MANILA — President Ferdinand “Bongbong” Marcos Jr. on Friday (April 11, 2025) signed a memorandum order authorizing the National Amnesty Commission (NAC) to issue Safe Conduct Passes (SCPs) to amnesty applicants.
“Ang paglagda natin ngayon ng Memorandum Order ay patunay na handa ang inyong pamahalaan na mag-abot ng kamay sa sinumang nagnanais magbalik-loob sa batas [at sa] ating lipunan,” Marcos said.
“Ngayong araw na ito, nais kong iparating sa inyo: Bukas po ang aming pinto. Kung taos-puso ang inyong pagbabago, handa ang pamahalaan na makinig, umalalay, at sumuporta sa inyong pagbabalik-loob,” he added.
The President directed concerned government agencies to support the administration’s peace and reconciliation efforts.
The SCP will allow applicants to access the government’s amnesty program without fear of arrest. The document will ensure their safety and security while they await the result of their application.
Marcos emphasized that these agencies would serve as bridges to attain peace and strengthen the nation by encouraging rebels to return to the fold of the law. He also called for the recognition of the safe conduct passes.
