MANILA – The Bureau of Immigration (BI) aims to replace half of its manual counters with around PHP1.9 billion worth of electronic gates (e-gates) to lessen processing time to about eight seconds per passenger. 

“E-gates are now the standard in most countries… We want things faster and more efficient to better improve the experience of our travelers,” Immigration Commissioner Norman Tansingco said in a statement on Monday. 

Tansingco said the plan is part of the agency’s approved 2024-2026 information systems strategic plan.

He said purchase of some 43 e-gates will be done in 2024 once the project’s requested budget is approved, with targeted installation completion targeted by 2026. 

To date, there are only 21 e-gates installed in international airports around the country, most of which are installed at the Ninoy Aquino International Airport (NAIA). 

Meanwhile, Tansingco assured the public of full preparation for the influx of passengers during the holidays. 

“‘Ber’ months are here again and because of this, we expect a higher number of arriving and departing passengers,” he said. 

Tansingco disclosed the augmentation of immigration personnel, including the 108 newly-graduated BI officers, to all international airports. 

He also assured the activation of the Rapid Response procedure during peak hours and critical periods, as well as the deployment of mobile counters, all of which are being made to address the country’s limited immigration spaces. (PNA)

MANILA – Twenty-four police officers across the country have tested positive for illegal drug use since January this year, the Philippine National Police (PNP) said Monday.

Based on the results of initial and confirmatory tests for the period January to August, the number represents 0.02 percent of 115,000 agents from PNP offices nationwide, Forensic Group director Brig. Gen. Constancio Chinayog Jr. said in a press briefing at Camp Crame in Quezon City.

“We now have procedures on how to deal with personnel who tested positive in the initial screening. It will still be subject to confirmatory tests. If it’s positive again, that’s the only time we will be issuing a formal report that it is indeed positive,” Chinayog explained.

Chinayog said concerned police officers have 15 days to challenge positive test results.

“If they want to involve a third party to erase any doubts or mistakes, the same urine sample that was taken from them must be used. It cannot be a different sample,” he said.

Administrative charges have been filed against the 24 officers and which may result in their dismissal from the service.

PNP chief Gen. Benjamin Acorda Jr. said the conduct of random drug tests will continue.

“I would like to say this is a continuing activity to make sure that our personnel our constantly checked and also to give warning to our personnel to really avoid this kind of wrongdoing,” Acorda said.

Among the 24 was Col. Cesar Gerente, who was relieved from his post as chief of the Mandaluyong City Police Office.

Gerente yielded a positive result during random drug testing on Aug. 24 with top officials of the National Capital Region Police Office and other commanders and chiefs of different offices and support units.

He was the highest-ranked among those who tested positive.

“We have historical data and nirereview natin ‘yung mga dating nag-positive na, irereview namin kung may mga nakabalik ba. We have records nung mga lahat na nag-test positive noon kahit nung noon pa (We have historical data and we are reviewing those who previously tested positive. We will review if there are those who returned, we have records of all those who tested positive) even before we started this drug testing,” Acorda said.

All 497 personnel of the Mandaluyong City Police Station who submitted to drug testing on Aug. 28 yielded negative results.

MANILA – The Philippine National Police (PNP) on Monday said it would continue demanding for the return of the separation pay received by dismissed police officer Wilfredo Gonzales, whose traffic altercation with a cyclist in Quezon City was widely circulated online.

Speaking to reporters in Camp Crame, Quezon City, Brig. Gen. Niño David Rabaya, director of the PNP-Retirement and Benefits Administration Service (PRBS), said Gonzales has yet to return some PHP588,000 worth of separation benefits.

Rabaya said the PNP has been sending demand letters to Gonzales for the return of the amount since 2019 but they have yet to get a response.

Gonzales was dismissed from the service due to grave misconduct in 2018, two years after he reached the mandatory retirement age of 56.

His dismissal, which stemmed from his involvement in a gun-toting incident in 2006, led to the forfeiture of his benefits retroactively.

“It’s basically his terminal leave or leave credits as he also received a three-year lump sum pension starting 2016 to 2019 but when the PRBS was able to receive the dismissal order, his monthly pension which was supposed to start in 2019 was not activated. So basically he is not anymore receiving pension from us,” Rabaya said.

“As a matter of procedure, we are already preparing the demand letter for Patrolman Gonzales to return the money. We will be taking civil action against him. We have already referred this to our legal then civil action will be taken against him if he refuses to return the amount,” he said.

Gonzales and the cyclist tangled along a bike lane in Quezon Avenue, near the Mabuhay Rotonda, on Aug. 8.

The video showed Gonzales’ car almost bumping the cyclist. The former cop got out of his vehicle, hit the cyclist on the head with one hand and pulled out his gun.

He claimed the cyclist hit his car first that’s why he gave chase.

Gonzales said they already settled at the Galas police station and the cyclist paid him PHP500 for the damage on his vehicle.

Gonzales is facing charges for alarm and scandal filed by the Quezon City Police District.

The PNP Firearms and Explosives Office also revoked his License to Own and Possess Firearms, firearm registration and Permit to Carry Firearms Outside Residence.

The Land Transportation Office likewise issued a 90-day preventive suspension on Gonzales’ driver’s license pending an investigation.

MANILA – Filipino and American warships are currently conducting a “bilateral sail” in waters off the western part of Palawan province, the Armed Forces of the Philippines (AFP) announced on Monday.

Lt. Col. Enrico Gil Ileto, AFP public affairs office chief, said the activity highlights the “robust maritime cooperation” between the two nations.

“The activity is done under the Mutual Defense Board – Security Engagement Board framework that aims to develop operational interoperability between the navies of the two countries,” he said in a statement.

Ileto said the AFP deployed the Navy’s guided-missile frigate, BRP Jose Rizal (FF-150) while the US Navy deployed the Arleigh Burke-class guided-missile destroyer, the USS Ralph Johnson (DDG-114).

He also said the AFP Western Command’s Naval Task Force 41 and the US 7th Fleet will carry out a “division tactics” rehearsal aimed at enhancing interoperability between the two navies.

“In particular, this event aims to provide an opportunity for the Philippine Navy and the US Indo-Pacific Navy to test and refine existing maritime doctrine and demonstrate their defense capabilities in line with the shared commitment of upholding peace and security in the Indo-Pacific Region,” Ileto said.

He said the AFP will continue to be involved in “bilateral and multilateral activities” that will contribute in further developing its capability to perform its mission of protecting the country’s national sovereignty and national territory. (PNA)

STO. TOMAS City, Batangas — One man suspected of a shooting incident in Batangas City was accordingly found dead by authorities even as a police officer was injured during the operation by authorities in the said city.

According to the report from Batangas Police Provincial Office Provincial Director Police Colonel Samson Belmonte to Police Regional Office CALABARZON Director Police Brigadier General Carlito Gaces, the identified suspect was Aristotle De Chavez, a young man from Barangay Pook na Banal, San Pascual, Batangas.

During the operation conducted by Batangas City Police Station around 9:40 PM on September 2, 2023, related to the shooting incident that occurred in Barangay Balagtas in the same town around 1:30 AM on the same day, the suspect was spotted while driving his vehicle near Breckenridge Hamburg Hotel, Barangay Sta. Rita Karsada.

When the police approached him to talk and request surrender, he suddenly opened fire using a firearm he had with him, the same weapon used in the earlier shooting. This led to an exchange of gunfire between the suspect and the authorities, resulting in the injury of PSSg Ponciano Asilo Jr.

Due to the suspect’s aggressive actions, the police called for additional reinforcements from Batangas CPS, and the SWAT team from the Police Provincial Office and the 1st Provincial Mobile Force Company arrived.

However, when authorities entered the suspect’s location, he allegedly took his own life by shooting himself with a .45 caliber firearm, which resulted in his death.

Meanwhile, PSsg Asilo Jr. was immediately taken to the hospital for immediate medical attention.

According to the investigation, around 3:30 AM on the same day, a witness approached and reported to the Batangas CPS leadership about the shooting incident involving the suspect, which led to the victim, Sherwin A. Matanguihan’s, demise.

Despite receiving medical care at the hospital, the victim was pronounced dead by the doctors. Meanwhile, the suspect fled the scene in a Gray Mazda Sedan.

“This is proof of our police force’s rapid response and dedication to combatting criminal activities. It serves as a positive example for those engaged in unlawful actions, showing that the Batangas police are always ready to fight against criminality,” said Belmonte.

MANILA — Philippine Basketball Association Commissioner Willie Marcial said Monday he is eagerly awaiting a call from the Samahang Basketbol ng Pilipinas (SBP) this week to discuss their plan of action following Chot Reyes’ resignation from the Gilas coaching position and the unavailability of other national team members for the upcoming 2023 Asian Games in Hangzhou, China.

“We anticipate SBP President Al Panlilio will convene a meeting soon, depending on his schedule this week,” Marcial said.

Recognizing the urgency of the situation with the Asian Games commencing on September 23, Marcial refrained from suggesting sending a team to the quadrennial basketball event, stating that they prefer to align with SBP’s decisions.

“Ultimately, our course of action hinges on SBP’s requirements, but we’re fully prepared to offer our assistance,” he affirmed.

Marcial’s primary concern is the players’ readiness, given that most of them are on vacation following the conclusion of the PBA On Tour in July.

“We can’t commit to sending a team right now since the players are on vacation,” he explained. “Decisions regarding sending a team to the Asian Games or contributing players to bolster the Gilas team will require thorough discussion,” Marcial added.

In the 2018 Asian Games in Jakarta, Indonesia, the PBA sent the core of the Rain or Shine team. During that event, coached by Yeng Guiao, the Philippines introduced Jordan Clarkson in a Gilas uniform for the first time. MANILA — A coalition of digital advocates has issued a call to action to social media influencers, urging them to discontinue their support and endorsement of unregistered illegal gambling platforms.

Ronald Gustilo, a prominent figure in the Digital Pinoys national campaign, emphasized the importance of influencers considering the adverse consequences of endorsing unregulated gambling operators, instead of solely focusing on their financial gains from such associations.

Gustilo emphasized, “Social media influencers must cease their involvement with unregistered online gambling platforms, as their endorsements inadvertently contribute to the victimization of individuals. They should recognize that their support facilitates an environment where people can fall prey to these illicit operations.”

Furthermore, Gustilo encouraged social media influencers to cooperate with authorities by revealing their connections to illegal gambling sites.

He stated, “By disclosing their affiliations with illegal gambling sites, social media influencers can significantly bolster the campaign against the illicit activities of online gambling operators.”

Previously, Digital Pinoys had petitioned the National Telecommunications Commission (NTC) to block unlawful online gambling sites operating within the Philippines.

These sites not only lacked proper permits but were also suspected of involvement in fraud or unauthorized transactions on e-wallets and online banking accounts.

Gustilo also called on the government to collaborate with hosting providers connected to gambling sites.

An analysis report based on the NTC’s blacklist of websites revealed that Cloudflare, Amazon, and Microsoft were the top three hosting providers for illegally operating gambling websites in the Philippines.

He added, “Over 90% of the blocked illegal gambling websites were hosted by Cloudflare, Amazon, and Microsoft. If the government can secure cooperation from these hosting providers, it will significantly enhance the campaign against illegal gambling sites.” (AI/MNM)

MANILA — Oil companies are set to increase fuel prices once more, marking the ninth (9th) consecutive week of such adjustments, scheduled for Tuesday, September 5, 2023.

On Monday, Pilipinas Shell, Petron, and Seaoil disclosed their plans to raise gasoline prices by P0.50 per liter, diesel by P1.20 per liter, and kerosene by P1.10 per liter.

These price modifications will be implemented at 6 a.m. on Tuesday.

The ongoing trend of price hikes can be attributed to the reduction in supply imposed by oil-producing nations and a surge in demand in Western countries.

MANILA — The Department of Health (DOH) in the Ilocos Region conducted a five-day Capacity Building program for Barangay Health Workers (BHWs) in Pangasinan, training them to serve as Health Education and Promotion Officers (HEPOs) at the grassroots level. The training, held from August 28, 2023, to September 1, 2023, in Bolinao, Pangasinan, focused on the seven Priority Areas outlined in the DOH’s Health Promotion Framework Strategy.

The event was attended by 78 BHW federation presidents and aimed to provide insights and guidance on their new role as barangay HEPOs. BHWs learned how to develop activities and programs to address the seven priority areas, which include nutrition and physical activity, environmental health, immunization, substance use, mental health, sexual and reproductive health, and violence and injury prevention within their communities.

Assistant Regional Director Rodolfo Antonio M. Albornoz emphasized the importance of empowering BHWs in their role as Health Promotion Officers, stating, “Our BHWs will spearhead the implementation of these programs in their respective communities, and it is crucial that they understand their new role in promoting health, mitigating health risk factors, and achieving the well-being of the residents they serve.”

“Under the Universal Health Care (UHC) Law, the Health Promotion Framework Strategy (HPFS) serves as a roadmap for health promotion policies, programs, and activities at various levels. In this roadmap, one of the action areas for localizing the HPFS in LGUs is designating BHWs as on-the-ground HEPOs.”

Currently, there are 13,700 BHWs in the province of Pangasinan who will be responsible for implementing and promoting these health programs within their communities.

Dr. Cheryl D. Buhong, Head of the Regional Health Promotion Unit, emphasized that “Health for All” begins with health promotion. She stated, “After the training, we expect that every participant will be able to share their new knowledge and skills with their fellow BHWs. This includes recognizing social determinants of health, improving interpersonal communication and counseling skills, social and behavioral change communication skills, risk communication, and social listening skills.”

“This training will also enable them to collaborate effectively with other primary care provider networks within their municipalities to ensure the successful implementation of health promotion policies, programs, and activities at the barangay level.”

BHWs will conduct health promotion activities based on the DOH Community Health Promotion Playbook Volume 1, covering topics such as diet and exercise, environmental health, immunization, substance use, mental health, sexual and reproductive health, and violence and injury prevention.

Mr. Leonardo DG. Idos, a 58-year-old male BHW and the federation president in the town of Sta. Barbara, Pangasinan, expressed his gratitude to the DOH for their ongoing support in enhancing their knowledge and skills. He said, “Salamat po sa patuloy na pagpapaunlad ng aming kaalaman upang maitaguyod pa namin ng mabuti ang aming mga tungkulin bilang tagapangalaga ng kalusugan sa aming mga barangay. Mas lumawak pa ang aking kaalaman ngayon sa pagpapatupad ng iba’t-ibang programa ng DOH, at makakaasa po kayo na ipapatupad ko at ibabahagi ang mga natutunan ko sa aking mga kasamang BHW.”

Effective skills, applied knowledge, and a positive attitude are essential for BHWs to fulfill their roles efficiently. President Ferdinand ‘Bong-Bong’ Marcos is currently advocating for the passage of the Magna Carta for BHWs, one of the priority bills of his administration, to improve their conditions and provide them with more benefits and incentives. I must admit that I used to abhor political dynasties.

But later, I realized that just like cholesterol there are good and there are bad political dynasties.

Hans Lee Villorente, a talented young chess player hailing from Antique, is gearing up for his participation in the upcoming 2023 NCFP Philippine National Amateur Chess Championships’ final leg. This tournament is scheduled to take place on September 9th and 10th, utilizing the Tornelo and Zoom platforms for remote competition.

At just 13 years old, Villorente is a grade 8 student at the Regional Science High School for Region 6 in Kalibo. He is about to embark on a challenging journey, facing off against some of the Philippines’ most skilled chess enthusiasts. The tournament will follow a 9-round Swiss system format, with each player allotted 10 minutes per match and a 5-second increment for their moves. This prestigious event is proudly sponsored by NCFP Legal Counsel Atty. Nikki De Vega.

Villorente’s journey into the world of chess began at the tender age of four, under the guidance of his father, Jerome. Over the years, he has honed his skills by participating in numerous chess tournaments, including the 2022 Batang Pinoy Games, where he secured a silver medal in the standard chess event.

His most recent competition was the 2nd AQ Prime FIDE Standard Chess Open Tournament, held from August 19th to 21st at Robinsons Metro East in Pasig City. In this tournament, he displayed his prowess, accumulating 3.5 points from seven intense matchups.

During this event, Villorente achieved notable victories against opponents like Nathan Jon Anarna (first round), Paul Matthew Llanillo (fourth round), and Sean Justine Alano (seventh round). He also drew with Daren dela Cruz in the third round. However, he faced challenging battles, succumbing to Natasja Jasmine Balabbo (second round), Yuri Lei Paraguya (fifth round), and Chessica Fiona Sadey (sixth round).

Villorente expressed his dedication to continuous improvement and vowed to apply the valuable lessons he learned from the 2nd AQ Prime FIDE Standard Chess Open Tournament to his future competitions.

PASAY CITY –A coalition of wildlife advocates, animal welfare groups, and fisherfolk united in a march to the Japanese Embassy, voicing vehement opposition to the resumption of the Dolphin Dive Hunt Season.

The demonstrators issued a resounding call for the Japanese government to take immediate action and cease the decade-long practice of the Taiji Dolphin Drive hunt, which spans a six-month season from September 1 to February 2024.

The Taiji Dolphin Hunting season, deeply ingrained in Japan’s cultural heritage, has faced increasing scrutiny due to the slaughter of whales and dolphins to meet public demand for meat consumption.

These hunts are authorized by the Japan Fisheries Agency and are subject to annual allocations based on specific species classifications.

In addition to the protest against the dolphin hunts, activists also condemned the contentious discharge of treated water from the Fukushima Daiichi Nuclear Plant into the Pacific Ocean.

Gilas Pilipinas secured an emphatic 21-point victory over China, clinching a spot in the Olympic Qualifying Tournament (OQT) while marking a significant milestone in their FIBA Basketball World Cup journey. The resounding 96-75 triumph over China was witnessed by a crowd of 11,080 fans at Smart Araneta Coliseum in Quezon City on Saturday night.

With this victory, the Philippines celebrated their first-ever FIBA World Cup home win, ending a long-standing drought dating back to 1978 and improving upon their initial 0-4 start in the 2023 campaign. Importantly, this win secured their place in the OQT for the following year as they finished second in Group M after a tiebreaker with Angola and China.

Gilas Pilipinas’ impressive performance guarantees them a finish no lower than 24th place, well within the top 27 cutoffs for teams headed to the OQT.

The win also served as a fitting farewell to Coach Chot Reyes, who hinted at his departure from the national team during the press conference. Reyes reflected, “I might have coached my last game already as Gilas Pilipinas coach. We didn’t perform, and like I said in the last game, I take full accountability, and because of that, I think it’s time for me to step aside. I hate to use the word resign because I’m not a quitter. I am not a quitter.”

The turning point of the game came in the third quarter when Jordan Clarkson erupted for 24 points, helping Gilas outscore China 34-11 and establish an insurmountable lead. Clarkson finished the game with an impressive 34 points, shooting 11-of-18 from the field, along with two rebounds, three assists, and one steal. Expressing his gratitude to the fans for their unwavering support, he stated, “We definitely wanted to get a win and go home with one at least. But yeah, they showed love the whole time, supported us, stayed behind us, so we kept continuing to fight.”

Rhenz Abando contributed 14 points, five rebounds, one assist, one steal, and one block for Gilas. On the other side, Kyle Anderson led China with 17 points, nine rebounds, five assists, and one steal, offering an apology to their fans for their performance.

In a separate development, Japan secured its place in the 2024 Paris Olympics after defeating Cape Verde with a score of 80-71 at Okinawa Arena. Japan’s victory was highlighted by a strong second-quarter performance, outscoring Cape Verde 33-18 and taking a 50-37 halftime lead. Despite a late surge from Cape Verde, Japan maintained their lead and ultimately sealed their qualification for the Paris Olympics. ANKARA – To be a “perfect mother,” it takes 100 percent patience, understanding, devotion, compassion and never-ending energy.

That feat is barely possible for any human if you do not consider what your family wants or needs, according to psychologists.

Women today are faced with unrealistic expectations about “perfect motherhood,” especially because of social media platforms and society itself, said Busra Ceren Erturk, a psychologist in the Turkish capital of Ankara.

There is a perception about women, especially mothers or those planning to be one, that they should give all they have both mentally and physically to be seen as “perfect mothers,” she said.

Social media propagates the image of a perfect mother as one who is equipped with selflessness and patience, she said, adding that she does not believe that a single type of motherhood has to be the perfect model.

One should not forget that every child comes to the world with different characteristics and needs, she said.

Being a supportive mother by analyzing the expectations of both the child and ourselves matters much more than trying to be “the mother” that is imposed by others, said Erturk.

“I recently watched a movie that said the most valuable thing that a child may have is a healthy mother,” she said, pointing out that acting according to what the outside world says about perfect motherhood would eventually disturb women’s minds.

Mothers are expected to take care of the child all day, play games with them, clean the house, and nurture their child with organic food, while also handling personal staff and their husband’s needs and desires as well, she said.

“This unlikely cycle consumes women and can actually make them intolerant in the long run,” she warned.

“In addition, when even the lowest standards expected of a mother are met by a father, he is chosen as the father of the year,” she said, adding that women, at some point, have to remind themselves that their own needs are as important as the needs of motherhood.

“Because after losing ourselves on the way to perfection and letting down that young woman who dreams of being perfect, we can’t stay mentally healthy and most of all we might let down our child at points we didn’t even expect,” she said.

Stressing the importance of trying to keep alive personal excitements, and meeting personal needs to be a dynamic mother, Erturk urged women to not forget about themselves.

Moreover, fathers should remember that their roles in their little ones’ lives are as important as the role of mothers, she said, and urged society to adapt to the “new world order” when determining parental duties.

Motherhood is not a race in which women compete with each other, she said.

‘Mothers should not aim to be perfect’

Bilge Canan Cukurkavakli, another Turkish psychologist in Ankara, told Anadolu that the meaning of “perfect mother” changes from family to family in accordance with dynamics.

“The expectations of both the mother and child from motherhood” determine the very meaning of every family, she said.

“One child would see a mother who meets their needs as a perfect mother, while another child would see a mother who teaches to meet their needs as a perfect one,” said Cukurkavakli.

But social media platforms play a vital role in defining the concept in our society, she said, adding that mothers become critical about how they perform when they come across other mothers who seem to have endless patience, compassion, energy and understanding toward their children.

“Mothers should not aim to be perfect but to notice the needs of their families and to make an effort in meeting them,” she suggested.

She emphasized that mothers should prioritize their own happiness to reflect it to their little ones afterward.

“Please, do not force yourself to integrate the actions of mothers who seem to be perfect … this will wear you and your family out,” Cukurkavakli said.

“Do not try to be the perfect parent, instead practice need-based parenting,” she said. (Anadolu)

MANILA – Subsidies provided to government-owned and controlled corporations (GOCCs) increased by 9 percent in July, data from the Bureau of the Treasury (BTr) showed.

Data from BTr’s latest cash operations report on Saturday showed that subsidies to GOCCs during the month amounted to PHP33.23 billion, up from PHP30.32 billion in July last year.

It was also higher by 27 percent than the PHP26.05 billion subsidies given to GOCCs in June this year.

The Philippine Health Insurance Corp. (PhilHealth) received the biggest budgetary support amounting to PHP22.6 billion.

It was followed by the National Irrigation Administration (NIA) with subsidies amounting to PHP3.9 billion, the National Housing Authority (NHA) with PHP3.3 billion, and the Philippine Fisheries Development Authority (PFDA) with PHP1.2 billion.

From January to July this year, the national government’s subsidies to GOCCs reached PHP96.9 billion.

PhilHealth received the biggest subsidy amounting to PHP37.6 billion.

It was followed by NIA with PHP25.7 billion, Power Sector Assets and Liabilities Management Corp. (PHP5.0 billion), National Food Authority (PHP4.7 billion), NHA (PHP4.5 billion), and Bases Conversion and Development Authority (PHP2.9 billion).

Other top recipients include PFDA (PHP2.4 billion), Philippine Crop Insurance Corporation (PHP1.9 billion), Philippine Heart Center (PHP1.2 billion), and Philippine Children’s Medical Center (PHP1.0 billion). (PNA)
