MANILA — Department of Budget and Management (DBM) Secretary Amenah Pangandaman reaffirmed her commitment to making the Philippines the global leader in budget transparency and governance oversight.
Speaking at the launch of the 2024 Philippine Open Government Partnership (PH-OGP) report, Pangandaman outlined the government’s ongoing efforts to promote transparency, accountability, and citizen engagement.
During the event at DBM’s Manila office, Pangandaman highlighted the Philippines’ strong performance in the 2023 Open Budget Survey, ranking first in Asia for budget transparency and sixth worldwide for budget oversight. “Our goal is to be number one globally,” she stated.
As chair of the PH-OGP, Pangandaman underscored the government’s commitment to advancing open governance, citing key initiatives like the 2024 PH-OGP National Action Plan and the enactment of the New Government Procurement Act (NGPA). The NGPA, she said, strengthens anti-corruption efforts by improving transparency in procurement processes and facilitating public participation.
The event also included the unveiling of the PH-OGP’s Annual Accomplishment Report, the Legacy Book titled Partners for Prosperity, and the OGPinas! advocacy campaign. Through this initiative, DBM has engaged nearly 4,000 stakeholders across nine regions, including the Bangsamoro Autonomous Region in Muslim Mindanao.
Pangandaman also previewed the upcoming Open Government Partnership Asia and the Pacific Regional Meeting, set to take place in the Philippines from February 5-7, 2025. To support the event, the OGP Asia Pacific Mobile App was launched, providing participants with access to schedules and event updates.
This event signifies the Philippines’ ongoing efforts to enhance its standing in global open governance initiatives.
