MANILA — In an update from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), widespread rainfall is expected to persist across various regions in the country today, Tuesday 21 Nov 2023).

The inclement weather is attributed to both the shear line and the northeast monsoon.

Areas including the Visayas, Bicol Region, Mimaropa, Zamboanga Peninsula, as well as the provinces of Basilan, Sulu, and Tawi-Tawi, will encounter scattered rain showers and thunderstorms induced by the shear line.

PAGASA has cautioned that these conditions may lead to moderate to heavy rains, posing a potential risk of flash floods or landslides.

Cagayan Valley and Quezon province are forecasted to experience light rains, while Metro Manila and the rest of Luzon are anticipated to have isolated light rains due to the influence of the northeast monsoon.

In Mindanao, isolated rain showers caused by localized thunderstorms are expected.

PAGASA advises residents to stay vigilant, especially in areas prone to flooding and landslides.

Moreover, moderate to strong winds, along with moderate to rough seas, are expected over Luzon, the Visayas, and the northern section of Mindanao.

The seaboards of Northern Luzon, the eastern seaboard of Central Luzon, the eastern and western seaboards of Southern Luzon, and the eastern seaboard of the Visayas may experience rough to very rough seas, making sea travel risky for small seacrafts. Mariners are strongly urged to seek safe harbor.

Conversely, elsewhere in the country, winds will be light to moderate, and seas will be slight to moderate.

PAGASA encourages the maritime community to exercise caution and prioritize safety during these adverse weather conditions.
