MANILA — The presence of a low-pressure area (LPA) within the Philippine Area of Responsibility indicates a slight possibility of developing into a tropical cyclone. However, its associated trough is anticipated to bring scattered rain showers and thunderstorms to the Bicol Region and Eastern Visayas during the Barangay and Sangguniang Kabataan elections scheduled for Monday (30 Oct 2023).

Simultaneously, the northeast monsoon continues to influence Northern and Central Luzon, as reported by Obet Badrina from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA). This weather pattern will result in light rainfall for provinces such as Batanes, Cagayan, Isabela, and Aurora.

Additionally, isolated light rain is forecasted for the Ilocos Region, Cordillera Administrative Region, the remainder of Central Luzon, and Cagayan Valley. Badrina mentioned, “Mindanao and the remaining areas of the Visayas can expect isolated rain showers caused by localized thunderstorms, primarily in the afternoon or evening.”

The seas off Northern Luzon will be moderate to rough, while other regions will experience light to moderate winds with slightly to moderately rough seas.

The LPA, last observed 995 kilometers east of the Visayas, may gradually approach the Visayas and Bicol Region in the coming days, leading to potential rain in the Visayas, Metro Manila, Calabarzon, and Mimaropa starting Wednesday.

PAGASA’s advisory warns that these moderate to heavy rains could trigger flash floods or landslides.
