BUTUAN CITY – The Pacific Cement Corporation (PACEMCO), one of Mindanao’s largest cement manufacturers, reopened on Friday in Barangay Quezon, Surigao City, after shutting down in 2014 due to financial constraints.

The reopening was made possible through investments by San Miguel Corporation (SMC), which aims to revive the plant’s operations and boost local economic activity.

SMC Vice Chairman and Chief Operating Officer John Paul Ang led the inauguration alongside Surigao City Mayor Pablo Yves Dumlao II, Surigao del Norte Gov. Robert Lyndon Barbers, and Rep. Robert Ace Barbers.

“PACEMCO was a big part of Surigao’s history and one of the region’s largest companies. It is a Filipino-owned and controlled cement factory,” Ang said.

Since its establishment in 1967, PACEMCO has contributed to infrastructure development across Mindanao while providing stable employment for local families.

Mayor Dumlao emphasized the reopening’s potential to generate jobs and stimulate economic growth.

“The return of PACEMCO means new opportunities for employment, stronger local enterprises, and increased revenue,” he said.

Gov. Barbers described the reopening as a testament to resilience and commitment.

“With SMC’s expertise, innovation, and people-first approach, this investment marks the beginning of a new era for Surigao del Norte,” Barbers said.
