MANILA — Senator Raffy Tulfo emphasized on Friday (June 14, 2024) the necessity of implementing proper security protocols at airports following the recent incident at Ninoy Aquino International Airport Terminal 3, where a Vietnamese woman was observed wandering naked in the departure area.

Reports indicate the woman, a resident of Binh Minh, Vietnam, was scheduled to depart for Ho Chi Minh City on June 8, 2024. She was prevented from boarding after immigration officials noted she exhibited signs of mental disorder and was an overstaying tourist subject to fines.

“While the Vietnamese national was eventually allowed to leave the country on the same day after examination at the MIAA Medical Clinic, video footage revealed confusion and uncertainty among airport security on how to handle such situations. Security personnel were unable to prevent the woman from continuing towards the boarding gate, causing a disturbance in the airport,” Tulfo stated.

As the new chairperson of the Senate Committee on Public Services, Tulfo announced plans to file a resolution to investigate the incident, focusing on security protocol management at airport facilities.

Tulfo emphasized the importance of clearly defining the responsibilities of the Philippine National Police Aviation Security Group, Manila International Airport Authority, Office for Transportation Security, blue guards, and other relevant agencies to prevent a recurrence of similar incidents.

“It’s time to establish a robust system and security protocols to prevent future occurrences!” the senator concluded.
