MANILA — President Ferdinand Marcos Jr. declared on Thursday that the Philippines has taken its initial stride towards adopting a federal model of governance, a move intended to enhance the stability of the nation’s political structure.

Speaking during the swearing-in ceremony of new members of his political party, the Partido Federal ng Pilipinas (PFP), held at Malacañang, the President articulated that the apparent shift towards federalism would continue by decentralizing power centers to various regions of the country.

Elaborating on this point, Marcos conveyed, “The concept is straightforward. It stems from the simple notion that the durability of a political framework is considerably more robust when multiple power centers are in play. If power is exclusively concentrated in Manila, then any collapse there would lead to the downfall of the entire Philippines.”

“However, by allocating power centers to local governments, districts, and entities functioning at the grassroots level, and consequently disseminating these power hubs across numerous locations, we create a more resilient political structure and cultivate a more stable political environment,” he added.

Marcos further emphasized the significance of decision-making occurring at the lowest feasible level. He advocated for governors and congressmen to be entrusted with decision-making authority, given their familiarity with the realities on the ground.

“The concept we are discussing here is federalism, and what we are beginning to implement—though not explicitly named as such—is genuinely about vesting discretion, power, and function at the most grassroots level feasible. We are thus embarking on the initial phase of transitioning the Philippines towards a federal government, in all but name,” he remarked.

He underscored the pivotal principle guiding these efforts, which is federalism. Marcos stated, “Our endeavors, in all but name, are genuinely about delegating discretion, power, and function as much as possible to the lowest attainable level.”

The Philippines currently operates under a unitary system of governance, with Manila as the central locus of authority.

In contrast, a federal structure allocates authority between the central government and local state governments. This framework allows individual states to formulate their own legislation, manage finances, design development strategies, oversee health and education, and spearhead infrastructure projects.

“By allocating power centers to local governments, districts, and entities operating at the local level, and thereby distributing these power centers extensively, we foster a more robust political framework and cultivate a more stable political milieu,” Marcos reiterated.

Federalism gained prominence in 2016 when Rodrigo Duterte, then the mayor of Davao City, championed it as a key campaign pledge. However, Duterte eventually abandoned the idea several years later.

In contrast to Duterte’s unequivocal endorsement of federalism during his 2016 presidential campaign, Marcos displayed a more measured stance, even though he ran in the 2022 elections under a pro-federalism party.

In January of the preceding year, Marcos voiced his belief that a federal system is suitable for the Philippines, but he acknowledged that amending the 1987 Constitution to facilitate this shift might pose challenges.

The subsequent month, he indicated that Charter change was not among his immediate priorities, notwithstanding certain legislators’ push to revise the Constitution in order to ease perceived “restrictive” economic provisions.

Marcos asserted that the goals of those seeking constitutional amendments to encourage foreign investments could be achieved without altering the fundamental law.

“We can attain our objectives while adhering to the current constitutional framework as it stands,” the President asserted.

Every administration after President Corazon Aquino has proposed changes to the Constitution, including a shift to a parliamentary system of governance. MANILA — The weather disturbance known as “Goring” (internationally named: Saola) has intensified, now classified as a tropical storm. As of Thursday, it is moving in a northwestward direction across the Philippine Sea, according to the latest report from the state weather bureau.

In the 5 p.m. weather bulletin, PAGASA announced that Goring’s current position is 265 kilometers east of Basco, Batanes. It possesses maximum sustained winds of 75 kilometers per hour near its center, accompanied by gusts reaching up to 90 kph.

Currently, the storm’s movement is northwestward at a pace of 10 kph. The forecast indicates that it will veer towards the west-southwest before curving southward over the waters along the eastern side of Cagayan Valley.

PAGASA’s projection suggests that over the upcoming five days, Goring will chart a generally looping trajectory, potentially resuming a more northward course by late Monday or Tuesday of next week.

Preparations for potential tropical cyclone wind signals across northern Luzon are set to commence on Thursday night or Friday, as noted by PAGASA.

While Goring is not expected to bring widespread heavy rainfall to the country in the next three days, its proximity to land could lead to substantial rainfall in parts of Cagayan Valley over the same period. Sen. Grace Poe has raised the alarm over the continued proliferation of text scams and the reported use of subscriber identity modules (SIMs) in the operations of illegal Philippine Offshore Gaming Operators (POGOs).

In Senate Resolution No. 745 that she filed, Poe asked the appropriate Senate committees to conduct an inquiry on the matter to find out if Republic Act No. 11934 or the SIM Registration Act is being fully implemented almost a year since it was enacted.

“The law aims to protect users from scams and hasten law enforcement in investigating phone-related scams,” Poe, principal author and sponsor of the law said.

“The registration of SIM should help unmask fraudsters and deny them of sanctuary to hide. But, are these being achieved?” the chairperson of the Senate committee on public services added.

Despite the termination of the SIM registration, Poe noted that text scams and other mobile-related fraud continue to hound the public.

The senator said a recent raid on POGO establishments revealed that thousands of SIMs are being used for illegal operations.

“The law mandates that SIM should not be used for unlawful purposes and that owners have verified identity,” Poe said.

“However, reports that thousands of registered SIMs seized are being used as a tool for scamming and other cyber fraud raise questions about the effective implementation of the law,” she added.

Poe said the implementing agencies, telecommunications companies and law enforcement agencies should explain how thousands of SIMs used in fraudulent operations were able to register, and if they were signed up using fictitious individuals or by willing victims who sold their identity.

Poe also reminded the National Telecommunications Commission, Department of Information and Communications Technology and other relevant agencies to submit to Congress a report and update on the law’s implementation. (ai/mnm)

MANILA — Senator Francis Tolentino has revealed that India has joined the expanding roster of allies supporting the Philippines’ stance on the West Philippine Sea issue.

The senator, himself a reserve military officer, shared this information with the press on Thursday, citing undisclosed sources from international and military circles.

“Yesterday, another significant nation has expressed agreement with and support for our cause. While they have not yet reached the point of conducting joint patrols, they are unequivocally standing by our side because they believe in the righteousness of our endeavors,” Tolentino informed the journalists.

“The country in question is India… They are actively participating in our international diplomatic initiatives. If they wish to assist us in the West Philippine Sea matter, perhaps they will also aid us in times of scarcity,” he added.

Tolentino noted that the recent Philippine Coast Guard mission to deliver supplies to Navy personnel stationed at BRP Sierra Madre encountered peril as Chinese vessels came within 300 meters of the PCG vessel, engaging in hazardous maneuvers.

“Such risky maneuvers can generate waves that pose a threat to smaller boats,” Tolentino cautioned.

Contrary to China’s claims, Tolentino stated that the supplies transported to Ayungin Shoal did not comprise construction materials. Even if the supply team had indeed transported materials to enhance the comfort of Navy personnel, such as bedding or rest area improvements within the ship, there is no obligation to seek a “building permit” from China for such activities, the senator asserted.

“They might have brought plywood for their sleeping quarters, or bunks, or even a medicine cabinet. What’s wrong with that? After all, that’s where they reside,” Tolentino emphasized.

Meanwhile, Senator Risa Hontiveros emphasized the necessity of increased financial backing for the Philippine Coast Guard as it continues its mission to uphold security in the West Philippine Sea.

“We need to engage in further discussions with the Philippine Coast Guard to determine an appropriate allocation that can significantly bolster their capacity to counter China’s aggressive actions in the West Philippine Sea,” Hontiveros stated.

“A mere P10 million is significantly inadequate when compared, for instance, to the Department of Education’s proposed intelligence funds of P150 million. The PCG faces threats from China nearly around the clock, 24/7, whereas the Department of Education is not confronted with any security risks.”

Hontiveros disclosed that in previous years, the PCG had sought intelligence funding ranging from P200 million to P600 million.

Given China’s substantial presence in the West Philippine Sea, Hontiveros emphasized the imperative of providing the PCG with increased support.

MANILA — The Executive Director of the National Wages and Productivity Board (NWPB) has expressed the viewpoint that raising the minimum wage does not offer a solution to combat high inflation.

During the House Appropriations Committee session for the Department of Labor and Employment’s (DOLE) 2024 budget briefing, Maria Criselda Sy, the Executive Director of NWPB, made an appearance on Thursday.

“In recent months, the underlying cause of inflation has been traced back to supply-side factors. Consequently, our focus should be directed towards resolving these supply-side challenges,” she remarked.

Sy underscored that an immediate increase in the minimum wage could potentially result in “unintended repercussions” for the economy.

In June, the NCR Regional Tripartite Wages and Productivity Board sanctioned a P40 hike in the minimum wage for the National Capital Region.

For non-agricultural workers, this equates to a rise in daily pay from P570 to P610.

This wage hike was met with resistance from business groups, who raised concerns about its feasibility for numerous small businesses and its potential contribution to escalated prices.

MANILA — The construction of an oval track in Taytay, Rizal, has been successfully completed by the Department of Public Works and Highways (DPWH), with a total cost of P72.3 million. This newly built oval track is designed to accommodate major sporting events.

The project involved multiple components. Notably, 8,510 square meters of artificial grass were meticulously installed to create a football field. Additionally, DPWH Region IV-A Director Jovel G. Mendoza outlined that a road network was established, spanning 59.5 meters for alignment 1 and 116 meters for alignment 2.

The project encompassed various tasks, including mobilization, earthworks, sheet pile installation, concreting of pile cups, hand-laid rock embankments, embankments from borrow, and demobilization.

Situated within the expansive Taytay Sports Complex Project, spanning 69,300 square meters in Barangay Muzon, this oval track is just one facet of the larger development. The complex is set to feature a versatile multi-purpose building, stadium bleachers, and an Olympic-sized pool.

Tayag, concluded the three-day management review (MR) for the first and second quarters of 2023 with a commitment that all regional offices and retained hospitals under the cluster will continue providing essential health services to the public.

“We need to align our priorities and programs with the 8-point action agenda and the national health sector strategy, focusing on directions and policies relevant to the operation of FICT-NCL,” stated Tayag.

“We are dedicated to serving our people by delivering the highest quality of health services and developing programs and policies to enhance their well-being for a healthier Philippines. Our commitment to ensuring health needs are met for everyone, leaving no one behind, will be upheld. Together with the FICT-Luzon Team, we can further improve access to primary and specialty healthcare, benefiting the people in our region,” he emphasized.

The MR provided orientation and updates on the revised DOH 2024-2028 scorecards and roadmap deliverables, OPCR monitoring, rating, and accomplishment reports, LHS directions, and implementation updates for 2023. Additionally, it covered FICT-NCL strategic directions and operations, field operation systems management structure, and operation and organizational development based on baseline assessment.

During the event, the regional offices presented their office performance targets and accomplishments, budget utilization and catch-up plans, procurement performance, COA audit findings, reports on clients’ concerns and complaints, organizational development activities, budget proposals and appeals, program priorities, and notable accomplishments on MR-OPV-SIA, Bivalent Covid-19 vaccination, and Super Typhoon Egay response operation reports.

DOH-Ilocos Regional Director Paula Paz M. Sydiongco, who hosted the event together with the Ilocos Training and Regional Medical Center (ITRMC), stated that the regional office will enhance and strengthen the implementation of health programs based on FICT recommendations.

“As we strive for reforms towards universal health coverage and health equity, prioritizing health policies and systems that benefit the people and address their needs and concerns is crucial,” she added.

MALACAÑAN PALACE, Manila — As the effects of climate change are already making an impact worldwide, Climate Change Commissioner Albert Dela Cruz Sr. expressed his enthusiasm for a more comprehensive approaching Thursday.

He emphasized that in addition to taking measures to reduce greenhouse gas (GHG) emissions and slow global warming, it’s essential for Filipinos to develop the ability to adapt to climate-related challenges.

This adaptation is crucial to safeguard both individuals and communities.

The Commissioner added that the consequences of climate change differ depending on the geographical location within the country. Some areas might face issues like fires, floods, droughts, increased temperatures, or rising sea levels.

Nevertheless, the climate official cautioned that merely decreasing carbon emissions is no longer sufficient to mitigate the effects of climate change. It’s now becoming evident that preparing for rising global temperatures is equally vital.

“This underscores the necessity of extending technical assistance to local government units (LGUs) to enhance their climate resilience through adaptation to climate risks. There are numerous strategies to adjust to the ongoing and projected impacts of climate change. Individuals can adopt straightforward measures, such as planting and conserving trees to maintain cooler temperatures. Clearing brush can also help reduce the risk of fires,” he said.

For businesses and offices, Dela Cruz recommended considering and planning for potential climate risks. For instance, preparing for hot days that might hinder outdoor tasks for workers.

“It’s important for everyone to recognize the elevated potential for natural disasters in their work or residential areas and to be aware of available resources in case of such events,” he added, while pointing out that many solutions to climate change can be found in nature.

“As an example of nature-based solutions, communities can enhance safety by constructing flood barriers and rehabilitating mangrove forests. These measures protect against sea-level rise, provide sustenance for communities, and create a habitat for various species. Beyond mangrove restoration, rejuvenating vegetation around lakes and rivers can shield shoreline communities, while simultaneously supporting a recognized pathway for migratory birds,” he elaborated.

The climate official also highlighted that although nature-based solutions might seem more applicable to rural areas, urban centers are also enhancing resilience by incorporating natural elements.

“Several of our urban hubs, including Davao City and Metro Cebu, can transition into what we call ‘Green Cities’ by revitalizing nearby forests to mitigate landslides and floods. They can also enhance drainage systems to replicate natural streams and rivers,” he emphasized.

Furthermore, Dela Cruz emphasized the significance of LGUs initiating a shift towards sustainability. This involves transitioning from conventional sanitary landfills to utilizing waste-to-energy (WtE) technologies. Jay Sonza, the former broadcaster and talk show host, has been released from detention after successfully posting bail Tuesday night.

Authorities at the Ligtas Covid Quarantine Center Facility in Barangay Payatas reported that Sonza’s release occurred precisely at 8:57 p.m. on Tuesday.

The former co-host of the well-known talk show “Mel and Jay,” later renamed “Partners Mel and Jay,” alongside broadcaster Mel Tiangco, secured bail for 11 counts of estafa charges filed against him at the Quezon City Regional Trial Court (QC-RTC) Branch 100. Additionally, he also posted bail for a pending libel case at QC-RTC Branch 77.

Judge Editha Mina-Aguba of Branch 100 granted his release from detention as the charges of syndicated and large-scale illegal recruitment filed against him were dismissed due to the consistent absence of the complainants.

She stated, “Given the absence of private complainants and the inability to establish the accused’s guilt beyond reasonable doubt, this case is provisionally dismissed with the defendant’s agreement and consent.”

Another case related to illegal recruitment at QC-RTC Branch 215 was also provisionally dismissed for similar reasons.

However, an official who requested anonimity said that the illegal recruitment cases against Sonza could potentially be reopened if new private complainants decide to pursue the matter.

It’s worth noting that Sonza’s attempt to travel to Hong Kong on July 18 was thwarted by immigration officials who discovered an active warrant for his arrest regarding charges of syndicated and large-scale illegal recruitment. (ai/mnm)

An official of the China Coast Guard (CCG) said Wednesday Philippine vessels were permitted to proceed with their Rotation and Resupply (RoRe) operation, transporting essential supplies to Filipino military personnel stationed aboard BRP Sierra Madre in Ayungin Shoal only for “humanitarian” concerns.

Liu Dejun, a representative of the CCG, also confirmed that access was granted to the Philippine supply ships at Ren’ai Jiao, referred to as Ayungin Shoal by China. This access was allowed on the grounds that these vessels were not transporting “illegal building materials for large-scale reinforcement.”

In a statement published on the official CCG website, Liu stated that “temporary special arrangements have been made for the Philippines to deliver food and other necessary daily necessities to the grounded warship from a humanitarian point of view.”

However, Liu emphasized that CCG ships notified the Philippine vessels engaged in the RoRe mission that their entry into China’s territorial waters was without the authorization of the Chinese government. (ai/mnm)

The Department of Foreign Affairs (DFA) announced on Wednesday that the Philippines maintains full sovereignty over its maritime waters and does not require approval from any other country.

The China Coast Guard (CCG) has permitted Philippine vessels to proceed with their Rotation and Resupply (RoRe) mission. This mission aims to provide essential supplies to Filipino military personnel stationed on the grounded BRP Sierra Madre in Ayungin (Second Thomas) Shoal, citing “humanitarian” reasons for their decision.

In response to the CCG’s statement, DFA Spokesman Ma. Teresita Daza emphasized that the rotation and resupply activities for the BRP Sierra Madre are well within the bounds of the Philippines’ Exclusive Economic Zone (EEZ). Daza further clarified that the exercise of Philippine sovereignty, sovereign rights, and jurisdiction within its maritime zones is a matter that does not require approval from any foreign nation. This stance is considered the standard protocol.

Back in 1999, the DFA revealed that the Philippines had chosen to establish a “permanent station on Ayungin Shoal [using the BRP Sierra Madre]” as a response to China’s unlawful occupation of Panganiban Reef in 1995.

Despite its current state of rust, the BRP Sierra Madre serves as a vital station for Philippine military personnel. These personnel are deployed to safeguard and uphold Philippine rights and interests in the West Philippine Sea, particularly in the vicinity of Ayungin Shoal, as stated by the DFA.

CCG spokesperson Liu Dejun stated that the Philippine supply ships were granted access to Ren’ai Jiao, also known as Ayungin Shoal, because they did not transport “illegal building materials for large-scale reinforcement.”

Valued at P18.9 billion, this military equipment is being procured by the Philippines from BrahMos Aerospace Pit Ltd under the Horizon2 plan within the revised Armed Forces of the Philippines (AFP) Modernization Program. The procurement encompasses three batteries of BrahMos cruise missiles as stipulated in the contract.

During a meeting subsequent to a courtesy visit by Ambassador Shambhu Santha Kumaran to Defense Secretary Gilbert Teodoro Jr., the Philippine official conveyed India’s acknowledgment of the Philippines’ emerging role in shaping the security framework of the Indo-Pacific region.

Kumaran further reaffirmed India’s unwavering dedication to upholding an international order governed by rules and to cultivating stronger ties with similarly inclined countries in the region.

Additionally, Kumaran expressed India’s support for the centrality of the Association of Southeast Asian Nations (ASEAN) and all related ASEAN platforms, particularly emphasizing the ASEAN Defense Ministers’ Meeting (ADMM) and ADMM-Plus.

MANILA — Despite ongoing tensions in the West Philippine Sea, Socioeconomic Planning Secretary Arsenio Balisacan emphasized on Wednesday that the Philippines should refrain from boycotting business ventures and economic partnerships with China. He underlined the necessity of safeguarding the economy under all circumstances.

Balisacan made this assertion during a briefing at the Palace when queried about whether the Philippines should sever economic connections with Beijing due to the continual harassment of Filipino vessels by Chinese ships in the West Philippine Sea.

“It’s crucial to approach this matter from a broader perspective,” he remarked.

“History has demonstrated that boycotts tend to be ineffective; this has been evidenced multiple times in the annals of nations,” he stated.

The recent tensions in the West Philippine Sea escalated when Chinese Coast Guard vessels deployed water cannons and attempted to obstruct Philippine vessels transporting supplies to Ayungin Shoal.

Balisacan suggested that it would be wiser for the Philippines to address the issues through diplomatic channels.

“As our President has asserted, ‘We maintain friendly relations with all and animosity towards none.’ Let’s uphold that stance,” he underscored.

“Preserving the economy is of paramount importance.”

China holds the position of being the Philippines’ largest trading partner, constituting $2.22 billion, which is 20.2 percent of total imports in October 2022, as reported by the Philippine Statistics Authority.

The Chinese boycott against Nike and Adidas regarding Xinjiang cotton seems to be losing momentum.

Moreover, China, encompassing Hong Kong, remains a key export market. In October, Hong Kong contributed $1.28 billion, equivalent to 16.6 percent of total exports, while China accounted for $959.59 million, representing 12.5 percent of total exports.
