MANILA — Meralco head coach Luigi Trillo expressed his full confidence in Tim Cone, the interim coach of Gilas, for jthe nationals’ upcoming second stint in the Asian Games in Hangzhou, China.

The 2023 Asiad is set to begin on Saturday, September 23, 2023 and ends on October 8.

Trillo, who once served as Cone’s assistant during their successful tenure at Alaska from 2000 to 2011, where they clinched four PBA titles, is well-acquainted with Cone’s coaching philosophy.

Trillo fondly recalls Cone’s previous experience coaching at the Asian Games in 1998 when the Philippines, then represented by the Centennial team, secured a bronze medal.

He vividly remembers facing China and Korea, two teams with distinct playing styles and tempos. In the quarterfinals, they fell to Korea, 103-83, and subsequently lost to the formidable Chinese team, 92-83, in the semifinals.

However, Cone and the Philippines rebounded in the bronze medal game, triumphing over Kazakhstan to secure the third-place finish.

Trillo is convinced that Cone will be even better prepared this time around. Despite potential time constraints and personnel challenges, Cone’s exposure to international games during the last World Cup has enhanced his familiarity with the nuances and rhythm of international competition, especially the frequent back-to-back games.

With decades of involvement in the sport, Trillo emphasizes the significance of team cohesion for success.

He stresses the importance of not relying solely on a single player and highlights the need for adaptability in terms of adjusting to the pace and size of different opponent teams.

Furthermore, Trillo acknowledges the significance of the return of Calvin Abueva and Terrence Romeo to the Gilas squad, believing their presence will be a substantial asset.

ILOILO CITY — If the mainstream media is called the Fourth Estate, then the social media can be considered the Fifth Estate?

This question cropped up after the launching on Saturday of the Iloilo Media-Citizen Council that aims to support journalists and vloggers in content creation and in fighting disinformation.

Francis Allan Angelo, interim chairperson of the Iloilo Media-Citizen Council, disclosed that vloggers are part of the council and helped craft the Western Visayas Journalists’ Guide which will be released in a month’s time.

“It is important that we have to update these guidelines because we are seeing a lot of developments, we are seeing a lot of practitioners. We are not limited to traditional media organizations that we know,” Angelo said.

He reasoned out that including vloggers and other content creators in the discussion of the media-citizen council could help their sector and show what best media practices they could adapt.

The Iloilo Media-Citizen Council chairperson pointed out that the media guide would include the use of digital media tools and how it could be best used in reportage.

Angelo is also editor-in-chief of the Iloilo City-based Daily Guardian.

According to Wikipedia, the first estate was the clergy, the second estate was the nobility, the third estate was the commoners and bourgeois, and the fourth estate was the press.

The first three estates were established in the French Revolution, while the fourth estate was a term first coined in the early to mid-1800s.

During those times, no one has imagined of a social media where every Tom, Dick and Harry can be a blogger or vlogger. (ai/mnm)

In a recent development, the Land Bank of the Philippines, a government-owned institution, has successfully transmitted its required contribution to the Bureau of the Treasury (BTr) to establish the MIF, which marks the country’s inaugural sovereign wealth fund.

Pursuant to Republic Act No. 11954, the Landbank’s contribution of P50 billion was made to the Maharlika Investment Corporation (MIC), a government-owned entity designated to oversee the MIF.

This remittance by the state-owned bank occurred several months following an announcement by Finance Secretary Benjamin Diokno, who also chairs the Landbank, revealing the approval of the P50 billion investment in the MIC by the bank’s board.

Diokno was quoted as stating that Landbank’s P50 billion investment in the MIF was officially settled with the BTr on Thursday, September 14, 2023, coinciding with the enactment of the MIF enabling law and the issuance of its Implementing Rules and Regulations (IRR) by the BTr.

Adding to this significant development, the MIF’s operationalization before the year’s end received an additional boost through fresh funding from the Development Bank of the Philippines (DBP), another government-owned institution.

DBP’s President and CEO, Michael de Jesus, confirmed the remittance of their mandatory P25 billion contribution to the BTr, solidifying the establishment of the MIF as the country’s inaugural sovereign wealth fund.

This announcement by DBP followed closely after the Land Bank of the Philippines’ declaration of its P50 billion remittance to the Treasury, in accordance with Republic Act No. 11954 and the creation of the MIF.

The MIC, a government-owned company, will be responsible for managing the MIF, a pool of funds drawn from state-run financial institutions.

These funds will be strategically invested in high-impact projects, real estate, and various financial instruments. (ai/mnm)

CEBU CITY — Demonstrating its growing trust and confidence in the Bureau of Customs-Port of Cebu as a hub for efficient trade operations, a big shipping company is eyeing to import electric vehicles.

This developed as the BOC Port of Cebu under the leadership of District Collector Atty. Ricardo “Ricky” Uy Morales II, CESE, reaffirmed its commitment to boost revenue collection and trade facilitation during a productive meeting with Lucio E. Lim Jr., president of Lite Shipping Corporation.

“Cebu’s strategic location partnered with our commitment to provide seamless and efficient customs processes make us the ideal choice of businesses seeking to expand their operations. Cebu is well-positioned to become a hub for trade and innovation, and we welcome Lite Shipping Corporation’s initiative to import electric vehicles through the Port of Cebu,” Morales II said.

Lite Shipping Corporation is a Cebu City-based shipping line that operates the Lite Ferries, a brand consisting of a fleet of more than 20 ships which has routes to the ports of Pulauan (Dapitan), Dipolog, Larena (Siquijor), Mandaue, Ormoc, Naval (Biliran), Plaridel (Misamis Occidental), Samboan, Oslob, San Carlos (Negros Occidental), Sibulan (Negros Oriental), Tagbilaran, Toledo, Cagayan de Oro, Jagna, Tubigon, Dumaguete, Nasipit (Agusan del Norte), Bogo Calbayog and Lipata (Surigao).

“We are dedicated to ensuring that this partnership is not only successful but contributes significantly to our region’s economic growth,” Morales II stressed.

The meeting, held last September 11, was also attended by Deputy Collector for Operations Atty. Vicente Andrew M. Espina, Land Transportation Office (LTO) Assistant Regional Director Engr. Arturo Roque Apolinar, and Alin Group of Companies president Israel D. Alin.

Morales II — Collector Ricky as he is fondly called by Cebu Customs stakeholders — was appointed as Collector of Customs VI by President Ferdinand “Bongbong” Romualdez Marcos Jr. last June 5.

During the meeting, Morales II also highlighted the Cebu Port’s ongoing marketing efforts to boost revenue collection, bolster trade relations and elevate the Port of Cebu’s status as a central gateway for commerce in the Visayas and Mindanao regions. (ai/mnm)

MANILA – The Western Command (Wescom) expressed deep concern on Saturday regarding the increased presence of Chinese maritime militia vessels and a significant case of coral harvesting at Rozul (Iroquois) Reef. This reef is situated within the Philippines’ exclusive economic zone and continental shelf.

During a weekly news forum held in Quezon City, Vice Admiral Albert Carlos, the commander of Wescom, reported a troubling “resurgence” of swarming incidents in the West Philippine Sea (WPS). He pointed out that as of September 15, approximately 40 Chinese fishing vessels (CFVs) were spotted near Rozul Reef, located south of Recto Bank. This figure represents an increase compared to the 33 vessels seen on August 24 and the 24 observed on September 7.

Swarming activities were also detected at Escoda (Sabina) Shoal, where five CFVs were observed, and at Baragatan (Nares) Bank, with two CFVs, according to a Wescom news release on September 14.

Carlos assured that the Philippine Navy (PN) and the Bureau of Fisheries and Aquatic Resources (BFAR) vessels were also present in the area, stating, “But the good news is we also have our presence there.” He emphasized that efforts were underway to address the issue of swarming.

Coral harvesting came into focus as Carlos noted that PN divers conducted an “underwater survey” in July within the swarming area and reported the absence of corals at Rozul Reef. The military is collaborating with scientists and experts to assess the area more comprehensively. Their aim is to confirm the divers’ findings regarding recent extensive coral harvesting.

Carlos explained, “We are not drawing any conclusions at this time. It’s a work in progress, but we want to report on the situation of coral harvesting in the area where these vessels were seen loitering and swarming.”

Despite recent incidents, Carlos stressed the government’s commitment to “maintain peace and prevent miscalculations” in the WPS. He assured an increased military presence in Philippine waters.

Carlos emphasized, “The presence of Chinese vessels is already alarming because we hold sovereign rights in our exclusive economic zone. Regarding the coral harvesting issue, it’s currently based on suspicion. We are not asserting that they are harvesting our corals, but we suspect that someone is. This would constitute a violation of our sovereign rights. We are the sole entities entitled to exploit resources in the West Philippine Sea.”

He added, “For the Western Command, this is concerning because it might give the impression that we are neglecting our duty to protect our territory and the resources of our exclusive economic zone. Therefore, we are redoubling our efforts by increasing our presence in the region. It’s crucial that we enhance our presence there.”

Regarding joint patrols, Carlos mentioned that the government is carefully considering offers from other nations to conduct joint patrols alongside Philippine forces. Presently, the military conducts unilateral maritime patrols in the WPS, which are jointly carried out with the Philippine Coast Guard and the BFAR, without foreign involvement.

Carlos noted, “We are in discussions with any parties willing to assist us, those who share our goal of establishing a rules-based international order. We are evaluating all offers that are on the table.” He emphasized that while the Philippines appreciates other nations’ willingness to assist, there has been no directive to engage in joint patrols with foreign nations.

Fuel costs are anticipated to surge anew significantly in the coming week.

As such, motorists should prepare for yet another consecutive week of price hikes at the gas pump, with gasoline experiencing its 10th consecutive week of increases and diesel and kerosene facing their 11th straight week of adjustments.

Referring to the four-day Mean of Platts Singapore (MOPS) trading data from September 11 to 14, Rodela Romero, Assistant Director of the Department of Energy-Oil Industry Management Bureau, has outlined the projected price increments for fuel next week as follows:

Gasoline: An increase of P1.15 to P1.35 per liter.
Diesel: An increase of P1.80 to P2.00 per liter.
Kerosene: An increase of P1.70 to P1.90 per liter.
Additionally, an insider in the oil industry has informed GMA News Online that diesel prices could potentially rise by P1.90 to P2.20 per liter, while gasoline prices may see an uptick of P1.30 to P1.60 per liter.

It’s important to note that MOPS serves as the pricing benchmark for refined petroleum products in Southeast Asia.

At certain gas stations along South Luzon Expressway, premium gasoline now sells at as high as P72 to a liter, unleaded at P69, and diesel at P66. (ai/mnm)

General Romeo Brawner Jr., the Chief of the Armed Forces of the Philippines (AFP), announced on Thursday that several countries, in addition to the United States, have indicated their desire to participate in joint maritime operations in the West Philippine Sea (WPS).

“Certainly, this is part of our strategy, and presently, we are actively collaborating with other nations that have shown keen interest in joining us for these joint operations.” He went on to say, “Apart from the US, multiple countries have conveyed their intent to take part in these joint endeavors,” Brawner said.

For Brawner, this growing international interest is “a highly positive sign” for the Philippines, underscoring the presence of like-minded nations committed to upholding a rules-based global order and ensuring security in the Indo-Pacific region.

Joint Patrols with the United States

Admiral John Aquilino, commander of the US Indo-Pacific Command, confirmed that the US and the Philippines have already conducted their first joint maritime patrol. He remarked, “Under the banner of joint patrols, we recently executed the first operation on September 4th, which was meticulously planned and executed by General Brawner’s team with approval from our leaders.” He added, “We will continue these efforts for the long term to safeguard freedom of navigation in both the seas and airspace, enabling peace and prosperity for all nations in the region.”

On the previous day, Defense Secretary Gilberto Teodoro Jr. emphasized the significance of alliances with like-minded countries in response to “evolving threats” in the WPS. He told reporters at the Senate, “Given the changing threat landscape and the actions of other nations in the WPS, it is imperative that we leverage our alliances, not for any other purpose, but to reinforce adherence to a rules-based international order and the United Nations Convention on the Law of the Sea (UNCLOS).”

Teodoro stressed the importance of Philippine allies in asserting the nation’s sovereignty in the WPS, saying, “Our struggle is to have our rights recognized by the entire world. Therefore, alliances with like-minded nations are crucial to having a strong, collective voice on the global stage.” (ai/mnm)

September 16, 1635, Father Pedro Chirino died in Manila

On September 16, 1635, Father Pedro Chirino, author of one of the first history books of the Philippines, died in Manila. Chirino a Jesuit missionary, wrote the Relacion de las Islas Filipinas in 1603. Having passed the censorship of vice-provincial Luis de la Puente in Villadolid, it was published in Rome in 1604.

The Relacion de las Islas Filipinas was mainly intended as a history of the missions in the islands conducted by the Jesuits, which begun in 1581. Chirino gave a full and detailed account of the missions from that time until his departure in 1602. He narrates many things of interest and importance regarding the people, their customs and character, their language and state of civilization, their religious beliefs and worship, and the results of missionary labors and influence upon them.

Much of this information is of special value as one of the earliest records regarding the Filipino peoples in their primitive condition, before they had had much contact with the white men; for the Jesuits went even beyond the outposts of Spanish civilization, among tribes who sometimes had never seen white men before.

Chirino also recorded the transition of Filipino writing from the Baybayin script to the Latin alphabet.

Chirino was born in 1557 in Osuna of Andalucia. He graduated in both civil and canon law at Sevilla, and entered the Society of Jesus at the age of 23. Having been appointed to the mission in the Filipinas in place of Father Alonso Sanchez, he arrived in Manila in 1590 together with the new governor, Gomez Perez Dasmariñas.

He acted as missionary to the Tagalogs and the Pintados, and was superior of the Jesuit colleges at Manila and Cebu. He cultivated the friendship of Esteban Rodriguez de Figueroa, whom he advised to found the college of San Ignacio and the seminary of San Jose in Manila.

On July 7, 1602, he left Cavite for Acapulco by the vessel “San Antonio” in order to take immediate action in the affairs of the mission in the Filipinas at both the royal and pontifical courts. He obtained a decree from Father General Claudius Aquaviva, by which the mission in the Filipinas was elevated to a vice-province, independent of the province of Mexico.

On July 17, 1606, he returned to Manila.

MANILA — Six individuals connected to the disappearance of cockfighting enthusiasts in Parañaque City were apprehended by members of the Criminal Investigation and Detection Group (CIDG).

During a press conference held at Camp Crame, Philippine National Police (PNP) Chief Gen. Benjamin Acorda Jr. disclosed that the arrested suspects were Julie Patidongan, also known as Dondon, Mark Carlo Zabala, Roberto Matillano Jr., Johnry Consolacion, Virgilio Bayog, and Gleer Codilla.

Their capture was the result of an operation carried out by CIDG-Calabarzon personnel in two distinct locations within Jackielou Village and Fortunata Village in the city at around 1:45 p.m. Friday

These suspects had outstanding arrest warrants for kidnapping and serious illegal detention, issued by the Manila Regional Trial Court Branch 40, in relation to the abduction of six “sabungeros” at the Manila Arena on January 13, 2022.

Additionally, two companions of the suspects, identified as Melchor Neri and Victorino Diocoso, were arrested for obstructing justice.

The arrested individuals were transported to the CIDG headquarters in Camp Crame for processing and would subsequently be transferred to its Calabarzon office.

“I hope that the apprehension of these suspects will encourage those who had initially withdrawn as witnesses to reconsider their stance. I firmly believe that our case remains robust, with sufficient evidence to pursue it even in light of some witnesses retracting their statements,” stated Acorda.

Acorda also expressed optimism that the arrest of the suspects would demonstrate the PNP’s commitment to pursuing justice in this case.

Colonel Jack Malinao, head of the CIDG Regional Field Unit 4A, explained that they were able to establish the suspects’ movements over the last three days of their nearly two-month surveillance operation. (ai/mnm)

BUSINESS and industry leaders opined on the country’s sports program to be focused on individual sports as the major sector of society met its counterpart in the sports community in a rare occasion on Friday in Quezon City.

“Let’s focus on investing in individual sports because that’s our strength. Imagine EJ Obiena, he’s been winning a lot of medals for the Philippines,” George Barcelon, president of the Philippine Chamber of Commerce and Industry, told the Pandesal Forum on Friday at the Kamuning Bakery where Philippine Olympic Committee (POC) president Rep. Abraham “Bambol” Tolentino was also one of the forum’s special guests.

“Not to forget our very own first Olympic gold medalist, weightlifter Hidilyn Diaz, she made everybody proud, and hoping we can produce a lot of them in the future,” Barcelon added.

Tolentino thanked Barcelon and his fellow business and industry leaders—Dr. Cecilio Pedro, president of the Federation of Filipino Chinese Chambers of Commerce and Industry Inc., and Sergio Ortiz Luis Jr., head of the Employers Confederation of the Philippines—who graced the forum moderated by Wilson Lee Flores.

“It’s an honor and privilege that our leaders in business and industry are supporting our athletes and our sports program in general and that their concern inspires young athletes to set higher goals,” Tolentino said.

Pedro, a staunch supporter of sports who once maintained a competitive commercial basketball, gave Tolentino a high mark for his leadership in sports.

“Sports is very important for us because it gauges the country if it’s moving forward, and I am very happy to see that somebody like EJ Obiena is in the forefront or being No. 2 in the world,” Pedro said.

“It’s because of the all-out support and leadership of our POC president, Abraham Tolentino,” Pedro said. “We are always behind him and the endeavor of our Filipino athletes.”

With the issue on the West Philippine Sea lingering in the sidelines of the 19th Asian Games that start Friday in Hangzhou, Tolentino assured the business and industry leaders that sports would be insulated in the games.

“Hopefully, the treatment of the host country [China] is good even though there’s a geopolitical issue,” Tolentino said. “I hope it won’t affect our relationship with the host country. Sports unifies all.”

Tolentino told the forum that 396 Filipino athletes are competing in Hangzhou and are inspired to surpass the four gold medals won in the 2018 edition in Indonesia
“We are hoping we do more and surpass our finish in Indonesia,” he said.

MANILA — Chavit Singson, former Ilocos Sur Governor and President Emeritus of the Philippine National Shooting Association (PNSA), has called upon the Philippine Olympic Committee (POC) and the Philippine Sports Commission (PSC) to intervene in response to what he perceives as irregular actions within the PNSA.

According to Singson, the PNSA officials bear responsibility not only for the disappearance of approximately one million pesos worth of clay shooting targets and ammunition but also for sending unqualified athletes to international competitions, including the upcoming Asian Games in Hangzhou, China.

Singson expressed his concerns during a press conference held at his guest house in Corinthians Garden, Pasig City, emphasizing the importance of uncovering the truth for the sake of fairness, justice, cooperation, and the continued development of sports. He stated, “We are seeking the assistance and support of the POC and the PSC to uncover the truth about what is happening in the PNSA. Athletes are the ones affected by this.”

One of the main issues raised by Singson is the inclusion of unqualified athletes in international competitions, such as Joaquin Ancheta, who was marked as “Did Not Finish” in two elimination tournaments and performed poorly in international events. Singson also questioned the participation of self-made multisport campaigner Richard Gomez, a congressman, who did not meet the necessary qualifications.

Singson further expressed concern about the exclusion of deserving athletes like pistol shooter Carlo Valdez, who had consistently performed well in qualifying events but was left out of the Asian Games team.

Singson and former national shooter Raul Arambulo, who exposed the missing clay targets issue, have requested assistance from the POC and the PSC to investigate the matter and ensure accountability within the PNSA. They believe that if the issues persist, it may warrant inquiries from the Senate and House of Representatives.

Arambulo mentioned that despite requesting crucial documents from the PSC for their investigation, they have not received a response, hindering their ability to file charges against those responsible within the PNSA.

In conclusion, Singson and Arambulo are advocating for transparency, accountability, and fairness in the PNSA, highlighting the importance of selecting qualified athletes for international competitions to maintain the country’s reputation on the global sports stage. They hope that the POC will consider including deserving athletes like Carlo Valdez in the Asian Games Philippine team. (ai/mnm)

File photos shows President Ferdinand R. Marcos Jr. as he visited the wake of the slain overseas Filipino worker Jullebee Cabilis Ranara in Las Piñas City on Jan. 30, 2023 to personally extend his sympathies to the bereaved family. 2023). At the wake Marcos assured Ranara’s family of assistance from the government. Also seen in photyo is OWWA Administrator Arnell Ignacio.

The Department of Foreign Affairs received information from the Kuwait Juvenile Court that the perpetrator of the Overseas Filipino Worker (OFW) Jullebee Ranara has been sentenced to 15 years in prison.

The 17-year-old suspect was sentenced to 15 years in prison for murder, with an additional year for driving without a license.

As a reminder, the culprit raped, killed, burned, and left Ranara’s body in the desert.

The government praised the Kuwait Government’s prompt response to the case.

Department of Migrant Workers (DMW) officer-in-charge Hans Leo Cacdac and Overseas Workers Welfare Administration (OWWA) Administrator Arnell Ignacio personally visited Jullebee’s family to inform them of the Kuwaiti Government’s decision to sentence the teenager who killed the OFW.

Before this, in a separate interview, Ranara’s bereaved family members shared that, in their opinion, the 15-year sentence for the teenager is not enough. According to Jullebee’s younger brother Mark Reyes, the penalty should be higher. They want to appeal it because they believe it doesn’t adequately reflect the brutality inflicted on his sister.

Meanwhile, during the latest Laging Handa Public Briefing, Foreign Affairs Usec. for Migrant Workers Affairs Eduardo de Vega mentioned that until now, the surviving family members of Jullebee have not received any compensation from her former employer.

MANILA — Climate Change Commissioner Albert Dela Cruz Sr. commends Iloilo City for its remarkable achievement and calls upon other local government units (LGUs) and their leaders to take inspiration from this success.

Iloilo City recently received international recognition as the sole Philippine city to present its local climate action at the 8th United Nations Industrial Development Organization (UNIDO) Bridge for Cities forum held in Vienna, Austria.

Commissioner Dela Cruz received reports about Iloilo City’s impressive feat, where the city’s mayor was invited to participate in this prestigious event, attended by 650 delegates from over 136 cities spanning 67 countries.

“I am delighted to have had the opportunity to showcase the initiatives undertaken by the Iloilo City government on an international platform. We demonstrated that Iloilo is at the forefront in front of mayors, ministers, governors, and administrators from around the globe,” emphasized Mayor Treñas.

During the Mayors Dialogue 2 at the forum, titled ‘Advancing Innovation and Partnerships for a Net Zero Transport,’ Iloilo City’s mayor shared the city’s inclusive and sustainable urban and industrial development initiatives as a panelist.

Reflecting on the experience, Mayor Treñas said, “As a panelist, I had the privilege to highlight the innovative programs and initiatives that make our city shine. It’s truly inspiring to witness cities worldwide collaborating to drive progress and sustainability.”

In response, Commissioner Dela Cruz expressed enthusiasm, underscoring that Iloilo City’s achievement illustrates that with determined efforts, LGUs can effectively address the adverse impacts of climate change and global warming.

“What Iloilo City has accomplished here sets a precedent for our LGUs to follow, enabling us to build resilience and sustainability. It is only through sound management and the conversion of policies into reality that we can fulfill our commitments to the 2015 Paris Agreement and assist our nation in mitigating and adapting to climate change,” he emphasized.

The remains of Ethel Ramos, affectionately known as the “Dean of Entertainment Writers,” was cremated on Thursday, with all those who cherished her and shared a close bond with her attending her final rites.

On the preceding evening, celebrities paid their respects by reminiscing about the cherished moments they had shared with this stalwart of the entertainment industry.

During the early evening Mass, Mark Bautista, Ice Seguerra, and Jamie Rivera rendered heartfelt performances for the attendees who stayed to pay their respects.

Ramos shared a deep and enduring friendship with the legendary action star Fernando Poe, Jr., and his wife Susan Roces. It is said that Ramos took Poe’s confidences to the grave, guarding his secrets steadfastly.

Poe held Ramos in such high regard that he amalgamated their names, Ronald Allan (Ronnie) and Ethelwolda, to create his moniker, Ronwaldo Reyes, when he directed many of his films.

The “Star for All Seasons,” Vilma Santos, developed a close bond with Ramos, who served as the publicist for her film, Gil Portes’ “Miss X” (1980), which was filmed in Amsterdam.

Cavite Rep. Lani Mercado expressed her gratitude for Ramos, who played a pivotal role in bringing Mercado and her husband, Senator Bong Revilla, Jr., together over three decades ago. This fateful meeting eventually led to their marriage and the formation of their family.

Ramos also bestowed Mercado with her showbiz name, transforming her from her “very holy” given name, Jesusa Victoria.

Annabelle Rama shared a longstanding friendship with Ramos, having first met her in 1969, just a year after Rama had moved to Manila from her native Cebu.

The veteran talent manager and entertainment columnist died at the age of 87, her niece Farah confirmed on Sunday, Sept. 10.

No cause of death was mentioned.

The Department of Information and Communications Technology (DICT) is taking measures to safeguard consumers by overseeing various online applications, including delivery apps, payment platforms, and e-commerce platforms like Lazada and Shopee.

This proactive approach also extends to government apps to ensure their efficiency.

To accomplish this, the DICT has introduced the Consumer Application Monitoring Systems (CAMS) platform, an initiative spearheaded by the DICT’s Cybercrime Investigation and Coordinating Center (CICC).

The CAMS platform was officially launched on September 13 at the National Cybercrime Hub in Bonifacio Global City, Taguig City.

In a statement, DICT Secretary Ivan John Uy emphasized that the CAMS platform represents a valuable opportunity for collaboration between the private sector and the government.

He remarked, “This tool will be instrumental in assessing the performance of government applications. Often, connectivity issues are wrongly attributed to poor online services when, in reality, the problems lie within the applications themselves.”

Alexander Ramos, the Executive Director of the CICC, highlighted that the CAMS platform serves as an educational tool rather than a punitive measure.

He stated, “It’s not a warning, but rather a tool. Our objective is to educate the public. We want people to understand that our aim is not to criticize or endorse any particular application. We are here to ensure that the public is aware of the options available.”

The CAMS platform empowers consumers to assess the real-time performance of various applications. Likewise, private companies and government agencies can monitor the performance of their respective applications in real time, allowing them to enhance their services as needed.

Ramos assured that the CICC will regularly release monitoring results to the public. He added, “Without a doubt, all popular apps will be subject to monitoring under the CICC’s consumer protection efforts. We will continue monitoring until the public receives the quality of service they deserve.”

The consumer monitoring systems will be implemented nationwide, covering 100 city locations, including the National Cybercrime Hub. The project is a collaborative effort with Mozark Pte Ltd., a prominent digital company with offices in both Singapore and the Philippines. (ai/mnm)

National Capital Region Police Office (NCRPO) chief Brig. Gen. Jose Melencio Nartatez issued a 10-page resolution on September 13, citing “substantial evidence” against Captains Mark Joseph Carpio and Luisito dela Cruz; Executive Master Sgt. Roberto Balais Jr.; Staff Sergeants Antonio Bugayong Jr., Gerry Maliban, and Nikko Pines Esquillon; Cpl. Edmard Jake Blanco and Pat. Benedict Mangada for their administrative liability in Baltazar’s killing.

Nartatez pointed out that the inconsistencies in the affidavits submitted by the officers during summary hearing proceedings and the one executed on the day of the incident were clear attempts to evade responsibility and accountability for their actions. Captains Carpio and dela Cruz were dismissed for serious grave neglect of duty as they did not personally supervise their team during the operation.

NCRPO spokesperson Lt. Col. Eunice Salas stated that the eight officers have 10 days to file a motion for reconsideration. If they choose not to appeal, the regional director will sign a certificate of finality, leading to their dismissal from the service. This would result in the forfeiture of their benefits, revocation of eligibility, and a perpetual disqualification from holding any other government posts. Additionally, charges for reckless imprudence resulting in homicide have been filed against the six cops.

Furthermore, Brig. Gen. Nartatez also approved the dismissal of five members of the Manila Police District (MPD) who were accused of extorting PHP40,000 from a computer shop owner in Sampaloc, Manila, in July.

Staff Sergeants Ryan Tagle Paculan and Jan Erwin Santiago Isaac, Cpl. Jonmark Gonzales Dabucol; and Patrolmen Jeremiah Sesma Pascual and Jhon Lester Reyes Pagar, all assigned to the MPD District Police Intelligence Operations Unit (DPIOU), reportedly posed as police officers conducting an operation against online gambling when they extorted money from the computer shop owner.
