Multiple organizations have come together on Thursday, August 17, to strongly urge the government to announce a state of public health emergency in Batangas. Their demand also includes a comprehensive investigation into the health repercussions of liquefied natural gas (LNG) on the inhabitants of Batangas City.

Convening on this day were medical professionals, legal experts, concerned residents from affected communities, and advocacy groups. Their collective effort marked the commencement of a campaign imploring the Department of Health to officially acknowledge the pressing need for a health emergency declaration.

The initiative was spearheaded by the Philippine Movement for Climate Justice (PMCJ) in collaboration with the Asian Peoples’ Movement on Debt and Development.

PMCJ’s national coordinator, Ian Rivera, emphasized the profound impact of the situation, stating, “The individuals bearing the brunt of these consequences are not mere data points. They are our kin, our compatriots. Even when words escape them due to their respiratory struggles, we stand as their voice.”

Since 2021, over 4,000 residents of Batangas have reportedly fallen victim to respiratory infections and cardiovascular ailments attributed to the hazardous emissions emanating from fossil gas plants in proximity to the city.

Presently, the Philippines hosts a total of six LNG power plants, with five of them situated in Batangas.

The communities encompassing these facilities, namely Ilijan, Malitam, Sta. Rita Karsada, Tabangao Ambulong, and Tabangao Aplaya, have borne the brunt of this environmental burden. Escalating occurrences of respiratory and cardiovascular diseases have been observed, with statistics from the Batangas Health Office revealing a staggering one in ten individuals being affected. Mayon Volcano remains in a state of lava emission, characterized as “gentle and tranquil,” even as close to three months have passed since its initial eruption, the Philippine Institute of Volcanology and Seismology (Phivolcs) said Friday.

Dr. Teresito “Toto” Bacolcol compared the ongoing seismic activity of Mayon to its 2014 effusive eruption, which also endured for a three-month span before subsiding. Bacolcol emphasized that determining whether to revise the alert level would hinge on specific parameters and the prevailing conditions of the volcano.

He explained, “Should Mayon continue emitting lava beyond the three-month mark, the possibility of reducing the alert level from Level 3 to 2 would be improbable.”

The head of Phivolcs stressed that even if the alert level were downgraded, the firm advice remains against entering the permanent danger zone (PDZ) within a radius of six kilometers.

“Even under Alert Level 0, the PDZ should remain devoid of any residents,” he appended.

Over the past 24 hours, Bacolcol observed a gradual discharge of lava from Mayon’s summit crater, feeding into the established lava flows in the Bonga (southeastern), Mi-isi (southern), and Basud (eastern) gullies.

“The lava flows have sustained their respective progressions, extending approximately 3.4 kilometers, 2.8 kilometers, and 1.1 kilometers from the crater,” he detailed.

The monitoring also recorded a total of 62 volcanic earthquakes, 123 instances of rock falls, and one occurrence of pyroclastic density current. Concurrently, sulfur dioxide (SO2) emissions were quantified at 3,295 tons. (ai/mnm)

EUMIR FELIX MARCIAL will now focus full-time on his Olympic gold medal dream following the cancelation of his fifth professional fight set later this month, according to Philippine Olympic Committee (POC) president Rep. Abraham “Bambol” Tolentino on Friday.

“Eumir will be coming home from the US as soon as possible to join the national boxing team and work on his Australian visa,” said Tolentino, referring to Marcial joining the national team training camp starting on September 1 in Canberra.

Marcial’s fight this August was canceled and moved to September, which runs in conflict with the Hangzhou Asian Games that start on September 23 and end on October 8.

Tolentino brokered Marcial’s availability for the Asian Games—a Paris Olympics qualifier—with his promotion MP Promotions, whose president, Sean Gibbons, agreed to write off the Tokyo Olympics bronze medalist’s training expenses for his supposed fifth pro fight in the US.

Professional boxers are charged training expenses which are almost always deducted from their guaranteed fight purse.

“Sean [Gibbons] readily agreed that Marcial focuses on Hangzhou and go after his Olympic dream,” Tolentino said.
It will however be a tough campaign for Marcial in Hangzhou.

First, he’ll be fighting at 81 kgs (light heavyweight) because the 71-kg class (middleweight) where he clinched bronze in Tokyo was scratched from the Hangzhou program.

And second, he needs to reach the final after it was decreed that only the boxing finalists in Hangzhou will qualify for Paris—no longer the traditional semifinals cut-off.

Marcial is aware of the challenge and vowed to go all out for his Olympic dream.

“It’s now or never,” said the 27-year-old boxer from Zamboanga City, who’s unbeaten in four pro fights.

MANILA — Officials from the Department of Trade and Industry (DTI) conducted a visit to the renowned bargain hub of the country to oversee a combined effort of monitoring and enforcing regulations on school supplies within Divisoria, Manila.

Guided by Secretary Alfredo Pascual, DTI representatives diligently examined stalls within the country’s bargain mecca, meticulously tracking the prices of school supplies according to the guidelines they had issued.

Covering an extensive area, DTI personnel inspected a total of 23 stores in Divisoria that specialize in retailing school supplies.

In response to the escalating prices of rice in the local market, DTI has expanded its vigilance to encompass rice within its monitoring scope for essential commodities.

DTI has taken the initiative to urge consumers to promptly report any instances of retailers, manufacturers, or distributors who are engaging in pricing practices that surpass the established guidelines. Tragedy struck as a wall crumbled within the premises of Quezon City Hall, resulting in the unfortunate demise of a construction worker and injuries sustained by three others. The incident, which transpired late on Thursday evening, was confirmed by a municipal official on Friday.

Engelbert Apostol, at the helm of the Public Affairs and Information Service Department (PAISD), said the incident happened around 10:09 p.m. at a construction site situated within the Civic Center B Building.

Director BGen. Nicolas Torre 3rd of the Quezon City Police District (QCPD) promptly dispatched a team of investigators to the location. He instructed them to collaborate closely with local government authorities concerned, focusing on potential violations of building codes.

“We will ascertain the specifics during the investigative process; however, it is certain that someone will be held responsible, whether under criminal or civil terms,” he stated during an interaction with journalists.

According to preliminary accounts from the Bureau of Fire Protection, the sole fatality became trapped amidst the fallen wall. Rescue efforts succeeded in extracting the individual from the debris. He was swiftly transported to the nearest medical facility, where regrettably, he succumbed to his injuries during treatment.

Apostol emphasized that the engineering department, in conjunction with the QCPD, will conduct a comprehensive inquiry. The collapsed wall was situated in proximity to the intended location of a scenic elevator, as per Apostol.

“Our current priority is to promptly administer appropriate medical care to the injured construction personnel,” declared Apostol. He added that an official report from City Hall detailing the incident would be issued within the day. (ai/mnm)

The Professional Regulation Commission (PRC) has made public the results of the August 2023 Medical Technologists Licensure Examination, revealing that 73.73 percent, or 3,982 out of 5,401 examinees, have achieved passing scores.

Sam Jeffrey Bitao Tiongco, hailing from Saint Louis University (SLU) in Baguio City, achieved the highest rank in the exam with an impressive score of 93.30 percent.

Notably, Saint Louis University stands out as the highest-performing educational institution, boasting a perfect 100 percent pass rate.

DETERMINED TO MAKE A DIFFERENCE, District Collector Maritess “Meeks” Martin has accepted her new challenge to head the Bureau of Customs – Port of Davao with much enthusiasm and full of hope that the premiere collection district in the South “will soar like an eagle.”

“We shall proceed to perform our mandate, advocating and adhering to the Five-Point Priority Programs of our respectable Commissioner Bienvenido Y. Rubio with even more resilience, carrying out additional tasks to protect our port from all forms of smuggling, enhance revenue collection effort, coupled with goodwill and rapport with each other and our stakeholders,” Collector Martin declared in her inaugural message.

There’s no doubt about that as Collector Meeks — as Martin is fondly called — successfully steered the BOC Port of Subic for several years by consistently exceeding its monthly collection target.

To recall, despite the sluggish import and export activities due to inflation and the continuing Ukraine-Russia crisis, the BOC-POS under her guidance and leadership has posted an annual collection of more than P48 billion, exceeding its 2022 annual collection target by at least P7.1 billion.

Last February, Martin attended the Asia-Pacific Economic Cooperation (APEC) Network of Anti-Corruption Authorities and Law Enforcement Agencies Meeting hosted by the United States held in Palm Springs, California.

She was also among the select BOC delegates who attended the Feb. 14-21 meeting of APEC for this year. 

Although her transfer to the Port of Manila (POM) came as an unexpected surprise, Collector Meeks gracefully assumed her new assignment as district collector of the national capital region’s premier port on May 15, 2023.

But barely had she warmed her seat at the POM, she was again transferred to the Port of Davao and last Monday, August 14, Collector Meeks formally assumed the position of district collector of the BOC Port of Davao.

Amidst an atmosphere of anticipation and renewed enthusiasm, Collector Martin underscored her commitment to steering the port toward greater efficiency, collaboration, and community engagement.

Under Coll. Martin’s leadership, the Bureau of Customs – Port of Davao is expected to soar like an eagle and continue its pivotal role in promoting efficient trade operations, revenue generation, and fostering collaboration among stakeholders while ensuring robust border protection measures. MANILA — As the 2023 FIBA World Cup looms just nine days away, Filipino basketball enthusiasts are eagerly anticipating the announcement of the final 12 players selected for Gilas Pilipinas. The tension builds as basketball aficionados wonder who will secure a coveted spot and who will be left out from the remaining pool members.

Acknowledging the mounting curiosity of the public, Al Panlilio, the President of the Samahang Basketbol ng Pilipinas (SBP), expressed his awareness of the fans’ eagerness to learn about the lineup for the global basketball spectacle.

Panlilio pointed out that the ultimate composition of the national team’s roster will be solidified through the squad’s upcoming three friendly matches. Coach Chot Reyes and his coaching team will make the final decisions in the upcoming week.

“From a FIBA perspective, the deadline is August 23, two days before the opening game. Team managers will convene to declare the lineup,” Panlilio explained.

He admitted, “Although other countries might have finalized their selections, it’s a challenging task for the coaches. I believe the next three friendly games will provide the clarity needed for the final 12.”

Following the recent China pocket tournament where Gilas faced Senegal and Iran Team B twice, the Philippine team engaged in a series of closed-door practice sessions over the past week. Notably, Utah Jazz standout Jordan Clarkson joined the training sessions.

In a positive turn of events, Scottie Thompson, the reigning PBA Most Valuable Player, has rejoined the team practice after recovering from a metacarpal fracture in his shooting hand. The injury was sustained a month ago during Gilas’ training camp in Europe.

Gilas’ final three friendly matches include games against Ivory Coast on Friday, Montenegro on the upcoming Sunday, and Mexico on the following Monday.

Reyes had previously mentioned that these friendly matches were strategically arranged to replicate the styles of the foreign national teams they will encounter during the group stage of the FIBA World Cup.

The Philippines is scheduled to face the Dominican Republic, led by NBA star Karl-Anthony Towns, on the opening night of August 25. Subsequent matchups include facing African powerhouse Angola on August 27, followed by a closing preliminary round game against the 10th-ranked Italy on August 29.

MANILA — The Supreme Court has taken action against five attorneys for making discriminatory comments related to the LGBTQ+ community on their social media profiles.

In a 26-page unanimous ruling, the high court rebuked lawyers Morgan Rosales Nicanor, Joseph Marion Peña Navarrete, Noel Antay Jr., and Israel Calderon. Additionally, lawyer Ernesto Tabujara 3rd was fined P25,000, all due to their infringement of Rule 7.03 of the Code of Professional Responsibility.

Furthermore, the Court issued a stern warning, indicating that if a similar violation is repeated, it will be met with more severe consequences.

On June 29, 2021, the Supreme Court proactively resolved to inquire about Antay, Tabujara, Calderon, Nicanor, and Navarrete’s reasons for not facing administrative charges for their specific Facebook posts.

Antay initiated a Facebook discussion with a post detailing his involvement in the prosecution and conviction of an LGBTA community member for significant fraud. The newly convicted individual then verbally attacked him, accusing him of being intolerant. Antay narrated, “A judge (who appears effeminate) came to my defense and cautioned the felon to behave. Just another day at work.”

Subsequently, Tabujara commented, inquiring about the identity of the judge, making a remark about the judge’s appearance during hearings. He later joked about lawyers claiming that on a certain floor of a courthouse, “insane” judges resided on the second floor, while those downstairs were gay and corrupt individuals.

Calderon responded to Antay’s post by saying, “Maybe he fancies you,” and later added, “He recognized your intelligence and good looks, yet you still managed to convict him. Since he couldn’t have you, he became irritated. Just kidding.”

Nicanor concurred, commenting, “(I think he likes you, boss. Hehehe),” to which Tabujara responded, “You should have pinched him! Just kidding!”

Navarrete joined the conversation, recounting a memory related to Nicanor’s client and an incident involving a certain judge. He mentioned how Nicanor looked at the judge’s client.

In the August 31, 2022, Report and Recommendation, the Office of the Bar Confidant (OBC) suggested that the lawyers be reprimanded due to their comments targeting LGBTQIA+ community members and judges. The OBC emphasized that even though no names were explicitly mentioned, the lawyers’ statements were derogatory and disgraceful, in violation of the conduct expected from legal professionals. The OBC recommended admonition as the penalty, considering the lawyers’ apologies and apparent remorse.

The Supreme Court found the five lawyers accountable for their statements. It addressed the issue of the lawyers’ privacy rights in relation to their online activities, stating that such rights are restricted, especially when dealing with social media. The Court reiterated that setting Facebook posts as viewable by “Friends” only does not guarantee complete protection from other users’ scrutiny. Consequently, the Court dismissed Antay’s claim of privacy rights regarding his post. (ai/mnm)

ILOILO CITY – Nathaniel Balajadia spearheaded the winners in the arnis competition after ruling the men’s non-traditional single weapon event in the Air Force bracket of the Reserve Officers’ Training Corps (ROTC) Games Visayas Leg on Thursday, Aug. 17, at SM Iloilo.

Representing West Visayas State University-Main, the 20-year-old Balajadia outshone Lenar John Avance and Renato Aguado Jr. to capture the gold medal.

Balajadia, also a two-time Palarong Pambansa medalist, hopes to continue reaping rewards since starting the sport when he was seven years old.

Joining Balajadia on the podium were Marcel John Judicpa, who ruled the Army Bracket; and RJ Mahinay in the Navy division.

Judicpa defeated Capiz State University’s John Mike Frial and Cebu Technological University’s Meg Ryan Gutierrez.

Winning in the distaff side were Roperly Mae Bangero, Jazzel Joan Agacia, and Kyla Omega Dela Torre in their respective brackets.

MANILA – The Philippine soft tennis team will fly to Sunchang, South Korea next week for a 15-day training camp and a tournament as final preparation for the 19th Asian Games.

The squad composed of siblings Bien Zoleta Mañalac and Bambi Zoleta, Princess Catindig, Christy Sañosa, Vivienica Bejosano, Joseph Arcilla, Dheo Talatayod, Samuel Nuguit and Adjuthor Moralde, and coaches Michael Jose Enriquez, Josephine Paguyo and Divina Escala are scheduled to leave on Aug. 23.

“It’s important for the team to train again in Sunchang, Korea to get additional knowledge and new techniques,” Escala told the Philippine News Agency (PNA) on Thursday.

“Right now, they have no idea what challenge they will face in the upcoming Hangzhou Asian Games. The team’s goal is to become aware and have a clear view or vision of their skills and game against top teams such as Korea, Japan, Chinese Taipei and China. We only need to get past one of those teams and we will have a clear chance for a medal,” added Escala, who won the team bronze medal in the 2011 Southeast Asian Games in Palembang, Indonesia.

The nationals pocketed seven medals at the Nonghyup Bank Korea Cup in Incheon City last June, three bronzes coming from the mixed doubles (Bien Zoleta and Talatayod), men’s singles (Arcilla) and men’s team event (Talatayod, Arcilla, Nuguit and Ryan Carpio) in the main draw.

In the Challenge Round, the Filipinos secured gold medals in the men’s singles (Nuguit), women’s singles (Sañosa), mixed doubles (Bejosano and Cambodian John Mada) and women’s team (Zoleta, Catindig, Sañosa, Bejosano and Bea Ebriega), while Catindig got a bronze medal in the mixed doubles with Polish Franciszek Sliwa.

At the Cambodia SEA Games in May, the Nationals won five medals, including three golds courtesy of Arcilla (singles), Bien Zoleta and Catindig (doubles) and the team of Catindig, Virvien Bejosano, Fatima Amirul, Bien and Bambi.

Bambi also won the singles silver while the team of Arcilla,Talatayod, Mark Anthony Alcoseba, Nuguit, Moralde and George Patrick Mendoza pocketed the bronze.

“The Philippines is always a quarterfinalist in the Asian Games, hopefully we can make history and bring home the medal in Hanghzhou. With their experiences at the Cambodia SEA Games, hopefully in this last stretch, the maturity of the players’ game will emerge,” said Escala, who bagged the doubles bronze medal with Bien Zoleta in the 2008 Asian Soft Tennis Championships.

The team’s impressive performance in Cambodia was a result of a technical exchange program with the Korea Soft Tennis Association, which sent the Korea Daegu Bank team to the Philippines.

The Asian Games will take place from Sept. 23 to Oct. 8, while the soft tennis competition will be held from Oct. 3-4 (team event), Oct. 5 (doubles) and Oct. 6-7 (singles) at the Hangzhou Olympic Tennis Center.

LAOAG CITY – When taekwondo jin Miravelle Aguinaldo Millet, 14, from Barangay Nangalisan, this city decided to open their gate for neighborhood children to play, little did she know that she had been helping them build their character.

For seven days in a row now, at least 10 children aged 5 to 11 from the neighborhood have been learning basic taekwondo moves at Millet home’s front yard where they usually gather from 8 a.m. to 10  a.m. everyday. Their free training will end on Aug. 27 in time for the opening of classes.

Miravelle’s father, Oliver said, “some of the kids had been peeping through their gate as her daughter trains with a fellow athlete from Apayao province for a tournament.”

After the tournament, Miravelle let the kids train with her inside their home for free and they gladly welcomed it.

“Mira (as fondly called by her family) used to be shy, playing by herself inside our home. Now, she’s learning to socialize with the other kids around for the love of sports,” he added.

As an elder sister to Orievell, who was born with Down syndrome, Miravelle keeps her bond with her little sister by reading a book or coloring. Sometimes, she also joins her father when the latter goes out to deliver solar lights to clients.

The older Millet said he is thankful for having a daughter like Miravelle, who thinks and acts more mature than her age.

Growing up in a digital world, most kids these days are dragged into gadgets within the comfort of their homes with limited outdoor activities, according to Millet.

For Miravelle, taekwondo is not just for defense or simply entertainment but more so for building one’s character which is needed in 21st-century learning.

As an incoming Grade 9 pupil of the Ilocos Norte National High School-Special Science Class, Miravelle dreams of sharing her talent and skill, one child at a time. (PNA)

LONDON – Scientists have called for people in the United Kingdom (UK) to wear face masks again amid a worrying new coronavirus disease 2019 (Covid-19) variant “mutation.”

They expressed concern over a subvariant of Omicron, “Eris,” which now accounts for one in 10 cases in the UK.

The number of people diagnosed with the virus jumped from an estimated 3.3 per 100,000 to 7.2 in the space of less than a month, the Mirror reported Wednesday.

A new sub-strain referred to as “BA.6” has also caused worry, although it has only been found in Denmark and Israel for now.

Trisha Greenhalgh, a primary healthcare expert at the University of Oxford, urged people to wear masks again.

“My various science WhatsApp groups are buzzing. Genetic lineage clips and diagrams flying back and forth. I understand little of the detail, but it looks like it’s once again time to mask up,” she said on X, formerly known as Twitter.

Prof. Christina Pagel from University College London also said the sub-strain had the potential to cause “a big wave.”

The variant has a “lot of new mutations that makes it (very) different to previous Omicron strains,” she said on X.

Additionally, in an opinion piece published this week in the British Medical Journal, Pagel said “it is reasonably certain that we have entered another Covid-19 wave.” (Anadolu) 

MANILA – Both the local stock market and the currency closed weaker on Thursday as the United States Federal Reserve mulled increasing interest rates anew.

The Philippine Stock Exchange index (PSEi) ended in the red territory, down by 45.12 points to 6,364.97.

Philstocks Financial, Inc. research and engagement officer Mikhail Plopenio said the local bourse was pulled down to 6,300 level “due to negative spillovers from the Wall Street amid hawkish statements from the Federal Reserve.”

“The Fed in their latest minutes of the meeting stated that further monetary tightening could be necessary amid perceived inflation risks,” Plopenio said.

All shares at the PSE likewise declined by 16.61 points to 3,409.80.

Among sectors, only shares of Services closed in positive territory, slightly increasing by 4.08 points.

The biggest drop came from Holding Firms, down by 99.90 points; followed by Mining and Oil, down by 91.87 points; Industrial, down by 75.32 points; Financials, down by 4.33 points; and Property, down by 3.89 points.

It opened the day strong at 56.67 compared to the previous day’s kick off at 56.80.

The peso and the dollar traded between a low of 56.77 and a high of 56.81.

Weighted average for the day settled at 56.68 to the greenback.

MANILA – A group of devotees of the Black Nazarene on Thursday filed charges against drag artist Pura Luka Vega over his controversial act.

In a joint affidavit-complaint filed at the City Prosecutor Office of Manila, members of the Hijos Del Nazareno (HDN) accused Vega (Amadeus Fernando Pagente in real life) of violating the Revised Penal Code and the Cybercrime Prevention Act.

“Pura Luka Vega’s unabated sacrilege consisting of blasphemy (verbal) and desecration (physical) acts committed and perpetrated through and with the use of information and communications technologies, having been posted by him online and shared and reposted by netizens, therefore available to the public, and unremorseful attitude insults our faith and strongly offends our religion in clear violation of (the law),” they said.

The petitioners noted that Vega committed acts that “offend any race or religion”, and “are contrary to law, public order, morals, and good customs” that are prohibited in the Revised Penal Code.

They added that such crimes were committed “through and with the use of information and communications technologies” as provided under the Cybercrime Prevention Act.

“As a Catholic congregation and devotees of the Black Nazarene, Pura Luka Vega’s acts and actuations constitute a direct attack on our Lord, our God and savior, Jesus Christ. His acts cut painfully deep right into the core of our faith and belief, painfully wounding us spiritually, morally, and mentally,” they said.

The group added that “an attack on our God is a direct attack on our faith and on our being”.

In July, Vega’s performance went viral, where he was seen wearing a makeup and costume resembling Jesus Christ.

The video also showed that he was jamming with a crowd to the popular Catholic liturgical song “Ama Namin” (The Lord’s Prayer).

The HDN also alleged that Vega has been impersonating and mimicking Jesus Christ and ridiculing Catholic religious practices since 2021.

They pointed at a social media post where he is critiquing a “host” and committed blasphemy by printing and selling online shirts using the same colors as that of the Black Nazarene.

The HDN is a lay organization recognized by the Quiapo Church, whose members are serving and assisting the parish in all its activities, on behalf of the devotees of the Black Nazarene. (PNA)

MANILA – An official of the Technical Education and Skills Development Authority (TESDA) on Thursday said the agency has shifted its focus on higher TVET (technical and vocational education and training) as well as adopting the best practices of other countries.

“We are aggressively focusing on the needs of the industry — the digital revolutions. So, we are offering higher courses. We have already introduced cyber security, robotics, and smart healthcare,” TESDA Deputy Director General Aniceto “John” Bertiz III said in a public briefing.

“TESDA is now focusing on high technical training, and adopting the best practices of other countries. Mutual recognition of assessment and certification of other countries are also being adopted,” he added,

As example, Bertiz cited Singapore which introduces technical education to the youth, to help them decide whether to pursue this path.

” Their (students’) iPad and gadget are not only for gaming, but they could actually use these as learning tools to develop their skills,” he said.

Reports said the Department of Budget and Management has allocated PHP3.4 billion for free TVET in 2024.

Bertiz said this is a huge help due to the growing number of graduates.

There were 1.2 million TESDA trainees who graduated in 2022, and TESDA is targeting 1.8 million enrollees for its various skills training courses and programs this year.

“We really need additional funds to cater to the growing number of enrollees. This could also help us develop more high-skills training geared towards the fourth industrial revolution, future skills and technologies,” he said, adding that TESDA is also upgrading its provincial training services.

The agency has been prioritizing marginalized sectors in terms of providing TVET in coordination with local government units of various provinces.

TESDA has also been partnering with industries to help the agency in crafting the courses as well as for the apprenticeship of its students.

“It’s very important to strengthen the TVET system. Most of the industries now are coordinating with TESDA and they share their latest training regulations. These are modules being adopted by TESDA based on industry demand,” Bertiz said. (PNA)

MANILA – The House Committee on Appropriations on Thursday ended the budget briefing on the proposed PHP209.92-billion appropriation of the Department of Social Welfare and Development (DSWD) and its attached agencies for 2024.

During the budget briefing, Committee Vice Chairperson Jocelyn Sy Limkaichong underscored the importance of social services and capacity building in protecting the marginalized sector.

She said Congress aims to address the needs of the public without compromising fiscal prudence.

Limkaichong, who would defend the DSWD budget at the plenary, said she would look into a budget increase for the agency if deemed necessary.

Several House members expressed support for the DSWD, as well as for the augmentation of its 2024 budget so that more Filipinos can benefit from the agency’s social services and programs.

DSWD Secretary Rex Gatchalian, who served as a former Valenzuela representative, assured lawmakers that the agency is dedicated to promoting social welfare empowerment and social protection for all Filipinos.

He said the DSWD initiatives are geared at “fostering a society where every individual, regardless of his or her circumstances, can thrive and contribute to the betterment of our nation.”

Gatchalian said the bulk of the agency’s budget is allotted for maintenance and other operating expenses (MOOE) at PHP196.3 billion, which would finance the social pension and the Philippine Food Stamp Program.

He said the Walang Gutom 2027: Food Stamp Program aims to decrease the incidence of involuntary hunger experienced by low-income households and make them productive citizens of the country.

Through a whole-of-nation approach, he said, the program aims to provide monetary-based assistance in the form of an electronic benefit transfer (EBT) card that will be loaded with food credits amounting to PHP3,000 to buy a select list of food commodities from partner merchant stores.

At least 3,000 households who belong to the lowest income decile shall be selected for the pilot implementation.

Gatchalian reported that the agency will also be implementing new programs, such as the Tara, BASA! Tutoring Program, and OPLAN Pag-Abot for the homeless.

“We, in DSWD, remain steadfast in our mission to uplift the lives of those who are most in need. We recognize that our responsibilities extend far beyond the confines of a fiscal year or a budgetary cycle. MANILA – The Department of Transportation (DOTr) sees large-scale infrastructure projects thriving under the “efficiency and flexibility” of its partners in the private sector.

In his message during the contract signing of four of the DOTr’s Infrastructure Flagship Projects’ (IFP) consultancy services, DOTr Secretary Jaime Bautista said the private sector’s expertise in transportation planning, architecture, landscape architecture, civil engineering, and other aspects will be relied upon by the government.

“Pursuant to (President Ferdinand R. Marcos Jr.’s) directive, the DOTr is working full speed and is commencing the feasibility studies of four IFPs,” Bautista said.

The four contracts signed involve consultancy services with the Public-Private Partnership Center, Deloitte Touche Tohmatsu, Isla Lipana & Co (PwC Philippines), and SyCip Gorres Velayo & Company (SGV) for the Cebu Bus Rapid Transit (BRT) operations and maintenance, and feasibility studies for the NCR EDSA Busway, Manila Bay-Pasig River-Laguna Lake Ferry System (MAPALLA) and North Long Haul Inter-Regional Railway (North Railway).

The North Railway is a planned 800-kilometer railway that will revive the legacy railway to Ilocos and Cagayan Valley, linking the economic centers in Luzon’s northern and northeastern parts.

The MAPALLA, meanwhile, is a ferry system that will rehabilitate and expand the Pasig River Ferry to allow for improved and higher frequency services that will serve the National Capital Region (NCR) and neighboring provinces including Bulacan, Cavite, Laguna, and Rizal.

“The ferry system will feature low-carbon ferries servicing tens of thousands of passengers daily,” Bautista said.

Meanwhile, the EDSA Busway plans to improve the existing EDSA Carousel by addressing the high demand for transportation through increasing capacity and service reliability.

“The project may also involve the introduction of electric buses, reducing the carbon emissions along heavily trafficked corridors of Metro Manila,”the DOTr chief said.

On the other hand, the Cebu BRT is a 13.18-kilometer bus lane in Cebu stretching from Mambaling to Cebu IT Park.

Once completed, it is expected to serve up to 160,000 passengers per day. (PNA)

SMC Infrastructure says it is ready to implement the government’s renewed push for a cashless and contactless payment system along expressways. This is in line with its commitment to provide seamless travel and enhance the experience for millions of motorists utilizing the road networks it operates.

The Department of Transportation (DOTr), through its Toll Regulatory Board (TRB), will conduct a dry run starting Friday, Sept. 1 to test the readiness of concessionaires for a smooth and efficient reimplementation of the program.

“We support the DOTr’s and the TRB’s move to make toll collection purely cashless. We believe this move will significantly reduce traffic congestion and waiting times at toll plazas and contribute to a smoother and safer travel experience,” said SMC President and CEO Ramon S Ang.

The infrastructure unit of San Miguel Corporation, which operates several toll expressways in Luzon, said it has begun transitioning mixed lanes—or cash-accepting lanes—at select toll plazas and exits, to allow for only cashless transactions.

“Our teams are already installing and calibrating RFID scanners and related equipment. We will do everything necessary to ensure that the implementation will go smoothly. If in the course of the dry run period, any adjustments have to be made, we will also be ready,” Ang continued.

Under the TRB-directed dry run, only vehicles with an active Autosweep RFID account will be allowed along SMC’s toll expressways, namely the South Luzon Expressway (SLEX) Southern Tagalog Arterial Road (STAR), Skyway at-grade and Skyways 1,2,3; the NAIA Expressway, and the Tarlac-Pangasinan-La Union Expressway (TPLEX).

Motorists without an active RFID sticker will still be allowed to pass, but toll personnel will install an RFID sticker on their vehicle so they can exit at the electronic toll collection (ETC) lane toward their destination.

Toll personnel will only take a photo of the vehicle license plate and secure the motorist’s mobile phone number. Motorists will then need to complete the registration process by supplying other essential information at the Autosweep RFID website.

Ang meanwhile assured motorists that the Autosweep RFID remains a safe, secure, and efficient electronic toll collection system, and its customer service hotline is open daily to help address motorists’ concerns.

“Our motorists can always reach out to our customer service team to deal with any concern they have regarding their Autosweep accounts. We appeal to our motorists to report any problems they encounter to our help desk, immediately,” Ang said.

Loading an Autosweep RFID account has also been made easier, more convenient, and widely available. It is a registered vendor at major banks such as Bank of Commerce, and their respective online and electronic banking facilities. E-wallets can also be used to reload the Autosweep RFID account, as well as the payment facilities of major convenience stores nationwide.

Replacement of malfunctioning RFID stickers will remain free of charge as part of Autosweep’s commitment to supporting the full cashless transaction program of the TRB, Ang added.

Meanwhile, motorists who will refuse the installation of RFID stickers on their vehicles will have their license plates recorded and tagged and may be issued violation tickets for obstructing traffic.

DOTR’s Department Order 2020-012 issued in August 2020 mandated toll road concession holders to implement a cashless or contactless toll collection system to prevent the spread of COVID-19 virus and speed up traffic flow at the facilities, using as a legal basis Republic Act No. 11469 or the Bayanihan to Heal as One Act and RA No. 8792 or the Electronic Commerce Act, respectively.

A subsequent addendum to the order issued in January 2021 instituted a transition period to the full cashless transaction program, with cash-accepting lanes maintained at toll plazas and exits.
