MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) has mandated a 20% fare discount for senior citizens, persons with disabilities (PWDs), and students using Transport Network Companies (TNCs) and Transport Network Vehicle Services (TNVS).
This discount must be equally shared between the TNC and TNVS operator, and cannot be passed on to drivers, as specified in Memorandum Circular 2025-10.
LTFRB Chairman Teofilo Guadiz III explained that the directive came after discrepancies were found in how TNCs applied fare discounts. The new circular aims to clarify the law’s requirements and prevent confusion about who is responsible for bearing the cost of the discounts.
The policy will take effect 15 days after its publication in a widely circulated newspaper. Guadiz stressed that TNCs and TNVS operators must comply with the directive, emphasizing that the 20% fare discount is a legal privilege for seniors, students, and PWDs under Republic Acts 9994, 11314, and 9442.
