According to PAGASA, these weather systems will usher in cloudy skies accompanied by scattered rain showers and thunderstorms in areas including Aurora, Quezon, Oriental Mindoro, Marinduque, Romblon, Bicol Region, Aklan, Capiz, Northern Samar, Eastern Samar, Dinagat Islands, Surigao del Norte, Surigao del Sur, and Davao Oriental.
Simultaneously, the northeast monsoon is expected to bring cloudy skies with light rains to the Cordillera Administrative Region, Cagayan including the Babuyan Islands, Isabela, and Quirino. Partly cloudy to cloudy skies with isolated light rains are predicted over the Ilocos Region and the remaining areas of Cagayan Valley.
For Metro Manila and other parts of the country, partly cloudy to cloudy skies with isolated rain showers or thunderstorms are forecast due to the easterlies and localized thunderstorms.
PAGASA indicated that Luzon will experience moderate to rough winds and moderate to rough coastal waters, while the Visayas and Mindanao will encounter light to moderate winds and slight to moderate seas.
Temperature ranges for the day include 23°C to 32°C in Metro Manila, 16°C to 25°C in Baguio City, 23°C to 31°C in Laoag City, 26°C to 32°C in Legazpi City, 26°C to 30°C in Metro Cebu, 25°C to 32°C in Puerto Princesa City, and 26°C to 33°C in Metro Davao.

The shear line and the northeast monsoon, known as “amihan,” are expected to influence the island.
In its 4 a.m. forecast on November 23, 2023, PAGASA indicated that Palawan, Quezon, and the Bicol Region will experience scattered rain showers and thunderstorms due to the shear line.
The agency warned of the potential for moderate to heavy rains in these areas, which could lead to flash floods or landslides.
Meanwhile, the northeast monsoon will bring light rains to Batanes, Cagayan, Isabela, and Apayao, with isolated light rains expected over Metro Manila and the rest of Luzon.
The rest of the country will continue to experience isolated rain showers caused by localized thunderstorms.
Luzon can anticipate moderate to strong winds and moderate to rough seas, while other areas can expect light to moderate winds with slight to moderate seas, as per PAGASA’s advisory.

MANILA — On Wednesday (November 22, 2022), PAGASA released the latest weather update for the Philippines, saying the ITCZ and easterlies are set to influence the country’s weather conditions.
According to PAGASA, the Intertropical Convergence Zone (ITCZ) will affect Palawan and Mindanao, resulting in scattered rain across 10 areas of the archipelago.
The ITCZ is expected to bring cloudy weather with scattered rain showers and thunderstorms to Zamboanga Peninsula, Palawan, Basilan, Sulu, and Tawi-Tawi.
The easterlies will bring similar weather conditions to the Bicol Region, Cagayan, Isabela, Aurora, and Quezon.
Metro Manila
Metro Manila and the rest of the country can expect fair weather conditions. However, the ITCZ and localized thunderstorms may bring partly cloudy to cloudy conditions with isolated rain showers or thunderstorms.
PAGASA
The weather agency has issued a warning about potential flash floods or landslides due to moderate to heavy rains and severe thunderstorms.
Meanwhile, coastal water conditions in Extreme Northern Luzon will be moderate, while the remaining parts of the country will experience slight to moderate sea conditions.
