MANILA – House Deputy Majority Leader and ACT-CIS Party-list Representative Erwin Tulfo has on Sunday (15 Sept 2024) underscored the critical need for the Philippine Coast Guard (PCG) modernization, calling it a “crucial measure” to address the escalating threats to the nation’s maritime territories, particularly in the West Philippine Sea (WPS).

This advocacy aligns with the recent advancement of House Bill 10841, which was approved by the House of Representatives on its second reading.

The proposed bill aims to significantly bolster the PCG’s organizational and operational capabilities, enhancing its responsiveness to maritime security challenges.

It seeks to allocate ₱5 billion annually to the PCG and allows the agency to secure loans and grants from both local and international sources to support its modernization initiatives.

“In the face of growing threats to our maritime territory, this legislation ensures that the PCG is well-equipped to meet its responsibilities effectively,” Tulfo stated during his sponsorship speech.

Tulfo emphasized the increasing risks in the WPS, where Filipino fisherfolk and PCG personnel have faced harassment from the Chinese Coast Guard. He stressed that boosting the PCG’s capabilities is essential for safeguarding the country’s maritime interests.

The bill’s authors include Tulfo, Speaker Ferdinand Martin G. Romualdez, Majority Leader Manuel Jose “Mannix” M. Dalipe, and Senior Deputy Majority Leader Ferdinand Alexander A. Marcos, among other lawmakers.

Together, they have highlighted the significance of maritime security and international cooperation in tackling these pressing issues.

“We stand firm against these unlawful acts while focusing on diplomacy and international support. Our commitment to enhancing defense and surveillance capabilities remains steadfast,” Tulfo added.

He also pointed out that the bill will enhance coordination between government agencies and international allies.

The modernization plan encompasses updated assets, advanced personnel training, and improved funding mechanisms, enabling the PCG to respond more effectively to emerging threats.

“In our ongoing efforts to assert sovereignty in the West Philippine Sea, House Bill No. 10841 is both timely and essential. It positions the PCG as the first line of defense in maritime security and reinforces the Philippines’ role as a responsible maritime nation,” Tulfo concluded.
