Patuloy ang pagtaas ng bilang ng child pornography at illegal gambling sites na nahaharang ng Globe.

Mula Enero hanggang Hunyo 2024, hinarang ng Globe ang 1,718 domains at 190,167 URLs na patungkol sa child pornography. Malaking pag-angat ito mula sa 1,295 domains at 129,652 URLs na na-block noong 2023.

Napigilan din ng Globe ang pag-access sa 2,726 domains ng mga illegal gambling sites, kumpara sa 1,828 noong nakaraang taon.

Sinisiguro ng Globe na ang mga programa ng kumpanya ay naaayon sa Anti-Child Pornography Act of 2009 (Republic Act 9775). Ang batas na ito ay nag-aatas sa mga internet service providers (ISPs) na gamitin ang teknolohiya para maiwasan ang access sa child pornography.

“Misyon ng Globe na gawing ligtas ang internet para sa lahat, lalo na sa mga bata. The MCC is also equipped with a surveillance system with eight deployable cameras that can be monitored through a video wall for comprehensive situational awareness. It also offers satellite internet service, making it capable of serving as a mobile incident command post even in provincial areas if directed by President Marcos.

All these features will enable real-time coordination and communication among MMDA personnel both in the MCC and on the ground.

The MCC may also be used by the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) to respond efficiently to emergencies.

The MMDA plans to utilize the equipment for monitoring major public events such as the Traslacion or the annual Feast of Nuestro Padre Jesus Nazareno, which draws large crowds, as well as during disasters and urgent road incidents.

Globe welcomes President Ferdinand Marcos Jr’s recent signing of the Anti-Financial Account Scamming Act (AFASA), seen to address prevalent online scams through more robust deterrence and enforcement measures.

The law aims to “protect all persons from falling prey to the various cybercrime schemes by regulating the use of financial accounts, and preventing their use in fraudulent activities.”

Globe believes this law will complement the Cybercrime Prevention Act and the SIM Registration Act, strengthening security measures against ever evolving scam tactics by fraudsters.

“As a service provider that deals with fraudsters every day, Globe is grateful that the Philippines now has a law that is up to date and addresses fast-evolving threats to the security of our financial system,” said Ernest Cu, Globe President and CEO.

“We especially appreciate how the law covers in great detail various emerging fraud methods, including the recruitment of money mules, social engineering schemes, and other modes assisted by tech, including SMS, email, and even generative AI. This ultimately gives regulators and law enforcers sharper teeth in stopping financial fraud,” he added.

He said the law will serve to reinforce Globe’s ongoing efforts against financial fraud, including proactive blocking of person-to-person SMS and bank-related phishing and vishing.

In the first half of the year, Globe blocked over 2.74 million bank-related spam and scam messages, a decline of 43.56% compared to the 4.85 million messages blocked in the same period of 2023. This reflects how Globe’s collaboration with banks and other financial institutions to curb financial fraud has been working.

Cu reaffirmed Globe’s commitment to stringent monitoring and blocking of potential financial fraud in its network.

AFASA mandates banks and other financial institutions to implement stringent security measures and robust fraud management systems to protect financial accounts.

It empowers the Bangko Sentral ng Pilipinas (BSP) to thoroughly investigate and scrutinize financial accounts potentially involved in illicit activities. It also authorizes the BSP to apply for cybercrime warrants for electronic communications implicated in violations of this law, effectively bypassing the usual constraints imposed by bank secrecy and data privacy regulations.

The law penalizes financial fraud schemes with heavier penalties, including imprisonment of 6 to 8 years and fines of up to Php 500,000 for money mule schemes; prison time of 10 to 12 years or fines of up to Php 1 million for social engineering schemes; and life imprisonment or fines of up to Php 5 million for economic sabotage.

Nears completion of service restoration in typhoon-hit areas

Globe on Friday started deploying Libreng Tawag and Libreng Charging (LT/LC) stations in areas that need connectivity support in the wake of Typhoon Carina and the enhanced southwest monsoon.

Globe’s LT/LC station was first rolled out in Barangay Tatalon in Quezon City.

Location: Diosdado Macapagal Elementary School, Victory Avenue, Tatalon, QC

Schedule:  July 26 to 28, 8 a.m. to 5 p.m.

Meanwhile, Globe has nearly completed restoration work in areas hit by service disruptions due to commercial power outages.

As of 9 a.m. Friday, call, text and data services in affected areas in Metro Manila have been fully restored. Most services are also at 100% in towns and cities in Abra, Bataan, Ifugao, Ilocos Norte, Ilocos Sur, Isabela, La Union, Pangasinan, Tarlac and Zambales that experienced outages.

Restoration work is also round the clock in affected areas in Rizal, Batanes, Benguet, Bulacan, Nueva Ecija, Pampanga and Quirino.

“Our personnel are working double time to quickly restore service in other affected areas. We have also started rolling out our free call and charging stations to give connectivity support in areas reeling from the impact of the typhoon,” said Yoly Crisanto, Globe Chief Sustainability and Corporate Communications Officer.

Earlier, Globe provided Globe Prepaid and TM users free calls, texts and data for one day, and extended due dates to Mobile and Broadband Postpaid customers. KonsultaMD, Globe’s telehealth provider, also provided one free video consultation voucher valid for one time use within one month via the code ALAGANGGLOBE.

Globe continues to call on customers to send help to severely hit families. Customers may donate their Globe Rewards points through the GlobeOne app.

Outages due to commercial power failure

Globe has begun restoration work in a few areas in Metro Manila and Northern Luzon affected by service disruptions due to commercial power failure following the devastation of Typhoon Carina and the enhanced southwest monsoon.

As of 9 a.m. Thursday, over 90% of Globe’s Mobile sites in Metro Manila were up and running, with few facilities down due to power outages. None of the 3G sites were affected.

In Northern Luzon, more than 95% of 2G, 3G, LTE and 5G sites were operational.

“As the weather has improved and floods have subsided, our personnel are now working on quickly restoring services in the few isolated areas that experienced disruptions in their call, text and data services,” said Yoly Crisanto, Globe Chief Sustainability and Corporate Communications Officer.

Globe has not recorded any damage to network infrastructure.

“Overall, our network remains intact and stable, providing communications services critical to relief and recovery operations in typhoon-hit areas. It is proof that our network resilience efforts work,” Crisanto added.

Globe earlier prepositioned personnel and equipment in areas forecast to bear the impact of the typhoon and habagat to ensure quick response in case of network emergencies.

The weather system, which dumped non-stop rains across Luzon Wednesday, brought catastrophic flooding to major roads and villages in Metro Manila and other parts of Luzon.

It intensified into a super typhoon Wednesday afternoon before weakening into a typhoon just before making landfall in Taiwan.

#AlagangGlobe extends support to affected customers

Globe’s network and core services are operational amid non-stop rains and floods brought by Typhoon Carina and the southwest monsoon.

On Wednesday, call, text and data services in areas affected by the typhoon remained operational, with isolated cases of interruption due to commercial power outages. Globe has also prepositioned personnel for quick response in case of any network emergency.

“We would like to assure our customers that our network is ready for any potential impact of the typhoon and the enhanced habagat on our infrastructure. Our network facilities across the country are built for resilience, with generators and batteries on standby in case of commercial power outages,” said Yoly Crisanto, Globe Chief Sustainability and Corporate Communications Officer.

Rains continued to batter Metro Manila and other parts of Luzon Wednesday due to the effects of Carina, which also worsened the impact of the southwest monsoon. This has caused persistent rains and widespread flooding, shutting down major roads around the metro.

According to PAGASA, expect moderate to intense rains over various areas in the western portion of Luzon until Thursday. Malacañang has suspended work in government and  classes in all levels in Metro Manila, while private companies have allowed workers to work from home.

Globe welcomes President Ferdinand Marcos Jr’s vow to enhance connectivity in the country, including leveraging tower-sharing and initiating policy reforms for faster and more efficient network expansion.

A Crowdstrike software issue has caused a global IT outage affecting Microsoft Windows systems, resulting in service disruptions in some industries and key sectors nationwide.

Globe’s core services, which includes call, text and data connectivity however, remain unaffected.

“The issue was isolated to a few Windows-based workstations that our employees use for work for the most part, and some servers that do not materially affect our core services,” said Anton Bonifacio, Globe Chief Information Security Officer.

Globe has noted a substantial decrease in bank-related spam and scam SMS, highlighting the success of its rigorous anti-fraud measures and strategic collaborations with major financial institutions.

From January to June 2024, Globe successfully intercepted 2,740,012 bank-related spam and scam messages, marking a 43.56% year-on-year decline compared to the 4,855,199 messages blocked in the same period of 2023.

This underscores the effectiveness of Globe’s proactive strategies and robust partnerships with the country’s major banks and financial institutions.

The noteworthy improvement follows Globe’s anti-fraud agreements with the Bankers Association of the Philippines (BAP), encompassing 45 major banks, and various individual players in the finance sector. These collaborations have enabled vigorous and timely data and intelligence-sharing, aligning efforts to prevent and investigate fraud more effectively.

“Our collective efforts with the banking sector have significantly strengthened our fight against spam and scam SMS targeting depositors.
