Rain showers are expected to dampen the Visayas and most parts of Luzon today, Tuesday (31 October 2023), as reported by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). This weather forecast is due to the influence of three weather systems.
PAGASA is actively monitoring a low-pressure area (LPA) situated 470 km east of Virac, Catanduanes. According to PAGASA forecaster Patrick del Mundo, there’s a limited likelihood of the LPA developing into a tropical cyclone within the next 48 hours. Furthermore, there’s a likelihood that the LPA will move toward the Bicol region, but it’s expected to dissipate once it reaches that area.
For Tuesday, the combination of the LPA’s trough and the shear line will bring scattered rain showers and thunderstorms to Visayas, Bicol, Mimaropa, Quezon, and Aurora. PAGASA warns that these areas may experience moderate to heavy rains, which could potentially lead to flash floods or landslides.
The northeast monsoon will result in light rains over Batanes, Cagayan, and Isabela, with isolated light rains expected in the Ilocos and Cordillera regions, the remaining parts of Cagayan Valley, and the rest of Central Luzon. The rest of the country will continue to experience isolated rain showers caused by localized thunderstorms.
In terms of wind and sea conditions, moderate to strong winds and moderate to rough seas will prevail across Luzon, while the Visayas and Mindanao will experience light to moderate winds and slight to moderate seas, as reported by PAGASA.
