MANILA — President Ferdinand “Bongbong” Marcos Jr. has certified House Bill No. 10800, the General Appropriations Act (GAA) of 2025, as an urgent measure.

In a letter addressed to Senate President Chiz Escudero, Marcos explained that the certification aims to ensure the timely allocation of resources for critical government functions.

“[T]o ensure the uninterrupted operation of essential government services, guarantee funding for vital initiatives, and allow the government to effectively address emerging challenges,” he stated.

As a result of this certification, the Senate can bypass the usual three-day rule when the budget is approved on second reading.

The Senate aims to complete plenary debates on the 2025 budget by Tuesday, with plans to pass it on second and third reading next week.

MANILA – Acting on the directive of President Ferdinand “Bongbong” R. Marcos Jr., the House of Representatives, led by Speaker Ferdinand Martin G. Romualdez, together with the Department of Social Welfare and Development (DSWD), has launched the “Tabang Bikol, Tindog Oragon” relief initiative.

The initiative includes 24 truckloads of relief goods and P750 million in financial aid for those affected by recent typhoons in Bicol, including the island province of Catanduanes, which was devastated by Super Typhoon Pepito.

Romualdez said the relief efforts, which departed on Monday (November 18, 2024) for Camarines Norte, Camarines Sur, Albay, and Catanduanes, are aimed at providing urgent assistance to the typhoon-stricken provinces of the Bicol Region, particularly Catanduanes, which bore the brunt of the super typhoon.

“Ito ang mensahe sa atin ng ating mahal na Pangulong Bongbong Marcos, na tayo ay magkaisa at patunayang kaya nating magtulungan at bumangon mula sa kahit anong unos. Alam natin ang hirap ng ating mga kababayang nasalanta, kaya tayo ay pupunta doon para maghatid ng relief goods at tulong-pinansyal,” Romualdez said.

“Pagkakaisa pa rin ang esensya ng ating pagbangon. Sabay-sabay tayong tatayo mula sa kalamidad na ito at magsumikap para sa magandang kinabukasan,” added Romualdez, the leader of the more than 300-member House of Representatives.

The relief operation is being spearheaded by House Appropriations Committee Chairman Zaldy Co, a proud Bicolano, and coordinated by House Deputy Secretary General Sofonias “Ponyong” P. Gabonada Jr. The initiative focuses on both immediate relief and sustainable recovery.

Key components of the initiative include:

Financial assistance payouts: Beginning November 18, financial aid under the DSWD Assistance for Individuals in Crisis Situations (AICS) program will be distributed to over 150,000 beneficiaries across the region.

Mini-Bagong Pilipinas Serbisyo Fair (BPSF): On November 21, a mini-BPSF event will be held to provide residents with essential government services, including housing, healthcare, and livelihood programs. Venues include the Jessie Robredo Coliseum in Naga City, Ka-Fuerte Sports Complex in Pili, and the BUPC Gymnasium in Polangui, with 10,000 beneficiaries expected at each location.

Distribution of relief goods: A convoy of 24 trucks carrying food, hygiene kits, clothing, and other essential items will depart from the House of Representatives on November 18 to deliver aid to the affected communities.

According to Gabonada, the initiative reflects the House’s commitment to a holistic and sustainable recovery approach.

The operation also highlights key partnerships between government agencies and private donors, including Tingog Partylist, PHILRECA, the National Irrigation Administration (NIA), and other private groups. These efforts aim to meet the immediate needs of affected families while also empowering communities for long-term recovery.

Romualdez, who himself experienced the impact of Super Typhoon Yolanda in 2013, emphasized the importance of combining swift relief with sustainable development.

“Ito ang ating natutunan sa mga nagdaang bagyo, na ang response and recovery ay dapat mabilis. Dapat naihahatid agad ang tulong sa ating mga apektadong komunidad at hindi lamang ito pantawid sa nangyari, kundi kasama rin ang tulong sa pagbangon mula sa epekto ng bagyo,” Romualdez explained.

The initiative will culminate in the ceremonial turnover of relief goods during the mini-BPSF events on November 21, reinforcing the message of unity and resilience among affected communities.

“Tabang Bikol, Tindog Oragon” underscores the government’s commitment to ensuring that no family is left behind in the recovery process.

MANILA — President Ferdinand “Bongbong” Marcos Jr. has appointed Hon. Fernanda C. Lampas Peralta as the new Presiding Justice of the Court of Appeals.

The appointment was transmitted by Executive Secretary Lucas Bersamin to the Office of the Chief Justice on November 18, 2024.

The Supreme Court has welcomed Peralta’s appointment.

Before this new role, Peralta served as an Associate Justice of the Court of Appeals for over 20 years.

She earned her law degree from San Beda College of Law in 1984.

Prior to joining the Office of the Solicitor General in 1986, she worked in the private sector as a certified public accountant and lawyer.

Peralta is married to retired Chief Justice Diosdado M. Peralta, and they have four children.

MANILA — President Ferdinand “Bongbong” R. Marcos Jr., in close coordination with Speaker Ferdinand Martin G. Romualdez, the House of Representatives, and Social Welfare Secretary Rex Gatchalian, has launched the Tabang Bikol, Tindog Oragon relief initiative.

This effort, worth nearly P750 million, will provide financial assistance and 24 truckloads of relief goods to over 150,000 beneficiaries across the Bicol region.

The assistance comes after a series of weather disturbances, including Supertyphoon Pepito.

The program, with Speaker Romualdez as the main proponent, aims to support communities in Camarines Norte, Camarines Sur, and Albay as they recover from the devastation caused by Typhoons Kristine, Carina, and Super Typhoon Pepito.

“Ito ang direktiba ng ating mahal na Pangulong Marcos, ang tulungan ang mga nasalanta ng bagyo sa Bicol. This initiative is our way of showing that we stand shoulder-to-shoulder with our kababayans in Bicol during these challenging times,” Speaker Romualdez said.

“Ang Tabang Bikol ay hindi lamang tulong pinansyal; ito’y simbolo ng malasakit at pagkakaisa ng sambayanang Pilipino,” the Speaker, who leads the 300-plus-member House of Representatives, added.

The relief effort includes three major activities: financial assistance payouts, a mini-Bagong Pilipinas Serbisyo Fair (BPSF), and the distribution of relief goods.

According to House Deputy Secretary General Sofonias “Ponyong” P. Gabonada, the initiative is also spearheaded by House Appropriations Committee Chairman Zaldy Co, who hails from Bicol. “With technological advancements and the rise of social media, we’ve witnessed an increase in disinformation campaigns that could undermine public trust in our democratic processes, including elections,” the President said during the 50th Top Level Management Conference (TLMC) organized by the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) in Tagaytay City.

“In this context, the media plays a vital role in dispelling the harmful effects of misinformation and dismantling the lies spread by troll farms and other malicious entities,” he added.

He further noted that the media’s responsibility goes beyond simply informing the public—it must also enlighten and empower.

“Your influence as journalists is profound. With every report, story, and headline, you help shape public perception, strengthening our citizens’ ability to make informed decisions and voice their dreams and aspirations,” the Chief Executive concluded.

MANILA — President Ferdinand “Bongbong” Marcos Jr. reiterated his position that the Philippines will not cooperate with the International Criminal Court (ICC) regarding its investigation into the war on drugs.

However, Marcos clarified that cooperation would only be possible if former president Rodrigo Duterte consents.

“As stated by the Executive Secretary and former Chief Justice, if that is what PRRD desires, we will not block the ICC. We just will not assist. But if he agrees to engage with them or allow the investigation, that will be his decision. We will have no say in that,” Marcos explained.

In the meantime, the President confirmed that the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) are conducting their own investigation into the previous administration’s anti-drug campaign.

Authorities are awaiting the results of the investigation, Marcos added, noting that several questions remain unresolved.

On Wednesday, Duterte appeared at the House quad-committee hearing on his administration’s war on drugs. During the hearing, he urged the ICC to expedite its investigation into his actions.

MANILA — On Monday (11 Nov 2024), President Ferdinand “Bongbong” Marcos Jr. signed into law the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act, which aims to generate jobs for Filipinos.

During the signing ceremony, Marcos stated that the new law paves the way for a business environment that empowers enterprises and enhances growth prospects.

“By building on the reforms initiated through the CREATE Act, we have improved our tax regime and incentive framework, making it more attractive for investment—while staying true to the principles of fiscal prudence and stability,” he said.

Marcos added that the CREATE MORE Act would attract both domestic and global investments, focusing on strategic industries that will shape the nation’s future.

“CREATE MORE clarifies the rules for VAT and duty incentives and extends its coverage to include non-registered exporters and high-value domestic market enterprises,” the President noted.

The new law also provides tax or duty exemptions on donations of capital equipment, raw materials, spare parts, and accessories to the government, government-owned and -controlled corporations (GOCCs), the Technical Education and Skills Development Authority (TESDA), state universities and colleges, the Department of Education, and CHED-accredited schools.

MANILA — As promised, Malacañang on Friday (08 Nov 2024) issued Executive Order No. 74, banning all Philippine Offshore Gaming Operations (Pogos), Internet Gaming, and other offshore gaming activities in the country.

President Ferdinand “Bongbong” Marcos Jr. said “the State has the paramount duty to safeguard national security, maintain public order, uphold the rule of law, protect the safety of its citizens, and ensure the integrity of the social fabric of the nation.”

According to the Presidential Communications Office (PCO), this move is in response to the concerns of agencies such as the Department of Finance (DOF) and the Anti-Money Laundering Council (AMLC), saying that POGO operations caused negative effects such as increased crime, exploitation, and money laundering risk.

The Anti-Money Laundering Council (AMLC) Report also indicated Pogos have been identified as susceptible to money laundering, fraud, and other illicit financial activities.

“The high reputational risks associated with POGO/IGL operations deter foreign investment and tourism, undermining the efforts of the National Government in promoting the country as a safe and sustainable investment and tourism destination,” the EO read.

The President’s order, signed by Executive Secretary Lucas Bersamin on November 5, will cover Philippine Offshore Gaming Operators and Offshore Gaming Operations and Services.

During his third State of the Nation Address last July, Marcos promised to ban all the Pogos in the country.

MANILA – President Ferdinand R. Marcos Jr. will not attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Week in Lima, Peru, from Nov. 10 to 16, Malacañang announced Thursday (07 Nov 2024).

The President will focus on domestic priorities, including responding to recent calamities, according to Presidential Communications Office (PCO) Acting Secretary Cesar Chavez.

To represent the Philippines at the summit, Marcos has designated Department of Trade and Industry (DTI) Acting Secretary Ma. Cristina Roque as the country’s Special Envoy to APEC. The announcement of Roque’s appointment confirms the President’s absence from the event.

The APEC summit will bring together leaders, ministers, and senior officials from the 21 APEC member economies—accounting for half of global trade and 60% of global GDP. This year’s theme, “Empower. Include. Grow,” focuses on inclusive growth, digitalization, and sustainable development.

Under Peru’s chairmanship, APEC aims to set strategic priorities for trade, innovation, and resilience in the coming year.

New appointees

In addition to the APEC announcement, the PCO released a list of new presidential appointees.

Among them are Noel Eugene Euebio Servigon, appointed non-resident ambassador to Bulgaria and Moldova, and Benjamin Turgano, named acting president and CEO of the Natural Resources Development Corp. (NRDC).

Other new appointments include Richard Anthony Fadullon as prosecutor general and Romeo Dela Cruz as assistant secretary at the Department of National Defense.

“I am hopeful that this unshakeable alliance, tested in war and peace, will be a force for good, blazing a path of prosperity and amity in the region and on both sides of the Pacific,” Marcos continued.

“This is a durable partnership to which the Philippines is fully committed because it is founded on the ideals we share: freedom and democracy.”

According to reports, Trump claimed victory after Fox News projected his win over Kamala Harris.

This marks Trump’s second term.

MANILA — To ensure that all families and individuals severely affected by Severe Tropical Storm (STS) ‘Kristine’ receive assistance, Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian joined President Ferdinand R. “Bongbong” Marcos Jr. in distributing the Presidential Assistance to Farmers, Fisherfolk, and Their Families (PAFFF) in the Bicol Region on Wednesday, November 6, 2024.

“Narito po akong muli upang personal na maghatid ng mga karagdagang tulong para sa mga kababayan natin na lubhang naapektuhan ng Bagyong Kristine dito sa Camarines Sur. Umaasa po ako na sa tulong at suportang iniaabot namin sa inyo ngayon, kayo ay magkakaroon ng sapat na kakayahan upang makabangon muli,” President Marcos said in his message during the aid distribution at the Fuerte CamSur Sports Complex in Pili, Camarines Sur.

In his message, Gatchalian assured Bicolanos that DSWD would continue to provide assistance to affected families, in addition to the 500,000 boxes of family food packs (FFPs) already distributed to local government units (LGUs) in the region, as instructed by President Marcos.

“Ngayong araw na ito, nandito po kami kasama ang iba pang departamento, para dalhin naman ang financial assistance,” he said.

The DSWD chief assisted President Marcos in the ceremonial distribution of Php10,000 each to select beneficiaries. Approximately 5,000 farmers, fisherfolk, and other families affected by ‘Kristine’ are expected to receive assistance during the aid distribution.

“Alam po natin na pagkatapos ng sakuna, marami ang kailangang ayusin at kumpunihin. Kaya narito po kami upang agarang matugunan ang inyong mga pangangailangan,” Gatchalian emphasized.

Camarines Sur Governor Vincenzo Renato Luigi Villafuerte expressed his gratitude to President Marcos and Secretary Gatchalian for the immediate assistance provided to his constituents.

“Aside from the 231 barangays that were totally submerged [and received assistance], the 693 barangays that were partially submerged were also given assistance, 100 percent. Kaya maraming salamat po. Secretary Rex, salamat din po sa tulong, hindi n’yo po kami pinabayaan, at sinigurado n’yo po na hindi kami mauubusan,” Villafuerte said.

After the cash aid distribution in Camarines Sur, the Presidential team headed to Legazpi City to provide assistance to 5,000 farmers and fisherfolk in Albay province.

“Mula po sa Tanggapan ng Pangulo, katuwang ang DSWD, maglalaan din po tayo ng Php50 million upang matugunan ang pangangailangan ng mga naapektuhan sa tatlong lungsod at labinglimang bayan ng Albay,” President Marcos said during the distribution at the Ibalong Centrum for Recreation in Legazpi City.

Cabinet officials present during the aid distribution included Special Assistant to the President (SAP) Secretary Antonio “Anton” Lagdameo Jr., Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr., and Department of the Interior and Local Government (DILG) Secretary Juanito Victor Remulla.

Accompanying Secretary Gatchalian were DSWD Undersecretary for Operations Monina Josefina Romualdez and Field Office 5-Bicol Regional Director Norman Laurio.

The Presidential team also conducted a PAFFF payout in the municipalities of Talisay and Laurel in Batangas on November 4.

MANILA — President Ferdinand “Bongbong” Marcos Jr. has directed the Department of Public Works and Highways (DPWH) to prioritize the development of climate-resilient roads in light of the country’s changing climate conditions.

“Ang DPWH ay tinagubilinan natin na pagbutihin ang slope protection design ng ating mga kalsada at tulay nang matiyak na ito ay angkop sa pagbabago ng klima,” Marcos stated.

The President’s remarks came after Severe Tropical Storm Kristine caused significant infrastructure damage in Batangas.

“Dahil sa matinding pabago-bagong panahon, ang ating imprastraktura ay dapat masigurong ligtas at angkop sa gitna ng unos at iba pang sakuna. Kaya inaatasan ko ang DPWH na hindi lang ito matatapos sa inaasahang oras, kundi matibay at kalidad din,” he added.

Government records indicate that Severe Tropical Storm Kristine inflicted damage on several infrastructures, including a road in Agoncillo, Batangas, the Bugaan Bridge in Laurel, and slope protection measures along the bridge.

Additionally, the President instructed the Department of Trade and Industry (DTI) to ensure that all materials used in infrastructure projects meet high-quality standards.

MANILA— President Ferdinand “Bongbong” R. Marcos Jr. has signed 15 new laws while Congress is on recess, advancing significant reforms across agriculture, education, defense, and the judiciary—a move Speaker Ferdinand Martin G. Romualdez hailed as a testament to the administration’s commitment to resilience and national progress.

“The signing of these 15 new Republic Acts (RA) during the recess shows a relentless commitment to our people,” Speaker Romualdez, the leader of the 300-plus-strong House of Representatives said Monday (04 Nov 2024).

“From strengthening our agricultural economy to enhancing judicial capacity and supporting education, these laws represent concrete steps to ensure a safer and more prosperous Philippines,” the Speaker added.

Among the newly enacted measures, which were signed between September 26 and October 30, are laws targeting agricultural smuggling, expanding judicial branches, and establishing a nationwide program for academic recovery. Congress will resume session this Monday, November 4.

Since President Marcos assumed office on June 30, 2022, a total of 103 bills have been signed into law, with 50 of national importance and 53 for local application.

The full list of newly signed laws is as follows:

  1. RA 12022 defines the crimes of agricultural economic sabotage, prescribes penalties, vests jurisdiction over such offenses with the Court of Tax Appeals (CTA), and provides mechanisms for implementation and enforcement, repealing Republic Act No. 10845 or the “Anti-Agricultural Smuggling Act of 2016.”
  2. RA 12023 amends sections of the National Internal Revenue Code of 1997, introducing new provisions to enhance tax administration and compliance.
  3. RA 12024 revitalizes and strengthens the self-reliant defense posture program, promoting the development of a national defense industry and allocating necessary funds.
  4. RA 12025 establishes five additional branches of the Regional Trial Court in the National Capital Judicial Region, stationed in Muntinlupa City, to improve judicial efficiency.
  5. RA 12026 creates four additional branches of the Regional Trial Court in the Fourth Judicial Region, stationed in Calauag, Quezon Province, to enhance access to justice.
  6. RA 12027 suspends the implementation of the use of the mother tongue as the medium of instruction for Kindergarten to Grade 3, as provided under the “Enhanced Basic Education Act of 2013.”
  7. RA 12028 establishes the Academic Recovery and Accessible Learning (ARAL) program, allocating funds to support educational recovery initiatives.
  8. RA 12029 creates two additional branches of the Regional Trial Court in the Fourth Judicial Region, stationed in Silang, Cavite, to address case backlogs.
  9. RA 12030 establishes three additional branches of the Metropolitan Trial Court in the National Capital Judicial Region, stationed in Parañaque City, to expedite legal proceedings.
  10. RA 12031 creates two additional branches of the Regional Trial Court in the Second Judicial Region, stationed in Cabagan, Isabela, to improve judicial services.
  11. RA 12032 establishes three additional branches of the Regional Trial Court and two additional branches of the Municipal Trial Court in the Tenth Judicial Region, stationed in Dinagat Islands, to enhance judicial accessibility.
  12. RA 12033 creates one additional branch of the Regional Trial Court, designated as a special court for drug cases, in Baybay City, Leyte, to strengthen anti-drug efforts.
  13. RA 12034 establishes six additional branches of the Regional Trial Court in the Ninth Judicial Region, stationed in Diplahan, Zamboanga Sibugay, to improve legal services.
  14. RA 12035 creates three additional branches of the Regional Trial Court in the Tenth Judicial Region, stationed in Valencia City, Bukidnon, to address judicial needs.
  15. RA 12036 establishes four additional branches of the Regional Trial Court in the Eighth Judicial Region, stationed in Tacloban City, Leyte, to enhance judicial capacity.

“Our new law against agricultural economic sabotage directly targets those who seek to exploit our farmers and consumers through smuggling and other illicit activities,” Speaker Romualdez said, referring to RA 12022. 

“Agriculture is the backbone of our economy, and this law will protect it by enforcing strict penalties and giving jurisdiction to the CTA, ensuring those responsible are held accountable,” he pointed out.

The Speaker noted that the other new laws address specific challenges facing Filipinos today as he emphasized the importance of expanded judicial access and strengthened educational support.

“The additional trial court branches will reduce case backlogs and ensure timely justice, while initiatives like the ARAL program and the strengthened defense posture reflect our commitment to education and national security,” he said.

The House chief emphasized that the new laws demonstrate a shared commitment to enhancing national resilience and improving public services, even while the 19th Congress is on recess. 

“The passage of these laws underscores our dedication to meaningful progress and a stronger future for every Filipino,” he said.

The Speaker added: “These 15 new laws are only the beginning. We remain focused on legislation that brings real change, prioritizing safety, justice, and prosperity for all.”

The proposed “Ligtas Pinoy Centers Act,” championed by Speaker Romualdez and fellow lawmakers, mandates the construction of fully equipped, disaster-ready evacuation centers in every city and municipality across the Philippines.

Designed as safe havens for millions of Filipinos, these facilities aim to provide secure refuge as the nation faces increasingly frequent and severe climate-driven calamities.

Following the devastation of Severe Tropical Storm Kristine, Romualdez described the proposed law as “a lifesaving shield” for Filipino families facing extreme weather.

“The destruction brought by recent storms underscores the urgent need to act,” said Romualdez, leader of the 300-plus-member House of Representatives.

“The Ligtas Pinoy Centers Act represents our commitment to safeguarding every Filipino in times of crisis, ensuring that each city and municipality will have a secure, fully equipped center to shelter and support evacuees,” he added.

Formally designated as House Bill (HB) No. 7354 and Senate Bill (SB) No. 2451, the measure is currently in the process of enrollment and will soon be sent to President Marcos for his signature.

The legislation mandates that each center be constructed to withstand increasingly severe climate events affecting the Philippines, with facilities built to endure typhoon winds up to 300 kilometers per hour and seismic activity up to an 8.0 magnitude.

The Department of Public Works and Highways (DPWH) will lead the construction of these centers in coordination with local governments, adhering to the strict standards of the National Building Code.

Priority will be given to high-risk, disaster-prone areas, with the National Disaster Risk Reduction and Management Council (NDRRMC) acting as the lead implementing agency and coordinating with local governments to identify the most urgently needed sites.

Facilities will include sleeping areas, health care stations, shower and toilet facilities, and spaces for children and women, ensuring full accessibility for people with disabilities.

“Each center will be a stronghold where communities can find safety, comfort, and the essentials they need during an emergency,” Speaker Romualdez said.

“These centers are more than buildings; they are our nation’s promise to leave no Filipino unprotected,” he added.

The proposed law also allows local governments to designate existing structures as evacuation centers, provided they meet resilience and accessibility requirements.

In addition to essential amenities, each Ligtas Pinoy Center will include sanitation facilities, food preparation areas, emergency power, and designated areas for livestock — recognizing the importance of animals to many Filipino families’ livelihoods.

Speaker Romualdez emphasized that this legislation is a significant step in the government’s broader climate resilience strategy.

The Philippines, one of the world’s most disaster-prone nations, experiences typhoons, floods, and earthquakes annually, displacing thousands.

The Act responds to calls from local communities for safe, resilient infrastructure capable of withstanding natural and human-induced calamities.

“We are building a future where our communities can endure, where our families are safe, and where our nation stands ready to face the escalating impact of climate change,” the Speaker said.

“The Ligtas Pinoy Centers Act is both a reflection of our resolve and a beacon of hope for a safer, more prepared Philippines,” he added.

The legislation will initially draw from current appropriations, with ongoing support included in the national budget to ensure the construction and maintenance of the centers.

Once enacted, the Act is expected to roll out over the coming years, providing permanent, climate-resilient shelters to communities across the Philippines.

“This Act sends a clear message to every Filipino: in times of crisis, your safety and dignity are our priority,” Romualdez said. “With the Ligtas Pinoy Centers, help is near, and refuge is certain.”

MANILA — President Ferdinand “Bongbong” Marcos Jr. has declared November 4, this coming Monday, as a “National Day of Mourning.”

The declaration honors the victims of the recent severe tropical storm Kristine.

Proclamation No. 728 also mandates that all establishments with flags lower them to half-mast.

The public is encouraged to offer prayers for those affected by the calamity. “The entire nation is requested to offer prayers for the repose of the souls of the victims,” the President stated.

The proclamation, dated October 30, was signed by Executive Secretary Lucas Bersamin.

According to the data included in the proclamation, over 1.7 million families were affected by Kristine, and 139 lives were lost.

MANILA, Philippines — Though with a slight decline, majority of Filipinos continue to trust and approve of President Marcos’ performance, while Vice President Sara Duterte’s ratings have seen a further drop, according to a third-quarter OCTA Research survey.

President Marcos’ Ratings Hold Steady

The survey, conducted from Sept. 4 to 7, revealed that 66% of 1,200 respondents are satisfied with Marcos’ performance, down slightly from 68% in July. Trust in Marcos also dipped marginally from 71% to 69%, while dissatisfaction rose from 10% to 12%. OCTA noted that the changes in Marcos’ ratings remain within the survey’s margin of error.

Duterte’s Approval and Trust Ratings Drop

In contrast, Duterte’s ratings saw a sharper decline. Her performance approval fell eight points to 52%, with dissatisfaction rising from 12% to 15%. Trust in her decreased by six points to 59%, with notable drops in Metro Manila and Luzon, especially among socio-economic classes ABC and D. Her approval in Metro Manila dropped from 50% to 38%, and trust declined by 13 points to 47%.

The Vice President continues to hold strong support in Mindanao, where her ratings remain above 90%.

Possible Factors in Duterte’s Decline

The survey highlights a continuing decline in Duterte’s ratings, following her public split from the Marcos administration, including her resignation as education secretary in June and recent public criticisms of the President. Duterte is also currently under investigation by the House committee on good government for her office’s use of confidential funds.

Escudero’s Ratings Remain High

Senate President Francis Escudero maintained high trust and approval ratings, scoring 67% and 65%, respectively, in the same survey. He expressed gratitude to the public, stating that he is committed to serving the people.

Marcos, accompanied by his mother, former first lady Imelda Marcos, attended a Holy Mass by his father’s grave at Libingan ng mga Bayani (Heroes’ Cemetery) in Taguig City. They were joined by family members, friends, and supporters dressed in red to pay their respects.

Following the Mass, President Marcos expressed gratitude to those in attendance and reflected on the lasting influence of his father’s teachings. He vowed to uphold his father’s legacy, emphasizing the importance of continuing his father’s vision for the country’s progress.

President Marcos declined to comment, saying, “I’d rather not. Thank you.” When pressed further, he responded, “Let’s talk about it some other time.”

“Relief and recovery efforts continue in areas affected by Typhoon Kristine, while preparations are ramping up for Typhoon Leon,” Marcos said in a statement on Thursday, October 31, 2024.

“I assure the Filipino people that the government is effectively managing all disaster response efforts. We remain in full control,” the President added.

The Chief Executive confirmed that there are sufficient resources to minimize impact, support recovery efforts, and rebuild even stronger.

“All government agencies remain on full alert, ready to deploy aid wherever needed.”

Earlier, Marcos directed local government units to prepare for the impact of incoming Typhoon Leon.

MANILA — President Ferdinand “Bongbong” Marcos Jr. has directed local government units (LGUs) in areas affected by severe tropical storm Kristine to prepare for the incoming Typhoon Leon.

“Unfortunately, mukhang may padating na naman. Kaya’t paghandaan natin nang mabuti,” Marcos stated during the opening of the Maersk Optimus distribution center in Calamba City, Laguna.

According to the latest bulletin from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa), Super Typhoon Leon is now intensifying as it moves closer to extreme northern Luzon.

Pagasa reported that Leon is moving west-northwestward at a speed of 10 km/h, with maximum sustained winds of 185 km/h near the center and gusts reaching up to 230 km/h.

Signal No. 2 has been raised over Babuyan Islands, the rest of mainland Cagayan, northern and eastern portions of Isabela, Apayao, Kalinga, northern and eastern portions of Abra, eastern Mountain Province (Paracelis), and Ilocos Norte.

Meanwhile, Signal No. 1 covers the rest of Isabela, Quirino, Nueva Vizcaya, the rest of Mountain Province, Ifugao, Benguet, remaining areas of Abra, Ilocos Sur, La Union, Pangasinan, Nueva Ecija, Aurora, northeastern Tarlac, northern Bulacan, northern Quezon (including Polillo Islands), Camarines Norte, northern Camarines Sur, and northern and eastern portions of Catanduanes.

MANILA — President Ferdinand “Bongbong” Marcos Jr. remains committed to achieving zero hunger for Filipinos.

“We gather to renew a promise: that no Filipino should go to bed hungry, and that no community will be overlooked in our fight against poverty,” he said during the presentation of the signed Enhanced Partnership Against Hunger and Poverty (EPAHP) Joint Memorandum Circular.

To fulfill this, the President directed all government agencies and urged local government units (LGUs) to support the EPAHP, promoting an accelerated approach to achieving zero hunger, food and nutrition security, and sustainable agriculture.

“Through this, we can improve farm productivity, link farmers, fisherfolk, and other food producers to larger markets, and provide secure income—ensuring that our children, mothers, and the most vulnerable have access to nutritious food,” he stated.

President Marcos also expressed gratitude to program partners for their significant contributions to the initiative’s success.

“We have yet to achieve zero hunger, but your dedication to this mission assures me that we are all united in this effort, ready to build a better nation for all, especially for those who need it the most,” he said.
