Senate President Juan Miguel “Migz” Zubiri made this statement today, Monday, 28 August 2023, as President Marcos Jr. signed into law yesterday the following measures:

  1. Republic Act No. 11958 entitled “An Act Rationalizing the Disability Pension of Veterans”
  2. Republic Act No. 11960 entitled “OTOP Philippines Act”
  3. Republic Act No. 11961 or the “An Act Strengthening the Conservation and Protection of Philippine Cultural Heritage …”
  4. Republic Act 11959 entitled “Regional Specialty Centers Act.”

“Sa titulo pa lang ng mga bagong batas na ito, makikita na natin na may direktang benepisyo ito sa mamamayang Pilipino. These laws have been exhaustively deliberated in the halls of the 19th Congress to meet the increasing demands of the changing times and enhance public service to Filipino citizens,” Zubiri said.

“We thank the President for signing these measures into law, and I commend our senators for doing a good job in deliberating these measures and making sure the intended benefits indeed favor their target beneficiaries. Rest assured that the People’s Senate is committed to passing more legislation that will benefit the Filipino people,” the Senate President added.

He said that these four laws are impactful measures because they increase disability pensions of veterans, strengthen the One Town, One Product Program, push for further conservation of the country’s cultural heritage, and, finally, pave the way for regional specialty hospitals.

For one, Zubiri explained, RA 11958 will upgrade the benefits of veterans with disabilities whose rates remained unresponsive to the needs of today since the law granting it was enacted over 30 years ago.

Under the new law, the rates were adjusted as follows: from P1,000 to P4,500 if the disability is rated from 10% to 30%; from P1,100 to P5,300 if the disability is rated from 31% to 40%; from P1,200 to P6,100 if the disability is rated from 41% to 50%; from P1,300 to P6,900 if the disability is rated from 51% to 60%;

From P1,400 to P7,700 if the disability is rated from 61% to 70%; from P1,500 to P8,500 if the disability is rated from 71% to 80%; from P1,600 to P9,300 if the disability is rated from 81% to 90%; from P1,700 to P10,000 if the disability is rated from 91% to 100%, with the addition of P1,000 for the spouse and each unmarried minor children from the previous rate of P500.

If the veteran reaches the age of 70 and has not been granted benefits from the law, he will be deemed disabled and will get a monthly pension of P1,700.

RA 11960 or the OTOP Philippines Act, meanwhile, aims to empower and support local industries, especially in rural areas, by encouraging entrepreneurship and promoting local products as a means of economic growth.

It mandates the Department of Trade and Industry (DTI) to craft a six-year, national OTOP strategic development plan within a year. The government is also mandated to provide product promotion and market access for OTOP beneficiaries.

RA 11961, on the other hand, seeks to strengthen the protection and conservation of the country’s cultural heritage through cultural mapping, amending Republic Act No. 10066 or the “National Cultural Heritage Act of 2009.”

According to the new law, cultural mapping refers to the identification, recording, and use of cultural resources of communities.

Among the salient points of the measure is the creation of a Philippine Registry of Heritage, where all cultural properties and natural properties of cultural significance of the country shall be registered.

The fourth new law, RA 11959, seeks to establish specialty centers in government hospitals in every region all over the country.

It seeks to decongest national specialty centers located in Metro Manila and bring these specialty centers closer to the people. It also provides the criteria for the creation of specialty centers in a region, which includes, but is not limited to: evidence of health needs of demands; service capabilities of the hospital and geographic proximity; and availability of health human resources.

The Regional Specialty Centers Act is principally authored and co-sponsored by Zubiri himself with Sen. Bong Go as the principal sponsor. It is a fulfilled campaign promise he made during the last national elections. (ai/mnm)

MANILA — Climate Change Commissioner Albert Dela Cruz acclaimed the House of Representatives for its unanimous approval on the third and final reading of House Bill (HB) 8568, which aims to provide mechanisms that would ensure the effective implementation of a nationwide tree-planting program.
Authored by representatives Dante Garcia (People’s Reform Party), Noel Rivera (Tarlac), Eleanor Bulut-Begtang (Apayao), Alfonso Umali Jr. (Oriental Mindoro), Ciriaco Gato, Jr. (Batanes), Gerardo Valmayor Jr. (Negros Occidental), Marlyn Primicias-Agabas (Pangasinan), Mark Go (Baguio City), Joseph Stephen Paduano (Abang Lingkod) and Manuel Jose Dalipe (Zamboanga City), HB 8568 was approved with a vote of 233 against three during last week’s plenary session.

The proposed measure seeks to amend various sections of the Republic Act (RA) 10176 or the ‘Arbor Day Act of 2012’.

Commissioner Dela Cruz underscored the vital role of forest areas to nature’s balance that maintains and sustains ecology and biodiversity that in turn maintain and sustains our lives and livelihood.

“There is an (urgent) need for a corroborated effort to combat the loss of our natural resources and rejuvenate our environment by rehabilitating our degraded forest land areas, improving soil fertility and land productivity and reducing soil erosion, especially in the rural and upland areas. (This we can achieve by) undertaking nationwide tree-planting activities and providing effective measures for their maintenance and sustainability,” the climate official quoted from the revised Section 2 of RA 10176, as proposed by HB 8568.

House Speaker Ferdinand Martin Romualdez explained the importance of the proposed measure, noting that the law is in keeping with President Ferdinand ‘Bongbong’ Marcos Jr.’s National Development Plan (NDP), a portion of which aims to initiate climate action for the country to properly respond to the impacts of global warming and achieve resiliency and self-sufficiency.

“Through this bill, we recognize the vital role and importance of trees in ecological stability,” Romualdez enthused even as he added that “people need trees more than trees need people.”

THE way Ernest John “EJ” Obiena has been performing this season makes him a cinch for an Olympic medal next year in Paris, according to Philippine Olympic Committee (POC) president Rep. Abraham “Bambol” Tolentino.

“He’s making sure he’ll get there,” said Tolentino Monday, a day after Obiena cleared 6.0 meters for the second time this year to finish with a silver medal at the world athletics championships in Budapest on Sunday.

“It’s not only skills and physicality that’s gone elite on EJ, but his focus and mental approach to his sport,” Tolentino added.

It was only Olympic champion and world record holder Armand Duplantis who stood on Obiena’s way for the gold medal in Hungary.

The Swede won a second consecutive world championships title at 6.10m with Obiena providing Duplantis a tough challenge—the Asian record holder attempted 6.05 and even 6.10, proof of his warrior-attitude on the field.

“It’s a year to go before Paris, one full year for EJ to get better and better,” Tolentino said. “He’ll have plenty of time to focus on setting the bar higher, and qualifying for Paris won’t be one of his challenges anymore, he’s in.”

Obiena almost went perfect in the current season by making the podium in 19 of 20 indoor and outdoor competitions he participated in.

The Asian and Southeast Asian Games champion Obiena has also already beaten Duplantis at the Diamond League’s leg in September last year in Brussels where he won the gold with 5.91m with Duplantis finishing with the silver after clearing only 5.81m.

Obiena also bagged silver at the Monaco Diamond League last July 23 when Duplantis settled for fourth place.

Next up for Obiena, who was 11th among 12 finalists in his Olympic debut in Tokyo 2020, are the Asian Games next month in Hangzhou, and with no Asian pole vaulter approximating his numbers, Tolentino said he’s a cinch there, too.

Oil prices are set to experience a fresh uptick during the final week of August.

On Monday, various oil companies announced their intention to implement an increase in fuel prices during the upcoming week.

This price adjustment is scheduled to come into effect on Tuesday, specifically on August 29.

Companies such as Pilipinas Shell and Sea Oil are poised to enact the following changes starting from 6 a.m.:

Gasoline will see a rise of P0.30 per liter.
Kerosene will experience an increase of P0.80 per liter.
Diesel prices are set to go up by P0.70 per liter.

Similarly, Cleanfuel will implement adjustments commencing from 4:01 p.m.:

Gasoline will undergo an increment of P0.30 per liter.
Diesel prices will be elevated by P0.70 per liter.

Caltex, on the other hand, will implement changes starting from 12:01 a.m.:

Gasoline prices will see a hike of P0.30 per liter.
Kerosene prices will rise by P0.80 per liter.
Diesel prices will climb by P0.70 per liter.

MANILA — The Conrado F. Estrella Regional and Trauma Medical Center (CFERTMC), a Department of Health (DOH)-Ilocos Region retained hospital located at the Government Center, Barangay Carmay East, Rosales, Pangasinan, is ready for opening as a Level 1 hospital.

The new three-story, 100-bed capacity fully air-conditioned building is equipped with new facilities and medical equipment installed including advanced radiology, X-Ray, MRI, dialysis, physical therapy sections, emergency room, laboratory, pharmacy, OB-Gyne, Operating room, delivery, room, surgical room, colonoscopy, ward, ICU, E-Konsulta unit and administrative sections.
“We are aiming to be licensed as a Level 1 hospital so that we can start our surgical operations in our new and upgraded operating rooms. Makakapag-operate na rin po kami ng mga emergency cases at makakapag-accommodate ng mga patients who will undergo appendectomy at cesarean delivery.” Medical Center Chief Dr. Emerson B. Patawaran stated.

“Once ma-approve ang application namin for level 1, magkakaroon na ng ultrasound and 2D echocardiography para sa mga may coronary or heart-related concerns. We can also conduct blood transfusion and X-ray examination.”

A level 1 hospital has an operating room, a recovery room, maternity facilities, isolation facilities, a clinical laboratory, an imaging facility, and a pharmacy.

It also has a comprehensive care center for trauma and is capable of providing total care for every aspect of injury – from prevention through rehabilitation.

Regional Director Paula Paz N. Sydiongco said that CFERTMC continues to strengthen and expand its delivery of health services to the community.

It opened on April 7, 2022, as an infirmary that offers various services such as an out-patient-department, 24/7 emergency consultation, fully functional birthing and maternal, hospital admission and ward, laboratory primary clinical laboratory, ankle-brachial index (ABI) for diabetic patients, pharmacy, and dispensary.

MANILA — The Commission on Elections (Comelec) announced today, Monday, that the start of the polling period for the Barangay and Sangguniang Kabataan Elections (BSKE) officially starts today, August 28, 2023.

The election gun ban is also now in effect.

John Rex Laudiangco, the spokesperson of Comelec, stated that the Philippine National Police (PNP) will initiate the establishment of checkpoints nationwide on Sunday night.

From August 28 to September 2, Comelec will be accepting certificates of candidacy (CoCs) on all Mondays to Saturdays. Laudiangco noted that upon filing a CoC, the applicant immediately becomes an official candidate and is subjected to the regulations of the election period.

The campaigning window is set from October 19 to 28, 10 days in all.

In a run-up to the nationwide Barangay and Sangguniang Kabataan Elections (BSKE) on October 30, Manila police conducted a send-off ceremony on August 26, 2023. They will manage checkpoints throughout the city, which will be operational until November 30.

John Rex Laudiangco reminded candidates to carry out all their campaign activities within this period.

Moreover, during the time frame of October 25 until Election Day on October 30, the “money ban” will be imposed. Carrying a sum of P500,000 or more during this period will be prohibited. The Comelec will assume any unexplained cash to be intended for vote-buying.

Chairman George Erwin Garcia of Comelec highlighted that ordinary citizens are constitutionally allowed to apprehend individuals caught in the act of purchasing votes. While the Comelec doesn’t actively encourage citizen arrests due to the heightened competition during the BSKE, Garcia noted that it remains an option.

Furthermore, the Comelec will closely monitor vote-buying activities, even through digital platforms like GCash. Comelec Commissioner Ernesto Maceda Jr., who is leading the anti-vote-buying campaign, revealed that collaboration with the Anti-Money Laundering Council and the Bangko Sentral ng Pilipinas will be pursued to combat vote-buying.

A conviction for vote-buying could lead to up to six years of imprisonment.

The Comelec warned that it will take legal action against BSKE candidates whose campaign materials are displayed on private properties. This comes despite a 2015 Supreme Court ruling that the poll body must respect the free expression of private citizens endorsing candidates during the election period.

Garcia mentioned that notices will be sent to these candidates, and if they fail to comply with the campaigning guidelines, charges will be filed against them.

Additionally, Comelec encouraged candidates to participate in a free online certification course called “Lahok Bayan,” which aims to nurture future leaders and promote progressive leadership.

In a related development, the Diocese of Malolos in Bulacan urged leaders and members of church organizations to submit a leave of absence to their respective parish priests upon filing their CoCs. Failure to do so would result in them being considered resigned. Once elected, they could serve as ordinary members in their parishes, with the possibility of reapplying later.

Red, areas of concern

The PNP identified 4,344 areas of concern for the October 30 polls, with 27 labeled as “red” or areas of grave concern. There are 232 “orange” areas and 4,085 “yellow” areas. Orange areas have a presence of armed rebel groups, while yellow areas have experienced election-related incidents in the past two elections.

The PNP has yet to disclose specific areas, but the list has been submitted to the Comelec for approval. The areas of grave concern will fall under Comelec’s control to anticipate potential violence and intense political rivalry.

To prevent influencing the election outcome, police officers with relatives participating in the BSKE will be reassigned to other areas.

Originally scheduled for May 2020, the merged election was postponed to December 2022 through a law passed in December 2019. In October 2022, another law was enacted, rescheduling the election to October 2023. As per a Supreme Court ruling, winners of this October’s polls will serve until 2025, with the subsequent election to be held in that year and every three years thereafter. (ai/mnm)

They even pulled even at 45-all 4:15 left in the third canto and were even a point adrift at 52-53 before all hell broke loose in favor of the Angolans.

Angola needed but three successive treys that pushed them ahead by 11 points at 66-55 into the final six minutes of play before mounting its biggest lead at 16 points, 73-57.

Gilas tried to turn the game around by dropping a 10-0 blast capped by two free throws from Kai Sotto.

The 10-0 run pulled Gilas Pilipinas threateningly close at five, 68-73. a minute left in the ball game.

However, this proved as the Nationals last stand as Angola found the range anew by dropping yet another three-point dagger courtesy of pointguard Gerson Da Silva Domingos that gave Angola a comfortable eight point lead, 75-68, into the dying minutes of play.

Yet again, the next assignment for Gilas Pilipinas could even be a much fiercer opponent.

Hundreds of individuals were forced to leave their residences as floods, brought about by the impact of Super Typhoon Goring (also known as Saola), surged through predominantly rural communities in the northeastern Philippines, according to rescue authorities on Sunday.

During the overnight hours of Saturday, Saola skirted the northeastern part of the main Luzon island, directing its central winds of 185 kilometers per hour (115 miles per hour) within 125 kilometers of Tuguegarao, a city inhabited by approximately 160,000 people.

“While the wind intensity was moderate, the rainfall was substantial last night,” stated Ruelie Rapsing, a rescue official based in Cagayan province, speaking with AFP over the phone from Tuguegarao.

The provincial government’s communication office shared images on its Facebook page depicting knee-deep floodwaters inundating residences in the town of Aparri.

A total of 388 residents were relocated due to flooding in four Cagayan municipalities, with water levels also on the rise in two additional towns, Rapsing confirmed.

Across the province, which comprises 1.2 million residents, extensive power outages were widespread due to toppled power lines. However, apart from this, no casualties or significant damages were reported, he added.

On early Sunday, “Goring” veered southward along the east coast of Luzon, with the national meteorological agency indicating that it would remain over coastal waters instead of making landfall.

Rescue authorities in Isabela and Aurora, provinces situated on the east coast south of Cagayan, confirmed that no immediate reports of destruction or casualties had been received from those areas.

MANILA — Goring has rapidly intensified into a super typhoon as of Sunday morning, poised to unleash heavy rainfall across extensive regions of the country, according to the national meteorological agency.

As of 4 a.m., Goring was located above the coastal waters of Palanan, Isabela. It has gained maximum sustained winds of 185 kilometers per hour near its center, with gusts reaching up to 230 kph, as indicated by PAGASA.

This super typhoon is projected to deliver an accumulated rainfall exceeding 200 mm, equivalent to nearly 8 inches, across the far eastern stretch of Isabela on Sunday, as forecasted by the weather authority.

The eastern parts of mainland Cagayan and Isabela will experience a rainfall range of 100-200 mm (approximately 4 to 8 inches), while the Ilocos Region, Apayao, Abra, Benguet, the northern sector of Aurora, the eastern sector of Nueva Vizcaya, and the remaining parts of mainland Cagayan and Isabela should anticipate 50 to 100 mm (around 2 to 4 inches) of rainfall.

The weather forecaster cautioned that these conditions could lead to flooding and rain-triggered landslides, especially in areas highly susceptible to such hazards.

Goring will also enhance the southwest monsoon, ushering in intermittent rains across the western areas of Central Luzon, Southern Luzon, and Visayas over the ensuing three days, as detailed by PAGASA.

In its 5 a.m. advisory, PAGASA raised tropical cyclone wind signal no. 3 over the far eastern segment of Isabela (Divilacan, Palanan), with these locales expected to encounter winds of 89 to 117 kph over a span of at least 18 hours.

The “Ate Carla Foundation” has actively implemented pro-community initiatives, particularly during the challenging times of the Covid-19 pandemic and throughout her tenure as Malvar’s Councilor from 2019 to 2022. This dedication led the media to dub her “Malvar’s Big Sister.”

While she retains this role, she is now operating at a heightened level of public service.

“Being part of SI [Soroptimist International] provides numerous advantages, including a larger collective of minds and a greater capacity for generating ideas. Most importantly, it enables us to assist a larger number of people,” Reyes emphasized.

Recently, the founder of the Soroptimist Malvar Chapter shared their success in conducting a fundraising raffle, yielding over P100,000 (Philippine pesos).

“Through the raffle for a cause, we generated a net profit of P120,000. Consequently, SI Malvar was able to award six scholarships – three for elementary students and three for college students. Additionally, we organized a feeding program in Barangay San Andres.”

This fundraising endeavor marked the initial step of SI Malvar’s commitment to serve more residents of Malvar in the months ahead.

“Our upcoming fundraising initiatives include a fun run, Zumba for a cause, and a ballroom event for a cause. A key pillar of Soroptimist International Malvar is raising public awareness,” Reyes elaborated.

“It’s essential for the people of Malvar to understand that this organization exists, as this knowledge will lead to increased scholarships and the implementation of numerous livelihood projects.”

According to the founder and president of SI Malvar, they are actively seeking to launch livelihood projects and partner with corporations like CDO in this endeavor.

“While we haven’t yet connected with CDO, it’s one of our programs, alongside collaborating with other companies engaged in corporate social responsibility within Malvar.”

CDO operates a significant food processing plant in Malvar.

Prior to the establishment of SI Malvar earlier in the year, Ate Carla highlighted CDO’s interest in providing entrepreneurship training.

“CDO expressed interest. They mentioned wanting to conduct entrepreneurship training, which, in my view, is crucial for sustainability and continuity. It’s important for people to manage and sustain their lives after participating in our livelihood projects,” Reyes remarked.

The induction of SI-Malvar (SIM) officers occurred on March 26, 2023, but it was only recently that the founder and president of SIM agreed to an interview as part of the celebration and observance of this year’s Soroptimist Week (August 24-31).

Reyes also took the opportunity to explain the essence and significance of a soroptimist organization, whether local or international.

“Soroptimist is a community of women dedicated to assisting young women and mothers who face challenges and those in need. Its primary focus is on advancing the welfare of women, with an emphasis on scholarship programs,” she conveyed.

“These scholarships encompass elementary, high school, and college students. One notable program is ‘Access to Education’ (ATE),” Reyes elaborated.

“Funding for ATE is provided by Soroptimist International-Philippines. In this program, we submit applications from students aspiring to be scholars of Soroptimist International Philippines.”

However, the efforts don’t stop there.

“We also have an initiative called ‘Adopt-A-Barangay,’ where partnerships center around specific barangays, addressing their needs, whether through livelihood projects, school uniforms, or other essentials. Scholarships are also extended to indigent communities through this initiative,” Reyes explained.

Funding for Adopt-A-Barangay is sourced from Soroptimist Malvar.

Additionally, SI offers “Live Your Dreams (LYD)” programs or projects supported by Soroptimist International-USA, to which SI-Philippines is affiliated.

Soroptimist International’s reach is global, spanning not only America but also Europe and other continents, as noted by Reyes.

“The LYD program is funded by Soroptimist International-USA, with grants amounting to $1,000. This funding is provided to selected applicants of SI-Malvar,” she clarified.

“The LYD program has specific requirements, including a letter of intent, academic performance, proof of indigence, and enrollment. It targets those who are truly in need and qualified. The selection process is facilitated by Soroptimist International-USA.”

ROME – Wednesday (Aug. 23) was the hottest day in Milan for 260 years, the Lombardy regional environmental protection agency said on Friday.

Arpa said the average temperature during the day was 33 degrees Celsius, 0.2 degrees above the previous record of 32.8 degrees Celsius set on August 11, 2003.

Temperature data recordings began at the Brera station in Milan in 1763.

The Lombardy regional capital was one of a number of major Italian cities on red heat alert on Wednesday as the country continued to bake in the anticyclone Nero.

Temperatures will remain high until the end of the week when the heatwave is expected to break up, giving way to cooler weather.

MANILA – At least 80 hotels and resorts are participating in this year’s September Online Sale (SOS) to offer marked-down rates in 19 destinations across the Philippines.

The sale, led by the Hotel Sales and Marketing Association (HSMA), will run from Sept. 1 to 30.

Wala nang mga limits (There will be no limits) when it comes to restrictions, travel, etc. Bukas na (It’s open), so technically speaking, ang chances of them (hotels and resorts) being able to sell will really be very good,” HSMA president Loleth So said during the SOS launch on Thursday.

The SOS was formed during the pandemic to help the hospitality sector stay afloat.

In 2020, it recorded PHP14.1 million in sales after selling 1,752 vouchers of hotel rooms and food packages, which doubled the following year to PHP29.6 million.

The HSMA said it targets to surpass last year’s sales, which generated PHP36.8 million worth of vouchers.

The sale will be categorized into clusters depending on the area, which includes Metro Manila, Clark, Baguio, Boracay, Cebu, Bohol, Palawan and more destinations.

Like last year, the SOS will offer up to 70 percent discounts on hotel stays, food and beverage promos, banquet deals, and other hospitality offerings, among others.

“(The state of the hospitality sector) is getting better. We all know for a fact that we are already approaching the high season. I can speak for Manila hotels and Manila hotels are doing very well,” So said in a separate interview.

She disclosed that hotels in Manila were already breaching figures before the pandemic in 2019.

So said some destinations are “still recovering” but some are already “over the pandemic.”

“(An) example is Bohol. Bohol is doing very well now as compared to pre-pandemic. Cebu is also doing very well. Iba’t iba (It varies) but, generically, I can say the hospitality industry is breathing better now,” she said. “We’re very hopeful that the approaching festive season is going to be even better than the previous.”

In the same launch, the Department of Tourism announced the target pilot of the Pasay/Parañaque Hop-On Hop-Off (HO-HO) Tour in October.

DOT National Capital Region Director Sharlene Zabala-Batin said this leg would be essential in the planned Philippine Layover Tours being patterned after Singapore.

“The layover tours in itself is a program of the Department of Tourism but it will require the approval and partnership of other agencies that are part of the airport authorities, including the Department of Transportation, the Department of Justice, airlines and stakeholders,” she said.

An average of 30,000 travelers per month stay in Philippine airports for a layover of six to 24 hours.

“Sayang naman ang (It’s a waste of) opportunity that we can give them to visit our cultural sites, especially in the National Capital Region,” Zabala-Batin said. (PNA)

MANILA – Achelle “Jinky” Guion bagged two gold medals in the Legends category of the women’s 45kg division at the World Para Powerlifting World Championships in Dubai, United Arab Emirates Thursday night.

Guion, a native of Sipalay, Negros Occidental province, registered a total lift of 226kgs, including a best lift of 81kgs in the third round of the category for athletes 45 years old and above. She lifted 70kgs and 75kgs in the first and second rounds, respectively.

The Legends is an additional category in the world championships but has no bearing in the rankings for the Paralympic Games 2024.

“First of all, I want to thank God for giving me the strength to achieve this victory,” said the 51-year-old Guion, a three-time silver medalist at the Asian Para Games, in an interview with the Philippine News Agency (PNA) on Friday. 

“I also want to express my gratitude to the Philippine Sports Commission, Philippine Sports Association for the Differently Abled (PHILSPADA), my teammates, coaches, friends and supporters. Thank you so much. Mabuhay Philippines!” added Guion, who served as flag-bearer during the opening ceremony of the 2022 ASEAN Para Games in Surakarta, Indonesia.

Guion will be joining Adeline Dumapong-Ancheta (W+86kg) and Marydol Pamati-an (W41kg) in the forthcoming Asian Para Games, which is using the Dubai tournament as a qualifier.

Dumapong-Ancheta, a bronze medalist at the 2000 Sydney Paralympics, is currently ranked No. 5 in her division while Pamatian, a double-gold medalist at the 2023 Cambodia SEA Games, is No. 8.

HOUSTON, United States – Maui County officials released the names of 388 people still missing in the aftermath of the deadly Hawaii wildfires, according to a news release sent out late Thursday.

“We’re releasing this list of names … because we know that it will help with the investigation,” said police chief John Pelletier in a video statement. “We also know that once those names come out, it can and will cause pain for folks whose loved ones are listed.”

At least 115 people are confirmed dead from the blazes which broke out on Aug. 8 on both the Big Island and in the town of Lahaina in Maui where thousands of homes and buildings were burned to the ground.

Maui police and the FBI compiled the list, saying it was important to have a “validated list that we can know would be a much more accurate account for those that are unaccounted for at this time.”

“The validated list has a criteria,” said Pelletier. “It’s a first and last name and a point of contact of who provided that name. Therefore, the 388, we are asking if you’re on this list, please contact the FBI number provided. If you know the person is safe, please contact the FBI number provided or e-mail.”

Officials are asking anyone with information on those missing to call 808-566-4300 or e-mail any tips to HN-COMMAND-POST@ic.fbi.gov or unaccounted@mpd.net to assist authorities with the investigation.

“We need your help now and each and every day because we are only going to get through this if we’re working together as one,” said Pelletier.

Authorities said that an additional 1,732 individuals who had originally been reported as unaccounted for “have since been found safe and well.”

JAKARTA – Finance ministers and central bank governors from the Association of Southeast Asian Nations (ASEAN) have agreed to harmonize infrastructure financing by implementing sustainable taxonomy.

“ASEAN finance ministers and central bank governors discussed how ASEAN can increase infrastructure financing through repositioning infrastructure funds into the ASEAN Green Fund,” Finance Minister Sri Mulyani Indrawati said here Friday.

At a press conference at the Meeting of ASEAN Finance Ministers and Central Bank Governors (AFMGM) in Jakarta, she said financing harmonization aims to promote sustainable infrastructure in ASEAN.

During the meeting, the finance ministers and central bank governors also agreed to conduct further studies on the contribution and optimization of ASEAN infrastructure recapitalization.

The AFMGM highlighted the importance of transition financing to support low-carbon economy targets in ASEAN.

“We are all fully aware that climate change is a real threat and we need to address it. Therefore, transition financing is one of the important issues,” Indrawati said.

Furthermore, the meeting discussed the ASEAN taxonomy for sustainable finance, which is a key instrument for attracting investment that supports transition financing in the region, she added.

The meeting underlined the importance of the compatibility of the ASEAN taxonomy with other international taxonomies.

Indrawati said it is important to understand the compatibility between ASEAN taxonomy and other taxonomies to gain insights that can be used to tackle existing challenges.

The meeting also discussed disaster risk financing with a focus on information exchange, accelerating the completion and implementation of the agreed standard procedure and guideline, and increasing the capacity to face current threats and problems.

In addition, the meeting spotlighted the ASEAN Economic Community Blueprint 2025.

JAKARTA – The Association of Southeast Asian Nations (ASEAN) needs US$29.4 trillion in funding until 2050 to implement the energy transition, as projected by the International Renewable Energy Agency (IRENA), Energy and Mineral Resources Minister Arifin Tasrif has said.

“According to IRENA, ASEAN requires $29.4 trillion in funding until 2050 to implement the energy transition under the 1.5 degrees Celsius scenario with 100-percent renewable energy,” Tasrif said in a statement on Thursday.

At the “Sustainable Energy Financing and Mobilization of Energy Investments to Ensure Energy Security and Achieve NDCs” event in Bali on Wednesday, he said ASEAN member countries have realized the importance of developing sustainable energy, building energy security, and handling climate change.

To succeed in the energy transition, several strategies are being carried out.These include developing a clear concept for sustainable financing, drafting a long-term roadmap for renewable energy, and implementing green technologies, he added.

Tasrif said ASEAN requires funding for various purposes, including the development of renewable energy plants, national and international energy transmission, distribution, storage, biofuel supply, electrification of vehicles, and covering operation and maintenance costs.

“Therefore, there is an urgent need for sustainable energy financing to support these steps. This can be achieved through various means, including blended financing in the form of grants, concessional loans at favorable terms, and co-investments,” he said.

Tasrif said public-private partnerships and the Green Climate Fund can provide additional resources for clean energy initiatives.

In addition to a conducive environment for investors, it is also important to mobilize investment in green energy, he said.

Offering incentives and issuing clear, supportive, and long-term policy frameworks and regulations can build investor confidence, thereby, creating a conducive investment climate, he added. (Antara)

MANILA – All counters in the local stock market closed in the negative territory ahead of the US Federal Reserve System chair Jerome Powell’s speech, while the peso finished strong on Friday.

The Philippine Stock Exchange index (PSEi) declined 65.17 points to 6,160.61, with all shares also down by 25.17 points to 3,332.40.

“Philippine stocks fell below 6,200 as investors stayed cautious ahead of Powell’s Jackson Hole speech,” Regina Capital Development Corp. head of sales Luis Limlingan said.

“On the data front, traders will be eyeing consumer sentiment data for August,” he added.

Biggest losers for the day were Holding Firms, down by 42.75 points; followed by Property, 38.67 points; Financials, 28.99 points; Industrial, 23.52 points; Services, 12.56 points; and Mining and Oil, 3.05 points.

Decliners outpaced advancers at 101 to 66, with 43 counters left unchanged.

Meanwhile, peso appreciated closing at 56.57 to a US dollar from Thursday’s finish of 56.76.

This is despite peso kicking off the day weak at 56.80 from previous day’s start of 56.58 to the greenback.

The currency pair traded between 56.48 and 56.84, bringing the average level for the day at 56.66 to a dollar.

PUERTO PRINCESA, Palawan – This province is no longer free of African swine fever (ASF) after an outbreak of the disease has been confirmed in piggeries in Cocoro Island, a barangay in the municipality of Magsaysay.

Dr. Darius Mangcucang, officer-in-charge of the Provincial Veterinary Office (PVO), said late Thursday that Cocoro has recorded approximately 300 swine mortalities as a result of ASF.

He disclosed that out of the six blood samples collected from domesticated pigs in Cocoro that were sent to the Bureau of Animal Industry for testing, five were confirmed to be infected with ASF.

The provincial veterinarian noted that because all domestic pigs on the island have already succumbed to ASF, his office is working closely with Magsaysay municipal authorities to keep the disease contained in the areas of the outbreak to prevent the disease from spreading to other towns in Palawan.

“The pigs might all be gone, there’s no need for culling anymore. What we’ll do instead is disinfection. We’ll place lime on the sites where the pigs were buried by the farmers and residents in order to contain the virus,” Mangcucang said.

The PVO, in collaboration with the Philippine National Police (PNP) and local municipal authorities, has also established checkpoints in all entry areas to Magsaysay as part of the measures to contain the virus.

He said they would also conduct continuous monitoring, gathering of blood samples, and quarantine assessments.

The PVO further urged residents to cooperate by refraining from purchasing meat products online and to avoid feeding pigs with potentially contaminated swill or uncooked food.

It also urged them to immediately report any suspicious pig deaths or symptoms to the veterinary office or the municipal agriculture office.

Meanwhile, Governor Victorino Dennis Socrates assured the public of swift governmental response.

“This incident is being closely monitored, and appropriate measures are being taken in collaboration with other government agencies, while simultaneously urging the public to adhere to the government’s implemented policies to prevent further spread of ASF to other parts of the province,” he said in a statement issued by the provincial information office. (PNA)
