Meralco must issue a written 48-hour notice to consumers before disconnection — SC

MANILA — The Supreme Court has ruled that Manila Electric Company (Meralco) is required to issue a 48-hour disconnection notice to consumers before cutting off their electric supply.

Meralco’s appeal against a Court of Appeals decision was rejected by the Supreme Court, upholding the violation of the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994 (Republic Act 7832).

The case originated from a complaint filed by Lucy Yu, who alleged that Meralco forcefully entered her office at the New Supersonic Industrial Corporation (NSIC) in Valenzuela City and disconnected the power without prior notice.

This resulted in power loss both at Yu’s residence and the NSIC factory.

In its official statement, the Supreme Court emphasized that Meralco must adhere to due process by providing a written notice to consumers at least 48 hours before disconnection.

The Court emphasized that Meralco’s failure to comply with this requirement constitutes a violation of the consumer’s right to due process.

Consequently, Meralco was presumed to have acted in bad faith during the disconnection of Yu’s electric service.

As a result of the ruling, Lucy Yu is entitled to receive compensation totaling P150,000. This includes P50,000 for temperate damages and P100,000 for exemplary damages. (ai/mtvn)

CALAPAN CITY, Oriental Mindoro — An explosion occurred at a popular Korean restaurant in this area, resulting in injuries to a minimum of 15 individuals and causing damage to two nearby establishments as well as several parked vehicles.

According to the initial police report, two individuals are in critical condition among the injured. They have been transported to the Oriental Mindoro Provincial Hospital (OMPH) and Ma. Estrella General Hospital (MEGH) for medical attention.

The incident occurred at Mr. Won’s Samgyeopsal Korean Restaurant at Xentro Mall in Barangay Lumangbayan at approximately 10:20 a.m.

MANILA — According to a recent online survey conducted by PUBLiCUS Asia, Palawan has emerged as the top choice among Filipino travelers. The survey, called Pahayag Second Quarter, revealed that 23 percent of respondents expressed their desire to visit Palawan.

Following closely behind is Baguio City, known as the country’s summer capital, which garnered 16 percent of the respondents’ preference. Cebu and Siargao tied for the third spot with nine percent each.

Interestingly, the survey also highlighted regional preferences. Cebu was the preferred destination among respondents from the Visayas region, with 21 percent expressing their interest, while Siargao garnered 13 percent of the respondents’ preference from Mindanao.

Other notable destinations mentioned in the survey include Aklan, home to Boracay Island, which received eight percent of the respondents’ interest. Batanes followed with six percent, Bohol with four percent, and Davao with three percent.

These survey results come in the wake of the Department of Tourism’s announcement of a new slogan, “LOVE The Philippines,” which replaces the previous slogan, “It’s more fun in the Philippines.”

The survey was conducted independently and without any commission. It took place from June 7 to 12 and involved a sample size of 1,500 respondents drawn from a market research panel consisting of 200,000 Filipinos maintained by PureSpectrum.

MANILA — Senator Risa Hontiveros on Thursday said that she is striving to get the Senate majority’s support in bringing the West Philippine Sea issue to the UN General Assembly before the session resumes next month.

The senator previously filed Senate Resolution 659, calling on the Philippine government to sponsor a resolution before the UN General Assembly that will call on China to stop its harassment of Filipino vessels in the WPS.

“I am positive that the majority of my colleagues in the Senate will support this resolution. In fact, I look forward to and am grateful for Senate President Migz Zubiri’s text that my resolution will be scheduled for adoption,” Hontiveros said.

“Sen. Francis Tolentino has also expressed his support of this proposal. I am pleased to hear the support of the majority of senators and am striving to get a consensus. This bipartisan effort only means one thing: our country is ready to stand as one against Chinese aggression and the senate, divided as we may be on other issues, stands ready to fight for our national sovereignty,” the senator added.

The proposal to raise the WPS issue to the UNGA was first put forward by former Senior Associate Justice Carpio, who said that the Philippines can win should the matter of China complying with the 2016 Arbitral Award be put to a vote.

Hontiveros said that a UNGA win can have meaningful and consequential outcomes not only for the Philippines but for the wider international community whose peace and security are also threatened by China’s aggression.

“The 2016 Hague ruling must be recognized and respected by all UN member-states, particularly China. The least all of us in government can do is to exhaust all legal, political, and diplomatic means to safeguard our sovereignty. The UNGA vote is one way to do it and I hope we can truly unite and rally behind this cause,” Hontiveros concluded.

MANILA — The Baclaran Church has been officially recognized as a significant cultural property by the National Museum of the Philippines (NMP), cementing its status as one of the country’s valuable cultural treasures.

In a ceremony held in Parañaque City, the marker designating the church as an “important cultural property” (ICP) was unveiled. Dr. Mary Jane Louise Bolunia, an archaeologist from the NMP, emphasized that the church’s historical evolution and development have made it an integral part of Filipino culture.

She expressed hope that the marker would serve as a reminder to cherish the faith and the place where it originated.

The event coincided with the feast of Our Mother of Perpetual Help and the 75th anniversary of the Perpetual Help Novena in Baclaran Church. Fr. Rogerio Gomes, the superior general of the Redemptorists, described the designation of the Baclaran Church as an ICP not only as a recognition of its physical heritage but also its spiritual significance. ICPs are considered cultural properties of exceptional cultural, artistic, and historical value and may receive government subsidies for preservation and conservation efforts.

This designation places the Baclaran Church under the second level of protection, following the classification of National Cultural Treasures.

The ceremony was attended by various religious figures, including Fr. Rico John Bilangel, the rector of Baclaran Church, and Fr. Raymond Urriza, the superior of the Redemptorist Vice-Province of Manila.

MANILA – The Sandiganbayan has thrown out a case alleging the acquisition of ill-gotten wealth by former president Ferdinand E. Marcos, former first lady Imelda Marcos, and several other individuals due to insufficient evidence.

According to the court’s second division, the prosecution failed to present convincing evidence to support the charges that the properties and assets in question were unlawfully obtained.

The case was initially filed in 1987 by the Presidential Commission on Good Government.

The co-respondents in Civil Case 0014 alongside the Marcoses were Modesto Enriquez, Trinidad Diaz-Enriquez, Rebecco Panlilio, Erlinda Enriquez-Panlilio, Leandro Enriquez, Don Ferry, Roman Cruz Jr., and Gregorio Castillo.

Former President Marcos passed away in 1989.

In its ruling, the court stated that “the evidence provided by the plaintiff did not sufficiently establish, by preponderance of evidence, a valid cause of action against the defendants.”

The properties in question include Fantasia Filipina Resorts Inc., Hotel Properties Inc., Monte Sol Development Corp., Ocean Villas Condominium Corp., Olas del Mar Development Corp., Philippine Village Hotel, Philroad Construction Corp., Puerto Azul Beach and Country Club Inc., Silahis International Hotel, Sulo-Dobbs Food Services Inc., and Ternate Development Corp.

“In particular, the plaintiff failed to prove that the subject properties were ‘ill-gotten,’ namely, (1) that the properties and assets listed in Annex ‘A’ of the Amended Complaint originated from the government, and (2) that they were acquired by the individual defendants through illegal means or by exploiting their close relationship with Ferdinand and Imelda Marcos,” the court explained.

Furthermore, during the trial, the defendants maintained that “they obtained ownership of the subject corporations through legal means and not as cronies or proxies of the Marcoses.”

“It is important to emphasize that the defendants’ assertions remained unchallenged by the plaintiff throughout the trial,” the court noted. “Considering the lack of substantial evidence supporting the conclusion that the subject properties were indeed ill-gotten wealth, the Court cannot simply order their return to the national treasury.” (ai/mtvn)

MANILA — For Senator Alan Peter Cayetano, helping address ‘spiritual poverty’ together with church leaders and life coaches through the Kaagapay Sa Pag-unlad (KSP) is as important as addressing other forms of poverty.

He said this as an encouragement to the 40 life coaches and church leaders who are actively involved in KSP, a program that he relaunched in 2020 to give better life for Taguigeños.

“Without church leaders, without the work of God, without seeking His kingdom and His righteousness, mawawala talaga tayo sa programang ito… kung anti-poverty program lang po ito na pareho sa mundo, kung pera lang ang pag uusapan, and if poverty is just lack of resources, [ma coconsider na ] spiritually poor din tayo,” Kuya Alan said in a lunch meeting with the core group in Bonifacio Global City on Wednesday, June 28.

“None of us are saying na fair ang mundong ito. Ang totoo ay unfair ang mundong ito until we can really learn to seek His kingdom and righteousness, until we can establish God’s principle in our homes, barangays, streets and cities,” he added.

Since KSP was originally started in 2010 as an anti-poverty program and relaunched in 2020 with its new name, Kuya Alan urged the group to rethink new ways to address various forms of poverty in KSP’s program.

“Ang success ng anti-poverty is wala nang poverty sa buhay nila. So in the next few days and weeks, together let’s define what poverty is. [Ito ba ay] kung wala kang knowledge, understanding, and wisdom sa word of GOD, may poverty ka. O wala kang makain, makuhang trabaho, etc.” he said.

“Kasi ‘yung iba sumobra ng simple, sumobra na pagiging humble. “Yung iba, makauwi lang sa pamilya, makabayad lang ng renta at kuryente, tingin nila wala nang poverty. Pero kapag kilala po nila ang Diyos natin at ang gusto Niya na i-prosper tayo, makikita nila na poverty pa rin iyon. Kasi kung hindi natin ma-fufulfill ang purpose sa buhay natin, poverty ‘yun kasi ninakaw sa atin ng demonyo ‘yun, kasi may plano ang Diyos,” he explained.

More than spiritual and physical poverty, Kuya Alan added that KSP also needs to address the lack of understanding, knowledge, and wisdom in the city.

“Ano yung common na denominator na nakikita natin sa poverty? Obviously ‘yung lack of opportunity – whether it be single parent kaya hirap, may sakit, o talagang nalugi sa negosyo. The other is kakulangan ng kaalaman. This is why the search for understanding, knowledge and wisdom is essential to what the group is doing,” he said.

Kuya Alan also stressed the role of KSP as church and city leaders to be watchful against sinful ‘corporate sins’ such as gambling, drugs abuse, and other forms of vices, to propagate in the city.

“Kapag ipinagdadasal mo, “Lord patawarin mo ang Taguig” pero kapag tumingin ka sa kaliwa mo ay panay sugalan; sa kanan, panay bar na may naghuhubad at mga motel, at kapag tumingin ka dito, walang pwedeng magtayo ng negosyo na wala kang 20% [cut], paano naman hindi i-judge ni Lord yun?” he said.

“It is our responsibility as city leaders and church leaders na corporately walang masabi ang Panginoon sa atin. Kaya kasama dito, kapag may nakikita na tayong hindi maganda ang nangyayari, magsumbong na tayo. Gumalaw na tayo. Kapag may isang sugalan o motel pa lang magtatayo diyan, huwag nating sabihing isa lang iyan. Dadami iyan. Magiging problema iyan later on,” he added.

To encourage the group before ending his message, Kuya Alan urged them to expect upgrades in the way they do things.

“Three years na ito itong KSP, pero since 2010 ang ating anti-poverty program. Thirteen years na rin ito. We also have to judge ourselves, kung after 13 years, walkman pa rin ang gamit natin, [hindi iPhone]. Mag upgrade rin po tayo sa ating mga ginagawa. It’s a challenge for all of us,” he said.

MANILA — The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) remains optimistic despite the drop in water levels in major dams.

A hydrologist from Pagasa stated that there is no cause for alarm as the expected recovery period coincides with the arrival of rains in the middle of July.

According to Richard Orendain, the current water levels in the dams, particularly Angat Dam which supplies water to Metro Manila, are still within manageable limits. Monitoring records indicate that although the water level is currently at 182.86 meters as of 6 a.m. on June 29, which is 0.90 meters below the rule curve elevation of 181.96 meters, it is expected to remain above the critical level of 180 meters during this period.

Orendain emphasized that the normal high water level of the dams will be replenished once the rainy season begins in mid-July. However, he expressed the need for conservation measures due to the El Niño phenomenon. Both government agencies and consumers are urged to take proactive steps to conserve water resources.

The National Water Resources Board has already reduced the water allocation for Metro Manila from 52 cubic meters per second (CMS) to 50 CMS in preparation for potential dry spells and droughts caused by El Niño.

Orendain highlighted the importance of consumer participation in water conservation efforts, suggesting the wise use of water and its recycling for activities like laundry. Additionally, he urged water concessionaires such as Maynilad Water Services and Manila Water Company Inc. to intensify leak detection and repair efforts to minimize water wastage.

Pagasa warned that the El Niño phenomenon may persist until the first quarter of 2024, potentially leading to drought conditions in some areas of the country. Last month, the weather bureau had already cautioned about the possibility of below-normal rainfall during the period between June and July, attributed to the warmer sea surface temperatures in the Pacific associated with El Niño.

MANILA – The Bangko Sentral ng Pilipinas (BSP) said pandemic-related relief measures allowing banks’ lending to micro, small and medium enterprises (MSMEs) and large enterprises (LEs) as reserve requirement (RR) compliance will be withdrawn starting July 1.

“The unwinding of the relief measure is set to coincide with the reduction in the reserve requirement ratios by 30 June 2023 to facilitate the transition, supporting the banks’ continued compliance with the RR and managing friction costs related to the policy adjustment,” it said in a statement on Wednesday.

The BSP said universal and commercial banks (U/KBs) would no longer be allowed to use MSME and LE loans as alternative RR compliance starting next month.

On the other hand, thrift banks (TBs), rural banks (RBs), and cooperative banks (coop banks) will still be allowed to use their outstanding MSME and LE loans as of June 30 as part of its RR compliance “until such loans are fully paid, but not later than 31 December 2025.”

“The outstanding MSME and LE loans of thrift, rural, and cooperative banks that subsequently become past due or non-performing, or are extended, renewed, or restructured, shall no longer be eligible as alternative compliance with the RR,” the BSP said.

It said new MSME and LE loans to be approved by banks after June 30 this year would not be eligible as alternative RR compliance.

“The unwinding of the temporary relief measure will restore the use of the RR as an instrument for managing liquidity in the financial system in line with the BSP’s broader agenda of enhancing its liquidity management capabilities. It will also simplify the administration of banks’ compliance with the reserve requirement,” it added.

The use of MSME and LE loans of entities affected by the virus-induced pandemic as RR compliance was made to, among others, help ensure that economic activities remain robust even during the pandemic.

The amount of loans covered by these regulatory relief measures reached PHP336 billion in 2022.

The bulk of the loans, amounting to PHP263.1 billion, is accounted for by loans extended to MSMEs, while the balance of about PHP72.9 billion consists of loans to LEs. (PNA)

LINGAYEN, Pangasinan — Commencing in the academic year 2023-2024, the provincial government will proudly inaugurate its own tertiary educational institution.

Through a unanimous ordinance passed by the Sangguniang Panlalawigan (provincial board) on Monday, June 26, the establishment of Pangasinan Polytechnic College (PPC) will provide a dedicated campus at the Narciso Ramos Sports and Civic Center in Lingayen.

Vice Gov. Mark Ronald Lambino explained, “There are existing buildings and rooms that can be repurposed and transformed into classrooms. However, our governor envisions having two or three campuses—one in Lingayen, another in central Pangasinan, possibly in San Carlos City, and another in the eastern part of the province.”

PPC stands as the first college within the Ilocos Region to be owned and managed by a provincial government. The University of Eastern Pangasinan in Binalonan town, Urdaneta City University in Urdaneta City, Binalatongan College in San Carlos City, and Bayambang Polytechnic College in Bayambang town are governed by their respective local government units.

“After 10 months of consulting with experts from various public and private universities, the Commission on Higher Education (CHEd), and the Technical Education and Skills Development Authority (TESDA), we are pleased to announce the establishment of Pangasinan Polytechnic College,” expressed Lambino.

He emphasized that the creation of PPC aligns with Gov. Ramon Guico 3rd’s commitment to providing accessible education for Pangasinan residents.

“Our aim is to ensure that this college is accessible to all Pangasinenses in need of tertiary education. Unlike traditional colleges and universities, we will implement a ladderized system that offers certificate and diploma courses, as well as vocational programs,” Lambino stated.

To accomplish this, PPC will integrate TESDA programs into its curriculum, enabling students to seek employment and contribute to their families welfare after one or two years of study.

“It’s a Polytechnic College with a strong emphasis on skills development. Our goal is for students to be ready for the workforce after completing one or two years of education. Simultaneously, it will provide an opportunity for those interested in pursuing a bachelor’s degree,” Lambino explained.

“In our ladderized system, credits will be granted based on the completed coursework each year. This will benefit individuals with limited time or resources to attend school due to their work commitments but have the desire to return to education.”

Lambino further announced that PPC students will be granted full scholarships, covering tuition and miscellaneous fees, “as long as they fulfill their academic and behavioral obligations as stated in their contracts.”

The provincial government will allocate the necessary funds to support the college’s operation.

Lambino clarified that the establishment of PPC is not intended to compete with Pangasinan State University, a state-run institution, or private universities within the province.

“Our purpose is to bridge the educational gap in the province. We are not here to be competitors. Each institution has its own programs, platforms, visions, and missions. PPC will carve its own path,” emphasized Lambino.

According to the ordinance, PPC will be overseen by a governing board chaired by the governor, with the college president serving as vice chair. Other board members include the presidents of the faculty association, supreme student council, and alumni association, the chair of the SP education committee, as well as representatives from the Department of Science and Technology, Department of Agriculture, business and industry sector, professional sector, CHEd, National Economic Development Authority, TESDA, and Department of Education.

MANILA — In the late hours of Tuesday (June 27, 2023), two Chinese nationals were apprehended by officers from the Manila Police District after a routine traffic stop for a minor obstruction on Adriatico and Remedios St, Malate, Manila.

The incident resulted in the discovery of an illegal firearm and a bladed weapon.

Upon conducting a verification process, law enforcement officers found that the suspects, identified as Fuwen Hu (35 years old) and Liu Yan (27 years old), did not possess a valid driver’s license.

Visual inspection by the authorities subsequently revealed a Glock pistol and a bladed weapon within their possession.

The suspects, who are both residents of Makati City and reportedly service personnel, were promptly arrested for the possession of illegal firearms, an unauthorized knife, and driving without a valid driver’s license.

Following the arrest, a complaint was filed against the suspects at the Manila Prosecutor’s Office for charges related to the illegal possession of firearms as stipulated by Republic Act 10591, driving without a valid driver’s license, and illegal possession of deadly weapons. (ai/mtvn)

MANILA — Atty. Larry Gadon, who recently assumed the role of Presidential Adviser on Poverty Alleviation, has been disbarred following a unanimous decision (15-0) by the Supreme Court.

President Marcos appointed Gadon to his position only last Monday, 26 June 2023.

The Court took note of a viral video clip in which Gadon made misogynistic, sexist, and abusive remarks directed at journalist Raisa Robles.

As a result, the Court issued a preventive suspension from practicing law against Gadon pending a final judgment.

The Court stated that the video clip was undeniably scandalous and brought discredit to the legal profession, thus violating Canon 2 on Propriety of the Code of Professional Responsibility and Accountability.

The Canon emphasizes the importance of lawyers acting with propriety, maintaining the appearance of propriety in personal and professional interactions, and upholding honesty, respect, courtesy, and the dignity of the legal profession in line with the highest ethical standards. MANILA – On Tuesday (June 26, 2023), two anti-aircraft projectiles were accidentally discovered at a construction site here.

Ranniel Gara, a backhoe operator working for the Construction and Development Corporation, unexpectedly came across the projectiles while operating his machine at the National Museum Complex on Taft Avenue, Ermita Manila.

Prompted by a phone call from Christopher Basilio, the security officer at the National Museum Complex, requesting assistance regarding the unearthed projectiles, an initial investigation was conducted. PLT Leo Limbaga supervised the proceedings.

At 6:00 PM, a bomb disposal team, led by PSSG Chito Jesus de Guzman, was swiftly dispatched to the location. They meticulously secured the area to ensure the safety of onlookers and minimize the risk of any accidental detonation.

Subsequently, the projectiles were identified as 75 MM and 27 MM Anti-Aircraft cartridges.

Both were transported to the MPD headquarters for safekeeping and proper disposal.

MANILA — The Sandiganbayan’s Second Division has rejected a civil case filed against the late President Ferdinand Marcos and several other individuals.

In a 45-page decision issued on Tuesday, June 27, 2023, the court ruled on Civil Case 0014.

Following the passing of the former president in 1989, he was substituted by his heirs. Defendants Leandro Enriquez and Erlinda Enriquez Panlilio substituted spouses Modesto Enriquez and Trinidad Diaz-Enriquez, while Rebecca Panlilio was substituted by her spouse and heirs. Similarly, Roman Cruz Jr. was substituted by his heirs.

The case alleged that Modesto Enriquez, Trinidad Diaz-Enriquez, Rebecca Panlilio, Erlinda Enriquez-Panlilio, Leandro Enriquez, Roman Cruz Jr., and Don Ferry, who was also a defendant, were close business associates of the late President Marcos and Imelda Marcos. It was claimed that they took advantage of their close relationship with Ferdinand and Imelda Marcos, acting as their proxies, nominees, or agents to unlawfully appropriate commercial interests, control several corporations, and acquire properties, specifically those listed in Annex ‘A’ of the Amended Complaint.

However, the court found that the plaintiff “failed to provide evidence establishing that the subject properties were ‘ill-gotten,’ namely: (1) that the subject properties and assets listed in Annex ‘A’ of the Amended Complaint originated from the government, and (2) that they were acquired by the individual defendants through illegal means or by exploiting their close relationship with Ferdinand and Imelda Marcos.”

During the trial, the individual defendants strongly asserted that they legitimately obtained ownership of the subject corporations and were not mere cronies or proxies of the Marcoses. The plaintiff failed to rebut these claims throughout the trial.

Consequently, the court concluded, “In the absence of sufficient evidence indicating that the subject properties were indeed ill-gotten wealth, the Court cannot simply order their return to the national treasury.”

MANILA — President Ferdinand Marcos Jr. pledged on Tuesday to position the Philippines as a dominant force in Asian tourism, as the country launched its revitalized tourism campaign called “Love the Philippines.”

Marcos spearheaded the unveiling of the new campaign slogan during the Department of Tourism’s (DoT) 50th-anniversary celebration at the Manila Hotel.

This fresh campaign replaces the previous slogan, “It’s more fun in the Philippines,” which was conceptualized during the presidency of Benigno Aquino 3rd and continued under the Duterte administration.

Marcos expressed his commitment to advancing the country’s tourism industry, emphasizing that “this prioritization goes beyond mere economic stimulation and job creation.”

“It stems from the genuine affection we, the Filipinos, have for our homeland. And what better way to express that love than by incorporating it directly into our country’s latest tourism campaign slogan, Love the Philippines,” stated Marcos.

“This newly unveiled branding will serve as our guiding principle for the Philippine Tourism Industry going forward,” he added.

The President expressed gratitude to Tourism Secretary Christina Garcia Frasco and the DoT for devising the new slogan, which he believes not only promotes the Philippines as a tourist destination but also enhances the overall experience for every traveler.

“Our objectives include promoting regional products, improving travel infrastructure, and championing sustainable practices, among other initiatives,” he explained.

Marcos revealed that these plans are detailed in the National Tourism Development Plan for 2023-2028, which received approval in May.

“The five-year plan emerged from this administration’s determination to implement programs that will propel our country to become a tourism powerhouse in Asia in the coming years,” Marcos stated. “Let us, therefore, strive to turn our golden vision into reality, encompassing this year’s milestone theme of Ginto, meaning Greater Innovations, New Tourism Opportunities.”

Citing the latest data on the state of the country’s tourism sector, Marcos highlighted the positive trends in tourism revenues, employment, international arrivals, and domestic trips.

“These are all encouraging signs that the tourism industry in our country is on the path to a full recovery. It also sends a strong message to the world that we are ready and well-equipped to welcome tourists, travelers, and investors,” he expressed.

The President called on Filipinos to become “tourism ambassadors” for the country.

“Let us take pride in and celebrate our love for our nation and our people, as it is this same love that gave meaning to the establishment of the DoT and will drive our tourism industry forward into the future,” he urged.

Earlier, Frasco remarked that the Philippines’ marketing strategy would undergo a “major change,” shifting the focus to “highlight the heart and soul of the Filipino.”

She emphasized that this transformation would showcase the country’s culture, festivals, food, and products.

“Everything that makes us diverse, unique, and proud as Filipinos… let us take pride in our place. We are presenting the best of the best of the Philippines to the world because it is undeniable that we offer the world our best,” Frasco asserted.

The Philippines currently holds the sixth spot on the list of top tourism destinations in Southeast Asia.

According to DoT data, the Philippine tourism industry generated PHP 1.74 trillion from domestic and international tourism receipts and created 5.2 million jobs for Filipinos in 2022.

LIKE A WILY DRAGON, China must be biding her time before she would eventually pounce on Taiwan.

The prolonged Russia-Ukraine war and the open defiance of the Wagner mercenary group against strongman Vladimir Putin must have had an impact on Xi Jinping who had earlier strongly vowed to reunify Taiwan with mainland China.

Last March, Xi Jinping stressed the need for “national reunification” as the “essence of national rejuvenation” which has apparently sent shivers down the spines of the United States that — according to some critics — has long been playing as a sort of policeman of the world.

In the July 20, 2021 article in The New York Times, it said that “After World War II, US leaders came to see the Soviet Union and the spread of Communism as a national security threat.

“If we have to use force, it is because we are America; we are the indispensable nation,” Madeleine Albright, Bill Clinton’s secretary of state, said in 1998.

That is why in the event that China attacks Taiwan, the Philippines will have no choice but to be dragged into the armed conflict, just like during the second world war when Japan charged our country for being a US ally.

Signed in 2014, EDCA (Enhanced Defense Cooperation Agreement) grants US troops access to designated Philippine military facilities and allows them to build facilities, and preposition equipment, aircraft, and vessels.

I believe that China is closely studying Russia’s invasion of Ukraine which has stretched for more than one year, with the “special operations” launched in February 2022.

Although China has refused to condemn Russia’s actions in Ukraine it has also expressed concern about the humanitarian situation and called for peace talks.

I think China will not dare repeat Russia’s blunder in invading Ukraine to prevent the latter from joining the National Atlantic Treaty Organization (NATO), an intergovernmental military alliance between 31 member states, including the US.

Meanwhile, the short-lived mutiny in Russia by the Wagner mercenary group led by erstwhile Putin’s close ally Evgeniy Prigozhin has also somewhat shaken Kremlin.

The Chinese Foreign Ministry reportedly described the uprising as “Russia’s internal affair.”

“As Russia’s friendly neighbor and comprehensive strategic partner of coordination for the new era, China supports Russia in maintaining national stability and achieving development and prosperity,” an unnamed Chinese spokesperson said in a statement on Sunday.

Strangely, the statement did not mention Putin or Prigozhin.

With these developments, we may have an uneasy peace at this point as China seems to hesitate to launch its own “special operations” in Taiwan that may involve the EDCA sites in the Philippines.

In their opening match, the Cargo Movers secured a 25-22, 25-20, 25-23 victory against the debuting Farm Fresh, thanks to Jolina Dela Cruz’s decisive ace.

Meanwhile, the HD Spikers overcame a slow start to defeat last conference’s runner-up PetroGazz in a thrilling Pool B opener, with a final score of 18-25, 25-18, 25-21, 25-22.

In a crucial moment when the Foxies threatened to prolong the match at 23-23, Aby Maraño delivered a quick kill to put the Cargo Movers at match point after Zam Nolasco’s service ace.

Ivy Lacsina, playing in her new role as an open spiker, led the scoring for F2 Logistics with 13 points. Maraño contributed 10 points, including three blocks and two service aces.

Setter Mars Alba, who, along with Dela Cruz, was part of the La Salle squad that dominated UAAP Season 85, had an impressive debut with 14 excellent sets and matched Maraño’s two service winners.

Dela Cruz made a solid professional debut with seven points and nine receptions, while Jov Fernandez, a former opposite spiker from Far Eastern University, added three points in the third set.

Kim Kianna Dy contributed nine points, and Majoy Baron scored seven points to further bolster the Cargo Movers’ performance.

“Siyempre we are happy na panalo kami but we still have to learn more. We have to make better connections with each other lalo na bago si Marionne (Alba) sa loob ng court so marami pa siyang adjustments,” said F2 Logistics coach Regine Diego.

Ces Molina had 22 points while Jovelyn Gonzaga had a triumphant return as a HD Spiker with a solid all-around game of 13 points, 20 digs and six receptions.

Middles Rose Doria and Riri Meneses had 12 and 11 points, respectively, while setter Gel Cayuna tossed in 22 excellent sets.

Grethcel Soltones came through with 22 points while Jonah Sabete added 21 points for the Angels. Djanel Cheng, fresh from her stint in the AVC Challenge Cup for Women, logged 13 excellent sets as a substitute.

Forming the core of two-time NCAA champions College of Saint Benilde, Farm Fresh still made an impression despite the loss.

MANILA — Sen. Cynthia Villar on Friday (June 22) guaranteed graduates of Bulacan State University that she joins them in reaching their dream of abundant agriculture, a developed economy, and food-sufficient Philippines.

Villar was the Speaker at the Commencement Exercises of the said university where she served as a Board of Regents member when she was a Congresswoman.

“My dear graduates, as you embark on the next chapter of your lives, remember that true education goes beyond textbooks and exams and extends far beyond the walls of this institution,” said Villar.

As educated individuals, she told graduates it is their duty to use their knowledge and skills to make a positive impact on the world around them.

“Let us remember that education is not just a privilege; it is a call to action. You have the privilege of education, and with it, the responsibility to uplift those who are less fortunate,” said Villar.

She further reminded the graduates it is incumbent upon them to use their knowledge, skills, and resources to create opportunities.

They are also bound to empower individuals to break free from the cycle of poverty and adversity.

“While we are on the issue of poverty and adversity, our agriculture sector is faced with tremendous challenges, despite the fact that we are an agricultural country,” she lamented.

Regrettably, she emphasized that our farmers continue to endure poverty, making them among the most economically disadvantaged groups in our country.

Because of this, as a Senator and l chairperson of the Senate Committee on Agriculture Food, and Agrarian Reform, she’s working hard improve the lives of our farmers.

“I ensure that every legislation I create is tailored towards addressing the needs of our agriculture sector, promoting food security, and increasing the income of our farmers,” she added. (ia/mtvn)
