MANILA – The saying “there are no permanent friends or enemies” rings true once again as Karlo Nograles, former Cabinet Secretary under the Duterte administration from 2018 to 2022, filed his certificate of candidacy (COC) for Davao City mayor on Tuesday (08 Oct 2024), last day of filing of COC’s.

This puts him in direct competition with former president Rodrigo Roa Duterte, rekindling the long-standing political rivalry between the Duterte and Nograles families.

Nograles, a three-term congressman representing Davao City’s 1st District, was appointed by Duterte as Chairman of the Civil Service Commission on March 7, 2022, and served until his resignation on October 7, 2024.

For decades, the Dutertes and Nograleses have been bitter rivals in Davao’s political landscape.

However, in 2016, the Nograles clan supported Duterte’s successful presidential bid, temporarily setting aside their rivalry.

Aside from former President Duterte, religious leader Bishop Rod Cubos and content creator Roweno Caballes have also filed their COCs for Davao City mayor.
