spread of this disease. We are mobilizing our resources to procure the needed vaccines to keep our children safe until the DOH supply arrives,” she added.

According to the Centers for Disease Control and Prevention, pertussis, or whooping cough, is a highly contagious respiratory illness caused by Bordetella pertussis.

Belmonte has instructed the City Health Department, City Disaster Risk Reduction and Management Council, and all relevant city departments to enhance information, education, and communication efforts by promoting awareness.

The local government has recorded 23 reported cases in the city, including four Pertussis-related deaths of infants aged from 22 days to 60 days old.

The Department of Health (DOH) also urged the public to get vaccinated as cases of pertussis and measles rise in the country.

MANILA — San Miguel Corporation (SMC), in partnership with the Pangasinan Provincial Government, has initiated the groundbreaking ceremony for the much-anticipated Pangasinan Link Expressway (P-LEX) at a site spanning Binalonan and Laoac towns.

The project is seen to further unlock the province’s economic potential through improved accessibility and mobility.

SMC President and CEO, Ramon S. Ang, described the 76.80-km expressway project as a game-changer for Pangasinan that is seen to boost local industries, agriculture, and tourism by linking the province’s eastern and western corridors.

“The P-LEX project affirms SMC’s affinity with and deep commitment to Pangasinan. We believe in the bigger potential of the province and its people, and that is why we continue to invest here. We look forward to continuing our strong partnership, and with the help and support of the provincial government, creating more jobs, livelihood, and business opportunities in the province,” he added.

The project is structured in two phases, with the first phase linking Binalonan to Lingayen, the provincial capital. This phase is subdivided into three segments — a 6.90-km section from Binalonan to Manaoag, an 11.30-km stretch from Manaoag to Calasiao, and a 22.17-km passage from Calasiao to Lingayen, along with a 2.39-km spur road in Calasiao. Phase 2 of the project will be a demand-driven expansion to Alaminos, Pangasinan.

P-LEX will connect to the Tarlac-Pangasinan-La Union Expressway (TPLEX) at the Binalonan exit, providing direct access to the New Manila International Airport in Bulacan.

Ang reassured that the construction of P-LEX would incur no costs for the provincial government, committing to timely completion pending the acquisition of the necessary right of way.

“The Provincial Government will also receive a substantial share of the project’s earnings, which it can use to provide more social services to our kababayans,” Ang said.

He thanked the Pangasinan provincial government led by Governor Ramon V. Guico III and Vice Governor Mark Ronald D.G. Lambino, for the opportunity to work together on the P-LEX project.

“This collaboration between the Provincial Government of Pangasinan and the private sector is proof that when people work together toward a common goal, anything is possible,” Ang said.

MANILA — In line with the envisioned Bagong Pilipinas by the administration of President Ferdinand Bongbong R. Marcos Jr., the House of Representatives resolved on Wednesday (20 March 2024) night the immediate transmittal to the Senate of both the resolution on economic constitutional reform and the bill revoking the franchise of Swara Sug Media Corporation, which operates as Sonshine Media Network International (SMNI) of controversial televangelist Pastor Apollo C. Quiboloy.

Voting 288-8-2, the lower chamber passed on the third and final reading RBH No. 7, which seeks to amend specific economic provisions in the 1987 Constitution concerning public utilities, education, and advertising by inserting the phrase “unless otherwise provided by law” to give more flexibility regarding foreign ownership and participation in certain investments.

RBH 7, which mirrors RBH No. 6, is still being deliberated in the Senate.

The House has also invoked Article 17 Section 1 of the Constitution which allows it to propose amendments to the electorate by a 3/4 vote of all members.

Speaker Ferdinand Martin G. Romualdez, who co-authored RBH No. 7 with several other House leaders and members, underscored that the proposed economic constitutional amendments represent the final component of the investment measures pursued by the administration of President Ferdinand “Bongbong” R. Marcos Jr.

On the other hand, the revocation of SMNI’s franchise was prompted by a series of violations, including spreading fake news, involvement in red-tagging, and committing serious corporate offenses.

“Tinutupad lamang po natin ang mandatong ini-atang sa atin ng Konstitusyon at ng taumbayan. Walang personalan dito. Trabaho lang,” Romualdez quipped.

MANILA — Saying that the teacher — who went viral on social media for scolding her students — was only human that has a breaking point, Vice President and Education Secretary Sara Duterte has apparently emphathized with the mentor and said no penalty would be enforced on her.

Duterte said on Wednesday (20 March 2024) that she saw the teacher’s explanation and tasked the regional director to remind only the teacher to just slow down if she feels angry.

“Ang una ko naging reaction is tao lang iyong teacher. Lahat tayo umaabot sa punto na nagagalit tayo, lalo ‘pag nafu-frustrate tayo. This is especially true sa mga teachers dahil ang teachers natin hindi lang isa na tao ang kausap nila. Ang isang klase ay merong from 25 to 45, sometimes 55 students,” the VPES told reporters in Cambodia.

However, Duterte did not say what she will do to address the overcrowded classrooms.

“Nakita ko iyong explanation niya, and then sinabihan ko ang regional office natin na there will be no penalties for the teacher. Just to remind the teacher that if she is angry, she has to pause. Itigil muna iyong klase. And when she’s not angry anymore, saka siya magklase ulit. There’s a need to pause pag galit iyong teacher. Iyon lang ang sinabi ko na i-remind sa teacher,” she added.

Duterte said the teacher was apparently not aware that she was online during the recording of the video.

“Ang sabi niya, hindi niya alam na online siya… Hindi niya alam na naka-online siya,” the VPES further said.

MANILA — Senator Robin Padilla continues to push the legalization of medical marijuana in the country to allow qualified patients to receive therapeutic and palliative benefits from medical cannabis.
“Ang inihahain pong batas ng inyong lingkod ay hango sa pag-aaral, pagsasaliksik, testimonya ng mga doktor at eksperto mula sa iba’t-ibang panig ng daigdig na may sapat na kaalaman at best practices sa pagpapatupad nito,” Padilla said in his sponsorship speech on Wednesday (20 March 2024).

Senate Bill No. 2572 or the proposed Cannabis Medicalization Act of the Philippines will legalize the use of marijuana for medical purposes.

“Ang kwalipikadong pasyente po ay isang tao na na-diagnose ng sertipikadong doktor na may debilitating medical condition, at maaaring makatanggap ng therapeutic at palliative benefits mula sa cannabis base sa kanyang sariling pasya,” Padilla said.

“Binibigyang-linaw po natin na ang medical cannabis ay complementary treatment na isasabay sa mga gamot na sadyang ginagamit na ng isang pasyente,” the senator added.

Under the proposed measure, the Philippine Medical Cannabis Authority would be established under the Department of Health.

This authority would be responsible for crafting a Comprehensive Cannabis Medicalization Plan, establishing regulations for the medical use of cannabis, implementing a monitoring and regulating system for medical cannabis, and issuing licenses for registered entities within the medical cannabis industry.

MANILA — Easterlies and the northeast monsoon, known as “amihan,” are set to bring rainfall to various parts of the Philippines, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

On Thursday (21 March 22024), PAGASA reported that scattered rain showers and thunderstorms, brought about by the easterlies, are expected over the Caraga region, Davao Oriental, and Davao de Oro. Residents in these areas are cautioned about the potential for moderate to heavy rains, which could trigger flash floods or landslides.

Meanwhile, the “amihan” will usher in light rains over Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, Quezon, and Camarines Norte. Additionally, isolated light rains are anticipated across the rest of Luzon.

Localized thunderstorms are forecasted to cause isolated rain showers in other parts of the country.

Moderate to strong winds and moderate to rough seas are expected over Luzon and the Visayas, while in Mindanao, winds are predicted to be light to moderate with slight to moderate coastal waters.

Temperature ranges for selected areas include Metro Manila at 25°C to 32°C; Baguio City at 14°C to 22°C; Laoag City at 22°C to 31°C; Legazpi City at 24°C to 30°C; Metro Cebu at 26°C to 31°C; Puerto Princesa City at 26°C to 32°C; and Metro Davao at 25°C to 34°C.

LAUSANNE, Switzerland — Thirty-two countries, close to half-a-thousand athletes and officials, 16 days of high-intensity action and the Philippines is hosting the FIVB Volleyball Men’s World Championship (MWCH) in 2025.

And the FIVB—Féderacion de International Volleyball—is proud and confident the Philippines would emerge as an excellent solo host of the world championship.

“Today, you will write history again! For the first time ever, the Philippines will host the prestigious FIVB Volleyball Men’s World Championship in 2025!” FIVB president Ari Graça said in awarding the hosting rights to the Philippines at half past noon Wednesday at the FIVB castle fronting Lake Geneva here.

“In an open bidding process, you have overcome many strong bidders to win this race,” Graça said. “ And I am sure you will extend your warm hospitality to all 32 participating men’s teams and the many thousands of international fans who will come to your country in 2025.”

He added: “All of this would not be possible without the hard work of the National Federation and the strong support of the government.”

The FIVB MWCH is scheduled September 12 to 28 2025, with the draw set exactly before the first serve on September 12 this year in Manila.

Senator Pia Cayetano led a 14-member Philippine bid team captained by Philippine National Volleyball Federation (PNVF) president Ramon “Tats” Suzara and supported by Philippine Ambassador to Switzerland Bernard Faustino La Madrid Dy with Department of Tourism Secretary Christina Frasco sending a message of full support to the hosting which the Philippines won over 31 other countries.

“I am ready to accept the responsibility and the privilege for the Philippines to host the Men’s World Championship in 2025,” Suzara said. “It shall definitely be a huge challenge, to mount the single-hosting model, to welcome 32 of the best teams in the world, the highest-ranking officials of the sport and most avid fans of the sport from every corner of the globe.”

“But if there is one thing that we, Filipinos, can do well, it is exactly this—to equally give each and every team the best conditions in order for them to fully focus on the competition and the championship trophy and to make them feel at home right in our own home.”

First hosted by then Czechoslovakia in 1949, the FIVB MWCH—originally a quadrennial competition—has been to Asia only twice before in 1998 and 2006 both in Japan and was shared by two countries in 2018 (Italy and Bulgaria) and 2022 (Poland and Slovenia).

“Our successful bid to host the FIVB Volleyball Men’s World Championship further reinforces our country’s track record in staging world class events,” Cayetano said.

MANILA — If the House of Representatives approves Resolution of Both Houses No. 7 (RBH7) on economic charter change on Wednesday (20 March 2024), Majority Leader Manuel Jose Dalipe on Monday (18 March 2024) pushed that the lower chamber forward the resolution to the Commission on Elections.

The last session day before Congress goes on a Holy Week break will be on Wednesday (20 March 2024).

“If we have 3/4 vote on RBH7 and everything has been complied with in accordance to the Constitution, then my suggestion is we forward it to the Commission on Elections,” Dalipe quipped in a media interview.

He noted that if the Senate and the House are to vote separately on economic charter change, the three-fourths vote in the House is equivalent to 232.

Dalipe hastened to add that if the two chambers are to vote jointly, the needed number of votes is 250.

“In the law, it is Comelec who will decide if we have complied and there is a sufficient number of votes as stated in the Constitution, that they can ultimately schedule for a plebiscite on RBH7,” Dalipe pointed out.

According to Marcos, the work of the OP significantly contributes to the strength of the country’s leadership.

“Sometimes, due to the volume of work, we may overlook the significance of each task as merely another item on our to-do list. However, the reality is that every project, every decision, and every policy implementation impacts the entire Philippines,” Marcos emphasized.

“That’s why we must excel in our duties. We must always strive to remember our love for the Philippines and our fellow Filipinos,” the President stressed.

The Office of the President was established on March 22, 1897, through Administrative Order No. 322, s. 1997, adopting the stance of the National Historical Institute Board.

MANILA — The Senate approved on third and final reading on Monday (March 18, 2024) the bill creating the Bulacan Special Economic Zone and Freeport.

The bill garnered 22 affirmative votes, with no negative votes or abstentions. Senator Grace Poe, Chairperson of the Committee on Economic Affairs and sponsor of Senate Bill No. 2572, praised the Senate’s approval of the measure.

Poe emphasized that SBN 2572 was carefully crafted to balance economic growth and environmental protection, while also ensuring greater representation for local government units covered by the proposed ecozone.

“It will stimulate investments, generate more employment opportunities, and serve as a model not only in the Philippines but also throughout Asia… With this measure, the people of Bulacan and the entire country can anticipate a world-class economic zone that we can all take pride in,” Poe stated.

MANILA — Beware of recruitment via social media as an unlicensed hiring firm was shut down on Monday (18 March 2024) by the Department of Migrant Workers (DMW) for luring Filipino workers of high-paying jobs in Poland.

Warehouse staff, factory workers, and nurses were promised “mind-boggling” salaries ranging from P80,000 to P100,000.

However, the recruits will be asked to pay non-refundable processing fees worth P200,000 to P350,000, which can be settled in full or on a three-month installment basis.

Acting on reliable information and in coordination with the Quezon City police, the DMW- Migrant Workers Protection Bureau (MWPB) shut down the operations of Tranvia Travel Agency located along P. Tuazon Boulevard in Cubao.

In a press statement, DMW Officer-in-Charge Hans Leo J. Cacdac said: “We would like to recognize the efforts of our Filipino Community in Poland which called the attention of our Migrant Workers Office in Prague to investigate these illegal recruitment activities.”

“Without their help, we would not have thwarted Tranvia Travel’s illegal activities,” Cacdac added.

MANILA — Stressing that Ricardo Zulueta was originally tagged as one of the masterminds in the killing of his brother Percival “Percy Lapid” Mabasa, veteran journalist and former National Press Club of the Philippines (NPC) president Roy Mabasa has asked for an “independent autopsy” on the body of the former Bureau of Corrections (BuCor) official who reportedly died of bleeding in his head.

This developed even as the Philippine National Police (PNP) maintained on Monday (18 March 2024) that there was no foul play in Zulueta’s death.

Mabasa said ”an independent autopsy report would assuage the public that we are indeed after the truth.”

”We would like the PNP to ascertain the real cause of his death since he was originally tagged as one of the masterminds in the killing of @lapidfire,” Mabasa further said on X (formerly Twitter).

For his part, Justice Secretary Jesus Crispin Remulla on Sunday (17 March 2024) ordered the National Bureau of Investigation (NBI) to verify the authenticity of a ”circulating death certificate” of Zulueta.

“We are still looking into the veracity of these reports and will update the public as soon as we receive word from the NBI,” Remulla said.

PNP spokesperson Police Colonel Jean Fajardo answered “Yes po” when asked in a press conference if there was no foul play.

“Iyong mismong kapatid po ang nagdala sa hospital at even po ‘yung common law wife po ni Mr. Zulueta ang magkakasama po sila doon,” Fajardo said.

She added: “A night before na dumating noong nag-complain na parang naninikip na ang dibdib ay dinala agad nila sa ospital. However, binawian din po ng buhay.”

Citing the death certificate, the PNP spokesperson said Zulueta’s cause of death was cerebrovascular disease intracranial hemorrhage, which means there was bleeding in his head.

According to police, Zulueta, 42, was rushed to the Bataan Peninsula Medical Center in Dinalupihan town and declared dead at 11 p.m. on Friday (15 March 2024).

It can be recalled that in March 2023, Zulueta was charged in court, along with former BuCor chief Gerald Bantag, with two counts of murder over the alleged killing of broadcaster Percy Lapid and Jun Villamor on October 3 and 18, 2022, respectively.

MANILA — The Light Rail Manila Corporation (LRMC) announced on Monday (March 18, 2024) that LRT-1 operations will be suspended during the Holy Week, from March 27 to March 31, to conduct its annual preventive maintenance activities.

This temporary closure will also facilitate mandatory testing activities for the system integration of the LRT-1 Cavite Extension.

LRMC Chief Operating Officer Rolando J. Paulino III stated, “The first day of the no-operations period will be dedicated to the train movement simulation from LRT-1 Cavite Extension stations to the existing LRT-1 Gil Puyat Station.”

“For the remaining days, our Engineering Team will conduct essential maintenance activities to improve capacity and performance across the line, enabling us to serve our LRT-1 passengers with a better, more reliable transport system,” Paulino added.

LRMC confirmed that normal operations for LRT-1 will resume on April 1 at its usual start time of 4:30 AM.

Meanwhile, MRT-3 and LRT-2 will suspend their operations from March 28 to March 31 for maintenance activities.

MANILA — The Senate has commenced its investigation into the controversial resort constructed within the protected area of Chocolate Hills, Senator Raffy Tulfo revealed on Monday (18 March 2024).

“We are already looking into that,” Tulfo informed reporters.

Previously, Senators Nancy Binay and Cynthia Villar had expressed interest in conducting an ocular inspection in Bohol.

Tulfo also revealed the presence of infrastructures in Mt. Apo in Davao.

“We have discovered another one. Not only in Bohol but also in Mt. Apo in Davao. The situation is similar, with various structures mushrooming within the buffer zone, resembling mushrooms, different business establishments that should not be there because it’s a protected area,” he added.

The senator further stated that the Department of Environment and Natural Resources (DENR) admitted to granting a two-year grace period for illegally constructed establishments to vacate the area.

“They allegedly gave a two-year grace period to some of those illegally erected structures to dismantle,” Tulfo said.

“In the first place, why were they allowed? They shouldn’t have been built. Now that they’re there, conducting business, harming the environment, you’re giving them two years; closure should be immediate,” the senator emphasized.

MANILA — With the signing on Monday (18 March 2024) of the Department of Transportation (DOTr) with the San Miguel-led consortium that bagged the deal to modernize the country’s main gateway to the tune of P170 billion, many are crossing their fingers that it will be finally goodbye to the rats and bed bugs at the Ninoy Aquino International Airport (NAIA).

SMC SAP & Co. Consortium — composed of San Miguel Holdings, RMM Asian Logistics, RLW Aviation Development, and Incheon International Airport Corporation — won the bid to rehabilitate the country’s premier airport.

DOTr Secretary Jaime Bautista expressed hope that the NAIA public-private partnership project would open the floodgates of opportunities for the country, from investments to business, tourism, and employment.

The NAIA recently obtained a black eye when last February 27, a Facebook post alleging that the rattan chairs in NAIA Terminal 2 harbored bed bugs went viral.

But a few days later, a passenger in Terminal 3 uploaded a video of a big rat scurrying along the airport’s ceiling lights.

“Sana wala nang mga surot at daga pag na-modernize na ang NAIA,” some passengers chorused in a random interview with Maharlika NuMedia.

NAIA insiders said with the signing of the concession agreement, the operations and maintenance of the airport will be handed over to the consortium on or before September 2024.
